4 1 Introduction 1.1 Community and Employer Partnerships Program Since the launch of the Employment Program of British Columbia in April 2012, the Ministry of Social Development and Social Innovation (MSDSI) has begun implementing an initiative known as Community and Employer Partnerships (CEP). The purpose of this initiative is to increase employment opportunities for unemployed British Columbians through the use of agency and business partnerships, shared information and technology, and innovative processes and practices. CEP will foster collaborative, coordinated networks of community organizations and employers across the province. These networks will work to: Promote and simplify communication between stakeholders; Help the easy and quick flow of local labour market information; Ensure strategic, coordinated approaches to investing the necessary employment support in communities, and Provide opportunities for stakeholders to discuss strategies and solutions to address labour market needs. CEP will also provide labour market information to communities and employers so that they can better address the needs of the community and help create jobs. The labour market information will also help communities and employers in submitting requests to the Community and Employer Partnership fund. This fund is administered by the MSDSI and consists of four streams: Job Creation Partnerships, Labour Market Partnerships, Project Based Labour Market Training, and Research and Innovation. 1.2 Purpose of the Guide The purpose of this user guide is to provide potential CEP project holders with information and instructions for using the online application system. 1.3 Supporting Materials This user guide, along with other CEP-related supporting materials, is available on the WorkBC CEP webpage: https://www.workbc.ca/cep From the above link you will find: a detailed description of the CEP program and the various program areas; fact sheets and application guides; a link to the self-assessment questionnaire, and a link to the online CEP application. 5 2 Applying for CEP Funding To determine eligibility to apply for CEP project funding, it is recommended that potential applicants: review all CEP-related documentation on the WorkBC website; complete the Self- Assessment Questionnaire, and submit an online application. As a best practice we recommend you gather all the information required to complete your application prior to entering the details. 2.1 CEP Program Materials CEP-related documentation can be found on the WorkBC website. To access these materials, follow these simple steps: 1. Click the WorkBC link: 2. The following page is displayed: 3. Click the Employment Services link 4. 6 5. Click the Community and Employer Partnerships link 6. Review the information on the CEP page: 2.2 Determine CEP Project Stream To determine which stream under which the potential CEP Project will operate, a self-assessment questionnaire must be completed. To do so: Sep-2015 Page 4

8 5. Complete the self-assessment questionnaire 6. Based on the answers provided, the system will advise as to the program-area that best fits your proposed project: Sep-2015 Page 6

9 2.3 Submitting a CEP Application Once the CEP project stream has been determined, the potential Service Provider is required to complete an online application via the Ministry Client Portal. To do so: 1. Click the here link to complete and submit an online application 2. The following page is displayed: 3. If the applicant has a BCeID, the Login & Continue button can be clicked. Otherwise, the user should click Create BCeID & Continue 4. The following page is displayed: Sep-2015 Page 7

10 5. Click the Visit the BCeID Site button 6. The following page is displayed: 7. Click the Register to Get this BCeID Account link 8. The following page is displayed: 9. Complete the required fields on the page 10. Click the Next button Sep-2015 Page 8

13 15. Click Save at any time to save the application and continue a. It is recommended that you use the Save function often during the process of completing your application 16. Click Save and Exit to save the application and resume it at another time 17. Click Quit to quit the application without saving 18. Click the Next Section button at the bottom of each page to move through the application Sep-2015 Page 11

14 19. Some questions require attachments to be uploaded. To upload an attachment, click the Select Attachments button 20. On the Select Attachments pop-up, click the Choose File button and browse to the document 21. Click the Upload Attachments button and the document will be attached to your application a. Note that the system limits the number and size of attachments accepted. Depending on the question, you may upload between 1 and 10 attachments. The size must not exceed 2MB per attachment. 15 22. When the application is complete, click the Submit Application button 23. Review the Terms and Conditions on the pop-up and click I Accept 24. The following message is displayed a. It is recommended that your record your Submission ID # should you wish to followup with the Ministry Sep-2015 Page 13

16 25. Click the Exit button 26. The following page is displayed Submitted applications are assessed and reviewed by the Ministry. The Ministry with contact the potential Project Holders to discuss timelines for application assessment and the negotiation procedures, as well as the process by which the Ministry assesses for fair market value, reasonableness, and ensures alignment with policy and budget parameters.
