2 The University Of Sheffield Energy Policy The University of Sheffield Energy Policy document comprises the following: 1. The Vice-Chancellor s Commitment - a statement of corporate commitment from senior University management. 2. A two-part Corporate Policy Statement - highlighting long-term corporate goals and medium-term objectives in five key areas 3. The Energy Management System - comprising short-term targets; management responsibilities and structure, and confirmation of reporting and reviewing arrangements. 3 ENERGY POLICY Vice-Chancellor's Statement "The mission of the University is to maintain the highest standards of excellence as a research-led institution, whose staff work at the frontiers of academic enquiry and educate students in a research environment." The University is determined that the highest standards of excellence are also developed in its energy and environmental management. The University pledges to provide all building users with comfortable working conditions, and to undertake all its activities at the lowest energy cost and with the lowest possible environmental impact, to enable the objectives of the mission statement to be met. The University of Sheffield is corporately committed to: minimising energy consumption and costs minimising water consumption and costs using energy more efficiently promoting the use of sustainable energy sources promoting investment in clean technology and energy efficient measures reducing significant environmental impacts arising from energy and water use We shall publish our objectives, quantified targets and annual progress so that the success of our corporate commitment is open to public scrutiny. 4 Corporate Policy Statement Part 1 Long-Term Corporate Goals To facilitate the University s commitment to responsible energy and environmental management its long-term corporate goals are to integrate the following: minimise energy consumption and costs minimise water consumption and costs reduce dependency on finite fossil fuels reduce emissions of pollutants such as CO 2 give high priority to energy efficiency investments increase investment in clean technologies promote sustainable sources of energy use reduce significant environmental impacts arising from energy and water consumption These goals are to be achieved as far as is practical, consistent with the operational needs of the University's activities. 5 Corporate Policy Statement Part 2 Medium-Term Objectives To achieve the long term corporate goals, improvements will be implemented in five key objective areas. Progress will be reviewed using the objectives set in each area. 1. Management Objectives Make full use of the energy management structure to promote energy issues in all areas of the University Publish and regularly review the corporate Energy Policy Continue to set and publish targets against which performance can be measured Continue to provide regular management reports on performance Continue to produce timely and accurate budget information for financial planning Provide information and assistance in the negotiation of competitive energy supply contracts Devolve energy budgets, where opportunities arise, to develop local accountability and responsibility 2. Monitoring & Targeting Objectives Maintain an effective monitoring and targeting system Identify new sources of information and data transfer methods to improve monitoring and targeting Extend the use of monitoring and targeting in the provision of information and the development of targets Regularly identify and review all cost effective energy efficiency measures Engage individuals or groups of building users in the identification and reporting of inefficient energy and water use 3. Performance Objectives Decrease energy consumption by 10% compared to 2003 Decrease water consumption by 10% compared to 2003 Decrease our emissions of CO2 by 10% compared to 2003 Decrease our consumption of fossil fuels by 5% compared to Building Design & Maintenance Objectives Develop a strategy to ensure that energy efficient features are incorporated into the design of all new and refurbished buildings Continue to promote the use of energy efficient measures in planned maintenance programmes Exploit opportunities arising from maintenance works to improve the energy efficiency of existing plant Manage the BEMS working group to develop a strategy that ensures the effective use of the Building Energy Management System Investigate and support the use of sustainable energy and water resources or technologies 5. Awareness & Training Objectives Maintain and develop a high profile for energy management to enhance a positive environmental image for the university Raise awareness and provide appropriate training to all building users on energy management issues Maintain a reliable point of contact to provide advice on all energy matters to building users The University of Sheffield Energy Policy Page 5 of 7

7 Energy Management System Part 3 Reporting and Review Reporting of energy performance The procedures for reporting energy performance are as follows: Energy performance and activities to improve performance will be reported to the Environment Sub- three times per year. Energy performance will be reviewed annually and documented in a year-end report. The reporting of energy performance will be the responsibility of the Energy & Environment Team. Energy Policy Review The procedures for reviewing the energy policy will be as follows: The Energy Policy, including the corporate commitment, will be reviewed every five years Short-term targets and supporting action plans will be reviewed on an annual basis. Any subsequent changes to the Energy Policy will require the endorsement of the Environment Sub-. Where specific targets are identified, results shall be assessed against variables such as weather conditions, changes to building stock, research activity and building users. The Energy & Environment Team will be responsible for conducting the outlined reviews. The University of Sheffield Energy Policy Page 7 of 7
