3 Introduction Every school has its own story to tell. The context in which teaching and learning takes place influences the processes and procedures by which the school makes decisions around curriculum, instruction, and assessment. The context also impacts the way a school stays faithful to its vision. Many factors contribute to the overall narrative such as an identification of stakeholders, a description of stakeholder engagement, the trends and issues affecting the school, and the kinds of programs and services that a school implements to support student learning. <br><br> The purpose of the Executive Summary (ES) is to provide a school with an opportunity to describe in narrative form the strengths and challenges it encounters. By doing so, the public and members of the school community will have a more complete picture of how the school perceives itself and the process of self-reflection for continuous improvement. This summary is structured for the school to reflect on how it provides teaching and learning on a day to day basis. Page 1

Executive Summary Description of School Haney Technical Center is located in Panama City, Florida. The school was established in 1968 and today is comprised of 10 buildings hosting 16 different programs ranging from Adult Education/GED to Licensed Practical Nursing. Haney Technical Center is part of the Bay District Schools system and is the only career/technical school in Bay County, Florida. Bay County has a population of approximately 172,000 with a median household income of $47, The major employers for Bay County are Tyndall Air Force Base, Naval Support Activity, Bay District Schools, Bay Medical Sacred Heart, Gulf Coast Medical Center, Eastern Shipbuilding, hospitality industries, and retail centers. Gainful employment is the main focus of our educational goal and the area presents some challenges for the school and the students in this respect. The students face higher than average housing costs and less access to public transportation than in other areas, while the school struggles with maintaining highly qualified instructors that can earn much more working in their respective vocational field than they can teaching it. School enrollment has been a roller coaster over the last few years, indicative of the economy and the job market. Enrollment sky rocketed in when the bottom fell out of the economy and many lost their white collar jobs. The licensure programs have always been a good draw for Haney but with the economic downturn, our industrial programs also enjoyed a great increase in enrollment. Recently new and stricter guidelines concerning Title IV funding were put in place and the school became more accountable for program completion and the placement of students in gainful employment. Faculty and staff have responded to all of the challenges and have strengthened our focus on the students and the preparation required to help them obtain a better and more secure financial future for themselves and their families. The instructors at Haney Technical Center represent many years of expertise in their related career/technical fields. Their commitment to the students is evidenced in their networking within the community to make sure that when students complete a program that they are wellprepared to meet the needs in the workplace. The school advisory council and program advisory councils meet a minimum of twice per year to make sure that the programs are up to date and relevant. Haney Technical also employs a career counselor to assist students in making the transition into the workplace as seamlessly as possible. Students are provided the opportunity to enroll in GED courses to prepare them for the GED test, licensure courses for aviation, cosmetology, licensed practical nursing and massage therapy or in training for industry certification in one of our many other programs. Haney Technical Center is an important part of Bay County, Florida and will remain a viable educational choice for many years to come. Page 2

Executive Summary School's Purpose The mission of Haney Technical Center is to provide educational opportunities for all students and the training necessary to meet to meet the needs and standards of today's changing global workplace. The key words in our mission statement are the words changing and global. Continued educational reform makes it important to continue to examine and alter the delivery method and standards for each program. The success of our students relies on the relevance of material being taught and the ability to have industry certification that is recognized not just in our community but anywhere. Our program advisory councils and school advisory councils are made up of business and industry leaders in our community as well as members of our student body to insure that we stay up to date on the trends and needs of the workforce. We hold meetings often to get feedback related to the material and technology being taught in our programs. Haney Technical Center has narrowed the number of programs offered in the last few years based on the high demand, high wage jobs that will be of greater benefit to the future of our students and their families. The economic downturn has caused many employment opportunities for blue collar jobs as opposed to jobs that require higher level educational degrees. This has caused a boost in enrollment for vocational/technical centers everywhere and Haney has enjoyed the surge as well. Many people now realize that vocational /technical certifications prepare them for sustainable employment in any community. It is our expectation that when students complete a program of training at Haney that they will be able to pass the industry certification exams and that they will be prepared to enter the workforce. Changes in education at the state and federal level are implemented into the programs at Haney as well as institutional changes aimed at making the students more employable. Students that do not qualify for federal student aid due to not having a high school diploma or GED can take advantage of the adult education programs offered here. Once the students are successful in that program and attain their GED they can move on to the programs that will help them mold a better future for themselves and their families. Most of the programs can be completed in one year for a full time student. The vision of Haney Technical Center is: "A Year of Effort, A Lifetime of Reward." Page 3

6 Notable Achievements and Areas of Improvement Describe the school's notable achievements and areas of improvement in the last three years. Additionally, describe areas for improvement that the school is striving to achieve in the next three years. Executive Summary Notable Accomplishmants Haney Technical Center has many accomplishments and achievements in the last three years. State funding and grants have allowed for the purchase of new state of the art technology and equipment. Classrooms have been equipped with smart boards and other visual aids as well as new software to enhance learning at all levels. The achievement data for the last three years serves as proof that this has an impact on student learning gains. Learning gains have increased by 60 percent in the last 3 years in the Adult education as well as the post-secondary career and technical programs. Other notable changes have taken place in the industrial programs recently as well. We have been able to purchase new state of the art equipment for the students to be trained on. The Applied Welding program has new welding machines as well as a welding simulator that will allow for the better use of costly resources for the beginning welding students. In the Automotive Technology program we purchased a new computerized alignment system and lift. This is the one of the only one of these in this area. This allows our students to be more attractive candidates for jobs in their field of work. Last year through a grant we were also able to make a significant update for our Digital Design program with the addition of a 3-D printer. This printer is the future of design, manufacture and production of products in many areas. Haney prides itself on the knowledge and experience of our instructors. The instructors hold industry certifications in their respective fields which allows for them to better prepare the students. The administration insures that professional development is ongoing so the instructors have every available tool and the knowledge to use them. Haney has also made great strides in preparing our students to obtain industry certifications in all program areas. Industry Certifications are one of the requirements for Title IV funding and we have already implemented them in most of the programs and plan to continue to add certification testing until all programs have them. Students that are trained on this state of the art equipment and who also receive industry certification are able to take their accomplishments and translate them into better careers not just in our community but anywhere. The school got involved in SkillsuSA last year in order for our students to be able to compete and showcase their talents in their related fields of study. SkillsUSA is a national nonprofit organization serving teachers and high school and college students who are preparing for careers in trade, technical and skilled service occupations, including health occupations. Haney had students place or win at local, regional and state levels. This is a great opportunity for the students and is a great motivational tool. Another positive accomplishment by the administration of Haney was that the school was able to work collectively with area colleges to reach an articulation agreement that would allow for the transfer of some of the classes for college credit. This is a great advancement for our students. This allows some of the students to use this as a transition to the next level. The next three years promise to be very exciting as we continue to focus on student growth, retention and completion rates as well as continuing to update the equipment and technology being used to educate our students. Our goal is to increase learning gains and industry certifications a minimum of 3 percent; however, we would like to see even larger increases in these core areas. The updated programs help with the aggressive recruiting of students and staff. We will continue to strive to help our students achieve the highest level of training and education to better prepare them for a new career. Page 4
