3 1 ANNUAL ADMINISTRATIVE REPORT Function and Objective :- The Department of Animal Husbandry and Veterinary is entrusted with the responsibility of all aspect of Livestock and Poultry Development, like, production, processing and marketing of livestock and poultry and their products through augmentation of production of milk, meat, eggs and wool; animal health care and prevention of animal diseases, creation of suitable infrastructure for breeding, feeding and management of livestock and poultry, processing of milk, meat and eggs and marketing of livestock and livestock products. Besides, the Department is engaged in providing the required training and extension support to livestock producers so as to promote scientific rearing of livestock and poultry amongst them with consequent generation of employment avenues in the rural areas. The Annual Administrative Report contains information on Veterinary and Animal Husbandry activities taken up by this Department during the year The activities centre round the broad objective of (1) Providing protection to the Livestock and Poultry population from the ravages of contagious and non-contagious diseases through treatment and preventive measures; (2) Improvement of the level of production and potentiality of livestock in the State by introducing improved breed, and ensuring better Animal Husbandry practices by adopting approaches of extension and research; (3) Building up adequate technical and training facilities and (4) Encourage to set up Livestock Industry in the State. To intensify the facilities for treatment and preventive measures through Vaccination, a network of Hospitals, Dispensaries, Mobile Dispensaries and Aid Centres have been established covering a vast area of the State. In addition to these, Schemes like Animal Diseases Surveillance, Rinderpest Eradication, Foot and Mouth Diseases Control, Systematic control of Livestock diseases of National Importance have also been sanctioned and implemented during the year under report. Thousands of animals were treated by the technical Staff of Veterinary Institution. Apart from treatment of animals, these institutions look after other aspect of livestock development through preventive inoculations, artificial insemination, removal of undesired Scrub-bulls, recording of Improved breed and development of poultry population both in Public and Private Sector, etc. On Animal Husbandry Sector, Schemes of far reaching effect like Intensive Cattle Development Project, Indo-Danish Project, Cross Breeding Schemes, Fodder Development, Piggery Development, Sheep and Goat Development and Poultry Development have been implemented. Twelve Poultry Farms, Eleven Pig Farms, Four Cattle Breeding Farms and one Buffalo Farm were functioning during the year under report. These farms supplied improved Breeding stock to the people to take up Livestock and Poultry farming to substantiate their income and also for augmenting the production of Meat, Milk and Eggs. Objective and Aims of the Major Programmes are given separately at page 8 to Administrative Structure at the Secretariat, Directorate and District Offices with names of Important Functionaries and Dates of their Incumbency. The structure consists of (a) Secretariat Level (b) Directorate Level (c) District Level and Sub-Divisional Level Officers. It includes both Technical and Non- Technical Cadre. The following Officers were in position during the year under report.

Subject Matter Specialist :- In addition to the above Senior Officers, the Director was assisted at the Head Quarter by the subject matter specialist like Poultry Development Officer, Piggery Development Officer, Dairy Development Officer, Vety. Information Officer, Fodder Development Officer, Livestock Census Officer, Registrar and Finance and Account Officer both in Administrative and Technical matters Statistical Wing :- The Statistical Wing attached to the Directorate is headed by the Deputy Director (Statistics) and was assisted by one Research Officer and two Statistical Officers. The main activity of this section is to estimate the production of Milk, Meat and Egg. In addition, it also compiles the Progress Report of all Schemes both Financial and Physical Achievement, Compilation of Annual Administrative Report. The activity of this Section is for maintenance of both Residential and Non Residential buildings of the Department. New construction of all the buildings under Animal Husbandry and Veterinary including the construction of Dairy Sector were also done by the Engineering Wing of the Department. The present administrative set-up of the Engineering Wing during the year as follows :- i. Shri L.W. Aims and objectives: Veterinary Services and Animal Health: - The main objective of the Scheme is to render Veterinary Aid including preventive measures against specific and non-specific diseases including castration of scrub bulls. However, the State Department of A.H. & Veterinary is still continuing the programme in conducting village searches and Sero surveillance work by adopting the Annual work plan prescribed by NPRE; Government of India. Cattle Development: - This is an integrated programme of Cattle Development including breeding and management practices. The main objective of the scheme is to enhance Milk production in the state by upgrading the local stock through cross breeding by adopting improved breeding practices by means of artificial insemination. Four Cattle breeding farms were established in the State with Exotic breeds like Jersey and Holstein-Friesian for maintenance of superior germplasm and production of inputs for supply to farmers, etc. A Buffalo Farm at Songsak is functioning with Murrah Breed. Stock position and production of Cattle & Buffalo farms is shown in Table 1.

Cattle Farm, 4 Khliehtyrshi Total Cattle: Buffalo Farm, Songsak (a) Under Intensive Cattle Development Project, Shillong and Tura: Thousand numbers of Improved calves were produced during the year in different areas of the State through Artificial Insemination programmes implemented under this Scheme. During the year under report thousand artificial inseminations were carried out in the State to produce improved calves for augmenting Milk production. Frozen semen Technology has been introduced for Artificial Insemination programmes. Two Liquid Nitrogen Plants have been installed at Upper Shillong & Tura for such purposes. (b) The Department has been implementing various schemes for Cattle development which include distribution of calves, heifer, cows and young bulls to the selected farmers falling under different categories of General, Educated Un-employed youth and also for Small / Marginal Farmers and Agricultural Laborers. Implementation given in Annexure-I 4.3 Poultry Development: - The objective of the scheme is to meet the requirement of breeding stock, table and hatching eggs. This also aims at improving the local breed by distribution of improved breed. 12 poultry farms have been established with the purpose of demonstration and production. Regional Poultry Breeding Farm, Kyrdemkulai, Central Hatchery cum Poultry Farm, Umsning and Poultry Farms at Rongkhon, Jowai & Nongstoin have hatcheries for producing chicks for distribution to different District Poultry Farms and the farmers and other integrated private agencies for extension of poultry development programmes in the State. A broiler chick production unit is also one of the objectives under poultry development to produce 1(one) lakh broiler chicks per annum to meet the local demand. Achievements of Poultry Farms are shown in the Table 2.

However, efforts are being made to revive this farm. (a) The Regional Poultry Breeding Farm and Broiler Farm established at Kyrdemkulai produced Thousand layer Chicks and Thousand Broiler Chicks. These Chicks were supplied to Government Poultry farms established at different Districts as well as to private Farms for raising their stock. (b) Schemes for Subsidy for Poultry unit General, Educated Un-employed Youth and Assistance to SF/MF/AL for rearing of Poultry is also in existence. Implementation is given in Annexure-I 4.4 Piggery Development: - Pig is one of the most important species among the small animal in the State and pig rearing is the most common occupation with the tribal people of the State. The suitability of the climate, fondness to pork among the major section of the State population and availability of good market for pork promise wide possibilities of development of the pig industry in the State. But the main drawback in this sphere is that most of the farmers prefer to rear inferior quality of stock of non-descript breeds. About 88% of the total villages reared are non-descript local breed and only 12% reared Cross Bred pig.

13 With a view to upgrade local stock, the Department of Animal Husbandry and Veterinary has taken up schemes to introduce improved breeds of pigs such as Saddle back, Hampshire, etc. These improved breeds of pigs are kept at Government pig farms located in every district for the purpose of demonstration as well as for producing better stock for supply to the interested farmers. A Regional Pig Breeding Farm was established at Kyrdemkulai during the 7 th Plan period in the year with financial assistance from N.E.C. The farm, which is now under the State plan, is maintaining Hampshire breed pigs for scientific breeding purpose. The farm produced piglets and supply to all the District farms for raising and multiplication and for supply of these piglets to farmers. Under Piggery Development there were 13 (Thirteen) pig farms including the Regional Pig Breeding Farm Kyrdemkulai established in the State. Implementation is given in Annexure - I. 4.5 Sheep and Goat Development: - The objective of this Scheme is to improve the local goats by introducing superior germ plasm. The Goat Farm Nongshillong and Saitsama, reared 7 Bucks and 36 Doe, with a production of 42 Kids. As regard to rearing of Sheep, the Saitsama farm reared 4 Ram and 10 Ewes.

14 i. Subsidy Schemes for distribution Goatery unit: -The Scheme is being implemented by the Department with 50 % Subsidy. The beneficiaries were benefited with 5 (five) local Goats and one Improved Buck per Unit. Implementation is given in Annexure-I ii. Rabbit Farm Nongpiur was established with an objective to produce the breeding stocks for supplying to farmers to increase meat production. The farm maintained Soviet Chincilla and New Zealand White breeds of Rabbit with 131 Nos. of parent stock and have the annual production of 1532 Nos Feed and Fodder Development: - Four Fodder Demonstration Farms and one Seed production farm have been established in the State to meet the requirement of Fodder and Fodder seed. These farms produced tones of Fodder during the year. i. Subsidy to Farmers for Livestock & Poultry Feed: - Subsidy for distribution of balance livestock and poultry feed to farmers through registered Livestock and Poultry Co-operative societies including individual farmers is implemented in the State in order to encourage them for rearing of Livestock and Poultry. Detail is given in Annexure-I ii tones of mixed feed at Feed Mill Bhoi and Tura were received and supplied to Government Livestock and Poultry farms. iii. Feed Analytical Laboratory Kyrdemkulai has been able to analyze 1343 Nos. of Sample of feed ingredients during the year for checking the nutritive value. 4.7 Administrative Investigation and Statistics: - Sample Survey for estimation of Major Livestock Products was taken up during the year with an objective to estimate the production level of major livestock products such as milk, meat and eggs as well as to study the utilisation of livestock and poultry production and management practices adopted in the State. 4.8 Veterinary Research: - Animal Disease Investigation was taken up as routine check-up in all Government farms and attended the cases of disease outbreak in the State and accordingly. Specimens were collected for Laboratory test and investigation. Under Vaccine Depot, various kinds of vaccines were procured and distributed to different Veteterinary Institutions for conducting vaccination programmes against specific diseases of Livestock & Poultry. 4.9 Education and training: - 10 (Ten) students were newly sponsored by State Government during the year for studying B.V.Sc Course outside the State. The numbers of B.V.Sc. Students, which include existing students, were 47 Nos. who continued their studies during the year upto March VFA Certificate Course: 25 students who were given training for VFA Certificate Course at VFA Training School Upper Shillong have completed their studies/training accordingly during the year under report Vocational Training: - Vocational Training Centre have been established in the State, one at Kyrdemkulai; Ri Bhoi District and one at Tura; West Garo Hills District. The objective is to impart training to the farmers in proper management, feeding and health care of Livestock and Poultry. During the year 956 farmers were given Training at the Vocational Training Centre at Kyrdemkulai and Tura for Livestock & Poultry rearing and management, etc. 12

17 15 Centrally Sponsored Scheme and Central Sector Schemes: 1.The following Centrally Sponsored Schemes continued to function during the year under report: Professional Efficiency Development The State Veterinary Council with an objective to regulate Veterinary practice for Development of Professional Efficiency as laid down in the Veterinary Council of India Act 1984, have 294 Nos of Practitioners registered during the year of report Assistance to State to Control Animal Disease (ASCAD). During the 10 th Five Year Plan i.e Government of India have formulated the action Plan to amalgamate the Schemes of Animal Disease Control and Systematic Control of Livestock Disease under one Scheme i.e. Assistance to State to Control of Animal Disease (ASCAD) with funding pattern of 75% Central share and 25% State share and the Expenditure of staff Component, Salaries, Travel expenses, Office Expenses is to be fully borne from the State Budget Rinderpest Eradication Programme: - The National Programme for Rinderpest Eradication Programme implemented since with 100% assistance from the Central Government continued during the Eleventh Plan Period and the year with the objective to conduct surveillance on the presence of hidden foci of Rinderpest and Rinderpest like diseases Administrative Investigation and Statistics: - (a) Sample Survey for estimation of Major Livestock products :- The Scheme with the funding pattern of 50:50 basis between State and Central continue to function till date with the objective to estimate production level of Major Livestock Products such as Milk, Meat and Eggs in the State to build up database in A.H. & Sector required for planning purpose. (b) Livestock Census continues to function during the year under report for conducting the 18 th Conquenquineal Livestock Census in the State with 100% Central Assistance Cattle and Buffalo Development: - (a) National Project for Cattle and Buffalo Breeding the Scheme continued to function with 100 % Central Assistance. This project is being implemented in the State by the State Implementing Agency under the Department for improvement and upgrading local stock of milch cows through crossbreeding and thereby enhance milk production in the State. During the year of report, 31 Nos of bulls were supplied to the farmers for Natural Services in the far flung areas where Artificial Insemination could not be easily covered. (b) Livestock Insurance Scheme is also implemented in the State by the State Implementing Agency with 100% Central Assistance. During Phase I, two districts namely, East Khasi Hills and Ri Bhoi were covered and in Phase II another two districts namely, Jaintia Hills and West Garo Hills have been selected.
