5 MESSAGE FROM THE EXECUTIVE DIRECTOR Welcome to Above & Beyond a snapshot of how and why the OREA Real Estate College has been shaping the future of real estate career education since the College first came into existence, in a formative way, back in 1967 and continues to do so today. What makes this year so appropriate for publishing a report like this? There are many reasons but one in particular stands out: the College is entering a new student-centred, technology-enhanced era and we wanted to tell you all about it. During my tenure, our vision has been to build the College into a leader in real estate education that delivers life-changing, career-enhancing educational opportunities for our students. Their success leads to our success and is directly linked to our core purpose of providing the best in registration and career-growth education. Now, as we celebrate the College s fifth decade as a national leader in career education for real estate professionals, we continue to be committed to providing each student with the quality, hands-on career training and education needed to succeed. We have always worked hard to make the College stronger, more disciplined and accessible by cultivating a culture of excellence in curriculum, learning, instructors, and customer service. While continually developing exciting new products and services for committed individuals who want to gain competence in the very dynamic and competitive real estate marketplace. Each year, thousands of students enrol in our Salesperson Registration Education Program and Broker Registration Education Program. The College has garnered many awards over the years, among them the Education Excellence Award from the Association of Real Estate Licensing Law Officials and the Education Program of the Year award from the Real Estate Educators Association and we are proud of them. But the College does not exist to win awards. The College is here for our students that is our promise and we do everything we can to make that promise a reality every day. We expect 2012 and future years will be challenging in ways difficult to predict. However, I am confident we will continue progressing in our ability to meet the needs of students so that we deliver value to them, to RECO, and to Ontario consumers. I believe that we have taken the appropriate steps to position us well for the future operationally and academically. I am grateful to our talented employees and instructors, whose energy, enthusiasm, and tireless efforts have seen the College through changing and challenging times, and for delivering full value to our students every day. 6 WHAT IS THE COLLEGE? The College delivers award-winning registration, professional development, and continuing education programs throughout the province. The Ontario Real Estate Association (OREA) represents more than 52,000 Brokers and Salespeople who are members of the province s 42 real estate boards. As part of the association, the OREA Real Estate College provides all real estate registration courses in Ontario through The Salesperson Registration Education Program and The Broker Registration Education Program. OREA was founded in 1922 to organize real estate activities and develop common goals across the province. These goals include: promoting higher industry standards, protecting the general public and preserving private property rights. In addition, OREA continually strives to improve the image of real estate professionals by enhancing educational and professional standards. The OREA Real Estate College provides The Salesperson Registration Education Program and The Broker Registration Education Program as well as various Continuing Education Courses in the field of real estate. All real estate professionals in Ontario must pass a comprehensive program of study to ready them RECO MANDATE The Real Estate Council of Ontario (RECO) is responsible for regulating the activities of real estate brokerages, Brokers and Salespersons in Ontario. RECO administers the Real Estate and Business Brokers Act, 2002, and associated Regulations (referred to collectively as REBBA 2002) on behalf of the provincial government. The individual and collective interests of consumers and real estate registrants must always be balanced to ensure that the broader public interest is served. RECO Core Purpose: To foster confidence and uphold integrity in real estate transactions. for the complex business of trading in real estate. The OREA Real Estate College offers these required courses as designated by the Registrar of Real Estate and the regulating body, the Real Estate Council of Ontario (RECO). The College also offers a complete program of Continuing Education Courses designed to provide life-long learning and to satisfy the requirement of Continuing Education for all registrants under the Real Estate and Business Brokers Act, In July of 2008, the Registrar and RECO signed an Educational Services Agreement with OREA as the designate authorized to deliver the Salesperson Registration Education and the Broker Registration Education Programs on their behalf. The agreement concluded an open and competitive request for proposals and review process. OREA has a longstanding history of promoting professional development in Ontario s real estate industry. The Ontario Real Estate Association also has the ability to deliver the programs province-wide through multiple delivery channels; increasing accessibility to students and registrants while ensuring a consistent standard of education is provided to all students. Education is a critical component of consumer protection. It helps ensure that consumers are dealing with registrants who are equipped with current knowledge of REBBA 2002, in addition to issues and trends affecting Ontario s real estate industry. The development of skilled and educated registrants also supports RECO s strategic priority of promoting public confidence in the knowledge, competence and professionalism of registrants. The education programs administered and offered by the College will continue to help fulfil that commitment. 8 MILESTONES IN REAL ESTATE EDUCATION OREA and the OREA Real Estate College have long been leading industry forces, providing a strong foundation for the growth and development of the real estate profession in Ontario The Ontario Real Estate Association is established to promote higher standards and enhance consumer protection First-ever real estate courses developed. OREA begins to provide standardized real estate education courses in four provincial locations For the first time, individuals must pass a short examination to qualify for registration To become a registered member of any of Ontario s real estate boards, prospective salespeople must attend 16 lectures and pass a 2-hour examination OREA s education program is made mandatory. OREA appointed by provincial government to develop and administer all educational courses required for registration under the Real Estate and Business Brokers Act The mandatory education program is extended to require 150 hours of course study Completion of the articling program is required within the first two years after initial registration as a salesperson 6 OREA ABOVE & BEYOND 2012
9 Innovative solutions that advance learning and careers Online learning is made available through OREA s website. The Real Estate Encyclopedia replaces 37 different textbooks and guides Law enacted that requires mandatory continuing education in twoyear renewal cycles for registered salespeople and brokers. Ontario s professionals are now among the best educated in the world The Real Estate Encyclopedia is expanded to include a national and provincial volume making it an excellent resource for both students and practicing professionals. Upon enrolment, real estate students begin a learning journey that involves studying over 2,300 pages of course material OREA s education program evolves into the OREA Real Estate College The College introduced a one text per course format which incorporates all the required readings and exercises The College is designated a Private Career College under Ontario s Private Career Colleges Act, 2005 The first OREA Scholarship is established at the York University Schulich School of Business for a fulltime MBA student specializing in the school s Real Estate and Infrastructure Program The first OREA Scholarship Award presented to a fulltime undergraduate student with the highest GPA in the Real Estate Finance course at the Ted Rogers School of Business Management, Ryerson University 7

From its earliest beginnings, the College was at the forefront of real estate education, successfully anticipating and implementing the specialized registration and career development programs needed to join the real estate profession and further dreams of successful careers. Innovation is part of our DNA. We pride ourselves on continuously introducing new technologies and methods to improve the student experience and leverage the productivity of our very experienced instructors. It is our designated role to deliver The Salesperson Registration Education Program and The Broker Registration Education Program on behalf of the Registrar of Real Estate and the Real Estate Council of Ontario (RECO). In addition, the College also delivers various Continuing Education Courses designed expressly for real estate practitioners across Ontario. To do this in the best way possible for every student, the College makes its course offerings available via a number of educational models and study methods including classroom, correspondence and online options. 12 DEVELOP The OREA Real Estate College creates courses on the basis of a blueprint that has been successfully applied in the design and implementation of various real estate courses and other mandatory programs. The blueprint emphasizes direct market research and widely-accepted instructional techniques leading to practical, informative, learning by doing educational experiences. 14 ADVANCED EXAMINATION TECHNIQUES Quality and proven educational models are the foundation of everything we do. The College focuses on teaching what is useful and relevant and relates directly to the realities encountered daily in the real estate profession. College enrollees seek to achieve accreditation and professional competence through each student s choice of independent learning options: Classroom (across Ontario), Correspondence, and e-learning. Courses are developed regularly to keep pace with the constantly changing real estate market in Ontario and in collaboration with our stakeholders: RECO, and, of course, our students. Because the College s courses are created and updated by teams of curriculum staff, education experts and practicing real estate professionals, they have a unique and informed student focus that could not be achieved by any other educational model. The classification of thinking is organized by level of complexity. The six levels were knowledge, comprehension, application, analysis, synthesis and evaluation. During the 1990s a former Bloom student, Lorin Anderson, updated 2008 that taxonomy for the 21st century. The new levels are creating, evaluating, analyzing, applying, understanding and remembering. The taxonomy provides a useful structure in which to categorize test questions. Bloom s taxonomy is the basis for the AXIS Automated EXam AdmInistration System used by the College to increase customer satisfaction by reducing the time between exam administration, marking and score reporting. The AXIS system also ensures that no two exams are ever exactly the same so students cannot share information or answers. Changes occur frequently in the real estate market and are incorporated into course curriculum. The College uses multiple choice questions and scantron technology for all registration education courses which, among other advantages, allows each student to receive a random exam. Four types of multiple choice questions (Levels 1-4) are used on each exam and follow the Bloom taxonomy model. The scantron technology allows the College to process examination results very quickly, providing students with added flexibility to plan their progress through the program. 17 College Certified Instructors are active, experienced registrants in the real estate field and other related disciplines. To ensure that the highest instruction standards are maintained, College representatives visit classrooms regularly to provide instructors with ongoing support and feedback. INSTRUCT 15
18 COLLEGE INSTRUCTOR CERTIFICATION CERTIFICATION CRITERIA CODE OF CONDUCT Certified Instructors for the College are held to a high standard of conduct to support the objective of providing consumer protection through quality education and promoting professional standards in business practices and ethical behaviour. To ensure that the highest instruction standards are maintained, College representatives visit classrooms regularly to provide instructors with ongoing support and feedback. 800 HOUR TEACHING CAP College Certified Instructors are active, experienced registrants in the real estate field and other related disciplines. Instructors are restricted to 800 hours of teaching and Instructor Support Line time. This cap ensures that College Instructors have current experience in the real estate trading environment (as required by the Instructor Code of Conduct) and can deliver accurate market information and examples to students. The College enables ambition to meet opportunity. Instructors for the College must: Have at least 48 months of work experience or at least 24 months of experience in combination with certain education qualifications or 24 months of experience and 36 months of real estate teaching experience. Meet all qualifications prescribed by RECO. Meet all educational requirements that include an undergraduate degree or equivalent, a college of applied arts diploma or a trade certification. Be active practitioners in their respective fields of expertise, hold a professional certification (lawyer, property manager, mortgage broker, appraiser) with a minimum of five years experience. The College awards the Real Estate Instructor (REI) designation in recognition of instructor excellence. INSTRUCTOR ASSESSMENT The College s education program has received international recognition among professional education organizations for its high standards and has been used as a model by other real estate associations in developing their own education programs. Given that excellence in program content and delivery is a living challenge, which by definition requires ongoing improvement, the College instituted a formal process of Instructor Assessment that focuses on maintaining high instructor standards. The College s Instructor Assessment is the most extensive of its kind in Canada. It was designed to provide program administrators and educators with a way to measure the effectiveness of both individual teaching skills and course content in order to address problem areas, reward excellence and establish benchmark standards. 19 LESSON PLANS To enhance the learning experience for students and provide resources for instructors, the College is in the process of creating an electronic database of lesson plans that include all topics from each course in both The Salesperson and Broker Education Programs. The lesson plans are being created through collaboration between instructors and members of the College s curriculum department. They are accessible to all instructors and are updated regularly as curriculum changes occur. SALESPERSON REGISTRATION EDUCATION PROGRAM Initial The Salesperson Registration Education Salesperson Registration Program begins with the Pre-registration Segment which must be completed within 18 months of the Start Date of the first course (Real Estate as a Professional Career). A brokerage is authorized to trade in real estate on behalf of another person. In turn, the brokerage as an owner employs or appoints Salespeople to perform day-today listing/selling functions in the trading process. Such activities are always performed under the guidance and direction of the Broker of Record. The Broker of Record is responsible for ensuring that the brokerage complies with the Real Estate and Business Brokers Act, 2002 and its regulations. 21 STUDY The College continually adapts its programs to suit the unique needs of adult students and the changing needs of the real estate community. Students readily gain knowledge through guided research, trueto-life case studies, and active learning exercises. Regular updates ensure course content reflects the latest changes in legislation, legal matters, and market practices. 19
22 STUDENT-CENTRED LEARNING AIDS TEXTBOOKS The College s integrated reference/textbook approach is well suited to adult learners. Students readily gain knowledge through guided research, true-to-life case studies, and active learning exercises. The fully integrated course textbooks include required readings, practical hands-on exercises, and review assignments. This format ensures that participants encounter scenarios relevant to today s real estate marketplace. Students draft and correct agreements of purchase and sale, calculate investment property cash flows and rates of return, analyze situations involving property defects, and resolve legal/ethical issues encountered in real estate transactions. Learning consolidation, reviews, and exercises confirm ongoing comprehension. Detailed answers are located in the Solutions section of the appendix for self evaluation and assessing learning progress. Course content is updated to reflect the latest changes in legislation, legal matters, and market practices that impact the real estate profession. To accommodate the individual learning styles of our students, College textbooks are available as e-books and downloadable PDFs, as well as in the traditional form. MY PORTFOLIO My Portfolio puts students in control of their learning path and the information they need when they need it. OREA s online My Portfolio resource centre is each student s single-source information database for all course administration needs. Students are issued an account when enrolling in their first course. 23 EXAM TUTOR This CD developed by the College, contains practice examination questions from the Pre-registration, Articling and Broker Courses to help students prepare to pass their examination. PASSIT Available on-line study guides that include over 1,000 practice exercises that are a powerful on-demand tool for exam preparation. ON- LINE Want To Bust Through The Study Maze? EDUCATION FORUMS The College encourages the use of Education Forums as a learning tool. The forums may be accessed by logging in to My Portfolio and accessing the My OREA Community, which provides an interactive environment for students and registrants to network with each other and participate in discussions regarding course curriculum. Students may click on any course they are currently taking to participate in discussions moderated by experts who provide practical answers to their questions. Current usage rates are: 17,000 users 55,470 threads 72,356 posts INSTRUCTOR SUPPORT LINE e-learning and Correspondence students with course content questions can call the Instructor Support Line, toll-free, during normal business hours, Monday to Friday. CALL CENTRE The College s Call Centre is a key point of contact for many of OREA s members, students and potential students. Call Centre Representatives (CSRs) are rigorously trained to provide professional, courteous and helpful service with minimal wait times. CUSTOMER SERVICE PLEDGE The College is committed to providing quality real estate education, and endeavours to make each student interaction with us a positive experience. 24 EXAMINE Access and integrity the College s examination process is rigorous and fair. Multiple choice examinations for all registration education courses incorporate technology that allows for quick processing of results and individualized feedback. 26 EXAMINATION CENTRES Kenora Dryden EXAMINATION RULES Classroom, e-learning and Correspondence students select an examination date and location of their choice at the time of enrolment in a course for a date following completion of the course. All examinations are based on a three-hour time limit. Valid identification, such as a Driver s Licence or Passport, is required for admission to the examination and the name on the identification must be identical to the name provided on the Student Enrolment Contract. Closed circuit camera/video recording may be in operation during examinations. A minimum final mark of 75 percent is required for the successful completion of each course. Students have two opportunities to write an examination. If the second attempt is a failure, the entire course must be repeated. 29 SUPPORT When a student achieves registration status, the learning does not stop nor does the newly minted real estate professional s involvement with the College. In addition to offering a full complement of career development course options, the College supports its graduates through on-line forums and a telephonebased support service that puts them in direct contact with Instructors and other College personnel who can answer their questions and provide immediate direction. 27
30 OUR GRADUATES SPEAK WARREN BROWNSTEIN Sales Representative Royal LePage Signature Realty, Don Mills FOCUS: Residential real estate Career Path: Sales Representative ; Real Estate Development and Sales, Mexico ; Completed Pre-registration courses and became a reestablished as a Sales Representative, Ontario 2011 There can be no doubt that the industry is much more competitive and our clients expect a qualified real estate sales professional with up-to-date knowledge of what s happening in today s market. What I found most beneficial about the College is their sincere intent to maintain the highest level of a need to know education for new sales reps and even the veterans! Warren Brownstein is a second generation real estate professional. He was originally licensed as a REALTOR in 1987 and specialized in residential real estate and corporate relocation in his mother and father s practice. He later moved to Mexico where he pursued a career in real estate sales and development. When he returned to Toronto in 2010, he was required to enroll in the College and requalify for registration because, he says,... the industry has changed so much since the eighties! In my third registration segment, I was lucky enough to have an extremely wellversed instructor, who hammered home the importance of due diligence, the nature of client agency and how to protect your client as well as yourself from errors and omissions! Having well-versed instructors able to explain topics using current events to tie things together is important, but nothing hits home more than personal recent experiences used as examples by the instructors. There is a real sense of immediate learning. Real estate is a constantly evolving organism and those who sit on the sidelines can t match the level of interest produced by a hands-on, industryactive instructor. The learning tools are also great and I highly recommend the PASSIT Programs for extra assistance to all students. It is my intention to complete my Brokers registration next year and I look forward to another OREA College experience! TAMMY MASOUMI Sales Representative Re/Max Condo Plus, Toronto FOCUS: Residential real estate - condominiums Career Path: Sales Representative since 2001 It is very important to have Instructors who are experienced and active in real estate. You can learn from books, of course and I still refer to the College s textbooks from time to time but as an OREA College student, I was, and continue to be, interested in the real life aspect of learning from those with current experience... gaining their insights to succeed and to avoid pitfalls. Tammy Masoumi found what she was looking for when she traded a career in banking and finance for a life in real estate: I was interested in the investment benefits of real estate, wanted self-employment and the opportunity of no ceiling success for an outgoing, self-starter like myself. She believes the OREA Real Estate College contributed to her immediate and longer-term professional success by giving her the tools and knowledge to 28 OREA ABOVE & BEYOND 2012
31 GARY NAYMAN Broker of Record NRG Retail Group Inc., Thornhill FOCUS: Retail leasing Career Path: 18 years in leasing; OREA College graduate 2006 A great part of the Pre-registration and Articling education requirements is the fact that we learned about so much more than just how to buy, sell or lease a piece of real estate. We learned about many more aspects that allow us to provide exceptional services to our clients. having instructors who could discuss their fields, answer questions, and provide insight was invaluable. The RECO Real Estate Update provides updates on recent developments and changes. I also read the updates on the RECO website and stay on top of changes in legislation. I use these and other industry and professional resources and hands-on tools to stay on top.... understand the business of real estate, the contract and negotiation process and to forge new relationships. I always appreciated the help provided and I still use the College s resources RECO updates, professional publications and online courses. For 12 years, Gary Nayman was employed in retail leasing by a Toronto-based multinational retailer and enjoyed it but wanted to do the same work on behalf of others. So he enrolled in the College and received his RECO registration in Gary says the most important aspect of what he does is the ability to provide firstclass, professional representation, advice, and value-added service to his clients. The College education experience was crucial in making it possible for me to do that. Group discussion often went outside the box and 29
