1 Chapter 2 (Manual 1) Particulars of organization, function and Duties: 2.1. Objective/purpose of the public authority: The basic objective/purpose of the Directorate of Industries is to act as a Nodal Promotional Agency in the Promotion and Development of Industries, and Industrial Activities in the state Mission/Vision Statement of the Public authority: The Mission/Vision of the Deptt. is to provide basic infrastructural facilities for the creation of Industrial Awareness and atmosphere and entrepreneurship development Brief history of the public authority and context of its formation: With the coming up of New State in 1972 it was necessary to create a Directorate of Industries for the State of Meghalaya with head quarter in the Capital at Shillong. The Directorate of Industries is responsible for the promotion and development of Major industries in the State together with a wide range of activities in respect of Small Scale and cottage Industries ranging from grant of loans to intending entrepreneurs and setting up organization for training of persons in various stages through a number of training-cum-production centers. The Organisation of the Directorate can broadly be laid down under the following heads: 1. Administration and Extension. 2. Vocational Training Institutions.. 3. Conduction of Training Programmes 2.4. Duties of the public authority: The Directorate of Industries implements various programmes and schemes Viz:- a) Investment Awareness programmes. b) Entrepreneurship Development Programme. c) Workshop and Seminars etc. Besides, the Directorate also runs regular Vocational Training Courses for the creation of skilled man power in the following trades:-

2 a) Knitting. b) Tailoring & Embroidery. c) Carpentry and Furniture making. d) Leather, Blacksmithy and Fabrication works. e) Carpet weaving. In order to achieve the above purpose, stipend is offered to local youths for undergoing training and study courses both inside and outside the State. The Directorate also provides Grants to some of the Autonomous Bodies and Subsidiaries like the MKVIB, MEDC, etc. every year. To accelerate the pace of Industrialisation, Infrastructures Development and Development of Industrial Areas and Estates are being given priorities. Financial assistance are made available to Tiny/Cottage to Large/Medium Sector of Industrial units in the form of Grants-in-aid to technical entrepreneurs, package scheme of incentives and Central Subsidies. Every year, a number of local entrepreneurs are nominated for selection of National Awards to: 1) Small Scale Industries. 2) Handloom and handicrafts Artisans. 2.5 Main activities / functions of the public authority: The main activities/functions of the Directorate can be enumerated under the Following Head:- All the following activities should be applied through the General Manager of the respective District Industries Centers located in the respective District Head Quarters. 1. Small Scale Registration. (a) Provisional Registration (b) Permanent Registration. 2. Self Employment Scheme of PMRY. 3. Sponsoring of normal Industrial Loan. 4. Entrepreneurs Motivation Programmes/Entrepreneurs Development Programme/ Investment Awareness Programmes. 5. Departmental Training Schemes. 6. Training Inside and Outside the State. 7. Training under practicing mastercraftsman. 8. Single Window Clearance for Investment proposals of the state. 9. Package Scheme of IncentivesCentral Subsidies.

3 2.5. List of services being provided by the Public authority with a brief write-up on them. List of services being provided by the Directorate are:- I. Small Scale Industries Registration:- SSI Registration is voluntary and not compulsory. However, the Industrial undertaking has to be registered with the State Directorate of Industries in order to avail some of the basic facilities, like land or shed in Industrial Areas and Estates, Financial assistance from Banks on Institutional Finance, State Incentives and Central Subsidies. S.S.I. Registration is done in two stages:- i.e. (a) Provisional Registration:- when an Industrial Projects is under proposal or in preliminary stage. (b) Permanent/final Registration:- When effective steps have already been taken up towards implementation of the projects and it is ready to go into production on when a unit is already existing and functioning. II. Self Employment Schemes of P.M.R.Y.:- The P.M.R.Y. Scheme was introduced in with 95 % loan for all type of ventures such as:- Upper limit: (a) Industry -Between Rs.1,00,000/- to Rs. 2, 00,000/- (b) Services - Rs. 2.00, 000/- Business - Rs. 1, 00,000/- III. Normal Industrial Loan:- The District Industries Centers appraises and sponsors normal Industrial loan cases to Financial Institutions for long term loan and to the Commercial Banks for short term lending for working Capital requirements. IV. E.M.Ps/E.D.Ps. Investment Awareness programme:- Towards motivation of the local people and to create Industrial Awareness and atmosphere, the Directorate organises entrepreneurial motivation, development and investment awareness programmes of identified Growth Centre throughout the States. V. Departmental Training Programme:- In order to meet the local demand of skilled hands also to equip the local youths for self-employment venture the Directorate runs regular vocational courses in the trade of:- (a) Knitting/Tailoring and Embroidery. (b) Carpet Weaving. Carpentry and Furniture making. (d) Leather/Blacksmithy & Fabrication works.

4 The trainees are granted a monthly stipend on completion of the training courses, as a follow-up grants-in-aid both in cash and kind are made available to these technical entrepreneurs to set up self-employment ventures of their own on to be wage-earness. VI. Departmental Training Scheme:- Under the Scheme of training inside and outside the State, the Directorate sponsors local youths with stipend to undergo vocational training both inside and outside the state to enable skilled man-power who can either be employed in local industries or start self employment ventures of their own. VII. Training under Practicing Mastercraftsman:- Like in the Scheme of training inside and outside the State, under the above mentioned scheme also stipend to trainees craftsman and honorarium of mastercraftsman are offered. VIII. State Industrial Policy:- The state Industrial Policy was framed/announced for the first time on 3 rd may 1988 and in 1997 for the second time. The salient features of the policy were aimed at safe guarding the interest of the local tribals. IX. Package scheme of Incentives:- Based on the States Industrial Policy of 1988 and 1997 a number of schemes for incentives was made available to local industrial units ranging for a period of 5 (five) years in case of Small Scale Industries and 7 (seven) years of certain items in case of Large & Medium Scale Industries. X. Export Promotion Industrial Park: The very innovative scheme of EPIP has been taken for implementation at Byrnihat with the objective to boost up Export Oriented Industrial project. XI. Single Window Agency: In order to accelerate the pace of Industrial development, the Single Window Agency has been constituted consisting of all concerned Departments/organization, so that an entrepreneur will face minimum formalities in a short of time. 2.7 Organisational structure Diagram at various levels namely State,Directorate, region district, block etc. which ever is applicable: Diagram enclosed. 2.8 Expectation of the Public authority from the public for enhancing its effectiveness and efficiency: The Directorate expects continuous feed back on the quality of the services provided to the public and on areas in which they expect improvement. 2.9 Arrangements and methods made for seeking public participation/contribution:- Nil.
