Sustainable Land Management in the Global Environment Facility GEF Role as Financial Mechanism of the UNCCD

GEF as Financial Mechanism of the UNCCD Land Degradation Focal Area as main GEF financing window Sustainable Land Management GEF financing leverages resources in agriculture, livestock, forestry for global environmental benefits GEF financing in other Focal Areas and Climate Change Adaptation contributes to SLM

Land Degradation Focal Area GEF Mandate Finance efforts to arrest and reverse current global trends in land degradation, specifically desertification and deforestation. GEF Focus Sustainable Land Management (SLM) in production landscapes Impacts: Flow of ecosystem services increased or maintained Sustained crop, livestock, and forest productivity Sustainable livelihoods for people

GEF-5 Priorities Address three main drivers of ecosystem degradation (i.e. loss of ecosystem services): - land use change (loss of vegetative cover) - natural resources consumption (loss of biodiversity) - climate change (GHG emissions, vulnerability risks) Facilitate enabling environments at national and regional levels policies, institutions, and investment frameworks (Sustainability) Targeted interventions at local, national, and regional scales, including transboundary areas

Land Degradation Objective 1 Objective 1: Maintain or improve flows of agro-ecosystem services to sustain livelihoods of local communities. Enhanced enabling environment within the agricultural sector Improved agriculture management and sustainable flow of services in agro-ecosystems Increased investments in SLM

Land Degradation Objective 2 Objective 2: Generate sustainable flows of forest ecosystem services in arid, semi-arid and sub-humid zones, including sustaining livelihoods of forest-dependent people Enhanced enabling environment within the forest sector in drylands dominated countries Improved forest management and sustained flows of forest ecosystem services in drylands Increased investments in SFM in dryland forest ecosystems

Land Degradation Objective 3 Objective 3: Reduce pressures on natural resources from competing land uses in the wider landscape Enhanced cross-sector enabling environment for integrated landscape management Integrated landscape management practices adopted by local communities Increased investments in integrated landscape management

Land Degradation Objective 4 Objective 4: Increase capacity to apply adaptive management tools in SLM Results-monitoring of UNCCD action programs Mainstreaming synergies and best practices for Natural Resource Management Development of guidelines and tools for assessing ecosystem stability, resilience and maintenance of regulating services

GEF and the UNCCD Ten-Year Strategy GEF Objectives in the Land Degradation Focal Area 1 Maintain or improve flow of agro-ecosystem services to sustaining livelihoods 2 Generate sustainable flows of forest ecosystem services in drylands 3 Reduce pressures on natural resources from competing land uses in the wider landscape The GEF is a Financial Mechanism of the UNCCD 4 Increase capacity to apply adaptive management tools in Sustainable Land Management

Multiple Benefits in Production Landscapes Soil fertility restoration and enhancement Land and water conservation and improvement Carbon sequestration Biodiversity conservation above and below ground Options for household food security and income (Development)

National Socio-economic Benefits Sustained livelihoods for people dependent on the use and management of natural resources (soil, water, biodiversity and carbon) in production landscapes. Reduced vulnerability to impacts of CC of people dependent on the use and management of natural resources in agricultural and forest ecosystems. Millennium Development Goals

SLM - Synergies in the GEF SLM financing can be leveraged through links with other Focal Areas and Programs under the GEF Trust Fund Projects integrating Land, Water, and Biodiversity Projects addressing carbon for Climate Change Mitigation Sustainable Forest Management and REDD-Plus SLM financing can be enhanced through links with the Climate Change Adaptation Funds Least Developed Countries Fund Special Climate Change Fund

GEF and Natural Resources Biodiversity Sustainable Forest Management Land Degradation International Waters Harness ecosystem goods and services, mitigate threats, and effectively manage tradeoffs at multiple scales

Sustainable Forest Management Goal: Achieve multiple environmental benefits from improved management of all types of forests. Objectives 1. Reduce pressures on forest resources and generate sustainable flows of forest ecosystem services. 2. Strengthen the enabling environment to reduce GHG emissions from deforestation and forest degradation and enhance carbon sinks from LULUCF activities. Incentive financing for countries to focus on forests and implement REDD/REDD+

Land Degradation and Climate Change Climate change adds to existing, human-induced pressures on land and exacerbates the vulnerability of the countries and communities that suffer the most from declining land productivity. Climate change-induced land degradation is expected through: changes in the length of days and/or seasons; extreme climatic events (floods, droughts etc); changes in temperature and precipitation. Adaptation is the process of reducing the adverse effects of climate change on human and natural systems. It refers to the efforts made to cope with actual change as well as the process of adjusting to expected change.

The Strategic Priority on Adaptation $50 million allocated from GEFTF - UNFCCC guidance in 2001 (SPA) SPA themes Financed 26 innovative pilot projects in 54 countries - enhance climate resilience of $780 million worth of investments. 7 projects with more than $28 million in total cofinancing from the Land Degradation Focal Area SPA linkages to GEF focal areas

Lessons learned from the SPA Ensured project mechanisms to successfully generate global environmental benefits in relevant focal areas and to address the climate change impacts Experience gained in integrating adaptation and climate resilience in GEF land degradation efforts.

Programming Implications Measures to address land degradation take into account the present and expected impacts of climate change. The GEF is ideally placed to seize the synergies between adaptation and tackling land degradation The LDCF and the SCCF can be tapped to harness the synergies

SLM Opportunities in LDCF/SCCF Most vulnerable sectors targeted: agriculture, food security, and water resources management all highly relevant for efforts to combat land degradation Through multi-trust fund, programmatic approaches, the LDCF and the SCCF promote synergies with Land Degradation Focal Area E.g. Sahel West Africa Program in Support of the Great Green Wall Initiative - $31M grant from the LD focal area with $16M and $5M from the LDCF and the SCCF, respectively.
