1 United Nations University (UNU) (May 2012 until April 2013) UNU support to NEPAD Planning and Coordinating Authority (NPCA) Climate Change and National Resource Management United Nations University Institute of Advanced Studies (UNU-IAS) Project Name: Potential Project Collaboration: NPCA Bio-Energy Program for Small Farm Holders in Africa (i) Collaboration with UN agencies in support of NEPAD: TBD (ii) Financial support for NEPAD: TBD (iii) Institutional support to NEPAD secretariat: Yes (iii) Institutional support to NEPAD secretariat According to the International Energy Agency, bioenergy contributed about 10% of the world total primary energy supply in Most African countries predominantly face energy insecurities propelled by a limited range of energy sources, and over-reliance on traditional less efficient sources. The NEPAD framework has explicitly expressed African governments commitment to develop affordable energy systems that will reverse environmental degradation by pursuing innovative renewable sources of energy. Keeping these priorities, identified by the AU/NEPAD in mind, UNU- IAS has collaborated with the NEPAD secretariat to develop a proposal for research and policy formulation. Briefly, the proposal aims to undertake the development of a framework that takes into account the overall human-well being needs of small-farm holders (e.g. energy security, food security, security of tenure, etc.) in Africa while harnessing the opportunities made available by modern bioenergy for equitable and sustainable energy provisioning. UNU-IAS is promoting the expansion and capacity development of Regional Centres of Expertise (RCE) in Africa as networks for promoting education for sustainable development. Fostering collaborative research in the context of ESD and innovations for green economy, is integral to the RCE programme. IMPACT: There is a rapid expansion of the RCE movement in Africa and mobilisation of new stakeholders to implement ESD. The 8th Global RCE Conference will be held in Africa in LESSONS LEARNED: Lessons learned during 2012: The Education for Sustainable Development Programme is working to make a module of capacity building for RCE coordinators who engage in formal and informal education for Sustainable Development (ESD) in their region. 1. The need to implement the pilot project of the Module with other partners like SADC. 2. The need to document ESD best practices and case studies from African RCEs for wider sharing. 3. Engagement in joint RCE research projects in collaboration with African Union is crucial. 4. The need to evaluate the impact of RCE-based ESD to sustainability and transformative learning outcomes. 5. Formation of strategic alliances with RCEs outside the continent is fundamental. 6. There is need to use RCEs to influence ESD policies in Africa.

2 United Nations University - Maastricht Economic and Social Research Institute on Innovation and Technology UNU-MERIT Project: Project, Research and Training Support to NEPAD s African Science, Technology & Innovation Indicators Initiative (ASTII) (i) Collaboration with UN agencies in support of NEPAD: No (ii) Financial support for NEPAD: No (iii) Institutional support to NEPAD secretariat: Yes (iii) Institutional support to NEPAD secretariat UNU-MERIT is now working with AU/NEPAD in respect of training for Phase II of the African Science, Technology and Innovation Initiative (ASTII). A new round of surveys is now complete, with the results reported at a training and data validation workshop in Cairo in February The data and related analysis will contribute to the preparation of the next African Innovation Outlook anticipated in UNU Advocacy work in support of Africa s development UNU dedication to advocating African development is at the core of its Priority Africa Initiative. The UNU-wide Initiative was adopted by the United Nations University (UNU) Council in December 2008 with the aim of streamlining the University s approach to its African related work. The Initiative brings together ideas, expertise, capacities and resources under a collaborative umbrella working towards a unified goal. The Initiative is co-lead by Prof. Jakob Rhyner, UNU Vice Rector in Europe and Director of UNU-EHS, located in Bonn and Dr. Elias T. Ayuk, Director of UNU-INRA, located in Accra. An element of the Initiative involves promoting and advocating the work being done by all UNU Institutes, Programmes and Units with regard to Africa. To this end, UNU-ViE creates outreach and advocacy materials, and is currently engaged in updating the Priority Africa website based on the 2012 stocktaking held in January To facilitate the most recent stocktaking, a new data management and collection online tool was developed which will feed entered data into the website. The methods being used by the UNU Priority Africa Initiative provide outlets for advocacy of Africa s development with the intention of not only being used for dissemination, but also to encourage contact with potential stakeholders and donors. United Nations University Institute on Comparative Regional Integration Studies (UNU-CRIS) Activity: Support to West Africa Institute The activity is part of a project on Sustainable Regional Integration in West Africa and Europe of the West Africa Institute (WAI, Cape Verde) and the University of Bonn (ZEI). It is funded by the German Ministry for Education Research (BMBF). Within that context, UNU-CRIS is conducting research on intra-ecowas trade. UNU-CRIS is also represented in the Scientific Committee of WAI. United Nations University Institute for Environment and Human Security (UNU-EHS) Project: Climate Change, Hydro-conflicts and Human Security (CLICO) The project investigated whether hydro-climatic hazards such as droughts and floods exacerbate social tensions, intra- and inter-state conflicts in the Mediterranean, Middle East and Sahel, or if they provide a catalyst for cooperation and peace. Within the CLICO project (European Commission FP7 programme)

3 UNU-EHS s main tasks were to participate in the creation of the CLICO conceptual framework as well as in the development of an integrated theory on threats to security from climate change impacts on hydrological systems. UNU-EHS conducted two in-depth field research-based hydro-conflict case studies, one in Egypt, focusing on the Metropolitan Region of Alexandria and another one on Tahoua region in Niger. Furthermore, UNU-EHS synthesized the final report bringing together the results of all 14 project partners. The project came to completion in December Project: West African Science Service Center on Climate Change and Adapted Land Use (WASCAL) The WASCAL project is a large-scale research project financed by the German Ministry of Education and Research, that aims to enhance the resilience of human and environmental systems to climate change and increased variability in West Africa The geographical focus of WASCAL is on West Africa with in-depth research in several case study watersheds in Benin, Burkina Faso and Ghana. WASCAL is based on three principle components: a Competence Center, a core Research Programme and a Graduate Research Programme. The Core Research Programme relates to the scientific activities of the Competence Center, and is implemented by a network of German and West African research institutes. Within the Core Research Programme, UNU-EHS will investigate the linkages between climate change and the state and security of rural livelihoods in West Africa and conducts in-depth research on vulnerability, resilience and adaptive capacity of rural households to natural hazards such as droughts and floods and increasing climatic variability. The output will help to develop effective adaptation and mitigation measures to climate change. The Graduate Research Programme involves the creation of eight graduate schools in West Africa, which contribute to the education of the next generation of African scientists and policymakers in the field of climate change and land management. UNU-EHS supports the Master s Research Program on Climate Change and Human Security. United Nations University Institute for Integrated Management of Material Fluxes and of Resources (UNU-FLORES) Project: Feasibility Study on Establishing a Twin Institute of UNU-FLORES in Mozambique Since 2010 in this project financed by the German Ministry of Education and Research the feasibility to establish a twin-institute of UNU-FLORES in Mozambique is explored. In the final report (due in June 2013) the scientific concept, as well as legal and administrative issues should be worked out and a detailed work plan for the twin institute shall be provided. Within the framework of this project two International Scoping Workshops have been organized, including high-ranking stakeholders from universities and scientific institutions from Mozambique and the region. Main achievements during the reporting period where the signing of a Memorandum of Understanding between UNU, The Ministry of Science and Technology of Mozambique and the Eduardo Mondlane University, Maputo, the organisation of a workshop with high-ranking participants from the parties of the MoU and the establishment of a working group responsible for the further implementation of the start-up phase of the twin institute. The main responsibility for this project has in 2012 shifted from UNU-ViE to UNU-FLORES, Dresden, which became operational as of October United Nations University Fisheries Training Programme (UNU-FTP) Project: Postgraduate Fisheries Training for Professionals from Less Developed Countries UNU-FTP offers a six month applied post graduate training in various fields of fisheries and aquaculture for practicing professionals in the less developed countries. The development and delivery of short courses in partner countries is a growing part of the activities of the UNU-FTP and scholarships for advanced degrees in fisheries are offered to former fellows who excel in their studies in Iceland. Through the programme, over 260 fellowships have been offered to qualified fisheries experts from over 45

4 countries. UNU-FTP has had a focus on Africa since its establishment in 1998, placing emphasis on fellows from southern and eastern Africa, and more recently western Africa. United Nations University Geothermal Training Programme (UNU-GTP) Project: Geothermal Training in Iceland (Six Month Fellowship Programme) Since 1979, UNU-GTP has held annual six month courses at their premises in Iceland for geothermal professionals from developing countries. Amongst the 515 graduates of the UNU-GTP ( ), 132 (26%) have come from fifteen African countries, generally located in Northern and Eastern Africa. The largest number of African Fellows (72) come from Kenya, followed by Ethiopia (30), Uganda (15), Tanzania, and (8) Eritrea (7). Former UNU Fellows lead the geothermal research and development in all of these countries. The statistics show that the participation of African Fellows has gradually grown and has reached 40 percent in the past ten years ( ), and more than half of those participating in the last two years have come from Africa. This reflects the high current priority of Africa at UNU-GTP, as in the UN system in general. Kenya is a shining example of capacity building in geothermal. Other fine multi-disciplinary groups have been established in Ethiopia and Uganda. We foresee similar development in countries like Eritrea, Tanzania and Rwanda. Project: Mainstreaming energy, climate change and green economy instruments in financial institutions in Africa. UNU-INRA in collaboration with the African Development Institute (ADI) of the African Development Bank (AfDB) is undertaking an initiative to enhance the capacity of PFIs in Africa to develop innovative financial products and services for renewable energy, energy efficiency, clean and low-carbon technologies. Scoping study: As part of this initiative, UNU-INRA carried out scoping study in Cameroon, Ghana, Tanzania, Tunisia and Zambia to take stock and review financial products and services that are currently developed or under consideration for renewable energy, energy efficient, clean and lowcarbon technologies. It also aimed at assessing the opportunities and constraints to developing innovative investment and financial instruments for these mechanisms. Expert meetings: As a follow up to the scoping study, UNU-INRA and ADI organized two expert meetings. The Francophone segment was held in Yaoundé, Cameroon from May 25 to 26, 2012 and the Anglophone segment in Lusaka, Zambia, from June 8 to 9, United Nations University Institute for Sustainability and Peace (UNU-ISP) Project: Enhancing Resilience to Climate and Ecosystem Changes in Semi-Arid Africa: An Integrated Approach (CECAR-Africa) Together with leading adaptation and resilience research institutes in Ghana and Japan, UNU-ISP is involved with CECAR-Africa, a five-year project on climate and ecosystem change adaptation and resilience. CECAR-Africa focuses on three thematic areas: forecasts and assessment of climate and ecosystem; change impact on agro-diversity; risk assessment of extreme weather hazards and the development of adaptive resource management methods; and the implementation of capacity development programmes for local residents and professionals. The goal of this project is to propose effective and implementable measures to build an integrated resilience enhancement strategy. It is the role of UNU-ISP, UNU-INRA and the University for Development Studies to oversee the capacity development installment, in collaboration with other leading partners including the University of Ghana. UNU institutional collaboration commenced in August 2011 when Prof. Kazuhiko Takeuchi, Vice-Rector of UNU and Director of UNU-ISP, signed a collaboration agreement with Ghanaian institutions. Project: UNU-ISP SCYCLE: Solving the E-Waste Problem (StEP) Initiative

5 The StEP initiative is committed to five core principles. Its work is founded on scientific assessments and incorporates a comprehensive view of the social, environmental and economic aspects of e-waste. The actual app. 20 research and pilot-projects are meant to contribute to the solution of e-waste problems. StEP condemns all illegal activities related to e-waste including illegal shipments and re-use/recycling practices that are harmful to the environment and human health Members of the StEP Initiative are working to analyze the e-waste situation in various African countries. Their work is helping to lay ground for future policy developments, pilot-projects and trainings, and capacity building. The initiative now consists of more than sixty-five stakeholders ranging from civil society to government and from academia to companies and business. StEP works to reduce environmental risks and increase resource recovery worldwide. Towards this aim it takes a life-cycle perspective from the cradle to grave, from the mining of necessary resources to the end-of-life treatment. It engages with all aspects of e-waste management, bringing together political, social, economic and environmental issues through stakeholder collaboration. United Nations University Land Restoration Training Programme (UNU-LRT) Project: Training on land restoration for professionals from developing countries UNU-LRT provides annually a six-month postgraduate training for specialists from the developing countries in the broad field of restoration of degraded land and sustainable land management, and aims at assisting developing countries in capacity development within this field. The programme has offered 41 fellowships to specialists from 10 countries since the programme was established. The major proportion of fellowships have gone to African specialists (68%); which emphazises the programme s focus on African partner countries. The programme was founded in 2007 by the Icelandic Ministry for Foreign Affairs (MFA), in partnership with the Agricultural University of Iceland (AUI) and the Soil Conservation Service of Iceland (SCSI), and with support from United Nations University (UNU), as a part of the government s development co-operation efforts. United Nations University - Maastricht Economic and Social Research Institute on Innovation and Technology (UNU-MERIT) Project: Quality of Life: Age-specific Mortality, the Financing of Health Expenditures and Economic Growth Project Coordinator: Théophile T. Azomahou (Project duration: ) Public and private health expenditures are the main focal areas of this project, combined with a number of age-dependent variables. These include the instantaneous probability of death, labour productivity, life expectancy and savings. The models proposed allow us to investigate a wide range of subjects, from demography and underlying problems such as mortality to economic problems such as productivity of workers and agents consumption and savings behaviour. United Nations University Vice Rectorate in Europe (UNU-ViE) Project: The Congo-Brazzaville Initiative In 2008, the Congo-Brazzaville Initiative was launched when the Republic of Congo requested the United Nations University to provide expertise in the area of disaster risk management and prevention. The United Nations University Vice Rectorate in Europe (UNU-ViE) leads the initiative in collaboration with the University of the Free State (UFS) Disaster Management Training and Education Centre for Africa (DiMTEC) and the Government of the Republic of Congo. UNU-ViE provides scientific advice and support to the Ministry of Foreign Affairs and Cooperation of the Republic of Congo and the Municipality of Brazzaville.

6 United Nations University World Institute for Development Economics Research (UNU-WIDER) Project: Development under Climate Change This is a broad project which combines research with capacity building, and more broadly, tries to identify sustainable solutions for developing countries to address global problems like climate change and poverty. The first project part focused on primary scientific research and has been completed in mid UNU- WIDER, in collaboration with external partners, has developed an analytical framework, labeled Robust Development Path Assessment (RDPA) that integrates comprehensive biophysical and economic analysis. Using this approach, the project contributed in four areas. First, the considerable uncertainties associated with the science of climate change at the country/regional level received explicit attention. Second, the project incorporated the potential evolution of world market prices under alternative climate and policy scenarios into the evaluation of strategic options at the country level. Third, the project helped identify and analyze low-carbon growth paths for developing countries. Finally, UNU-WIDER has adopted a regional approach to the analysis of climate change. Impacts and adaptations were in focus in the Zambeze River Valley (Mozambique, Malawi, Zimbabwe and Zambia). The second project part, initiated in February 2012, involves UNU-WIDER s collaboration with the African Economic Research Consortium (AERC). This partnership includes three broad areas. First, UNU-WIDER and AERC are building capacity amongst African researchers to teach university-level courses in the area of climate change. Secondly, UNU-WIDER is supporting key ministries within five Southern African countries to incorporate climate change considerations within national planning. Finally, UNU-WIDER and AERC issue research grants to promising African scholars to conduct research on climate change. Project: Reconciling Africa's Growth, Poverty and Inequality Trends: Growth and Poverty Project (GAPP) UNU-WIDER s Growth and Poverty Project (GAPP) addresses the challenge of reconciling Africa s development trends, and in so doing, provide evidence to the ongoing debate surrounding African growth and poverty and on the effectiveness of foreign aid and domestic policies. The project is implemented over 2012 and Phase 1 of the project includes the development of the poverty measurement toolkit, and the commissioning of 15 country case studies. This will be followed in Phase 2 by more in-depth case studies and studies on economic growth measurement and inflation. Each case study team includes 1-3 researchers from that country in addition to an international lead author.
