2 Section 1a Funding Criteria Name of Grant Project: Authorization: Goal/Purposes: FY 2006 & 2007 State Education Technology Implementation Funds. NRS , Commission on Educational Technology & FY 2006 & 2007 Legislative Appropriations for State Education Technology Implementation Funds. To improve student academic achievement through the use of technology in elementary and secondary schools. To encourage the effective integration of technology resources and systems with professional development and curriculum development to promote research-based methods that can be widely replicated. The technology infrastructure supports appropriate access for all students and teachers, regardless of their geographic location. The State Ed Tech Funds are to ensure: High-quality content materials are available to support a standards-based curriculum; As more students and teachers gain access to the Internet and other technologies, there will be an increasing need to identify and obtain high-quality materials in support of the new curriculum in a variety of formats. Funds will be utilized for software, web resources, and parent resources. Integration of technology into the new standardsbased curriculum is achieved through a strong professional development program; Teachers need access to technology and support for their own learning that will enable and empower them to integrate technology into their teaching and learning strategies. Funds will be utilized for leadership training; technology integration; computer skills; and technical support. Page 2 of 18 5/24/06
3 Pilot projects are implemented for best practices in educational technology; Funds will be utilized to implement programs that demonstrate best practices in education technology and those that are based upon scientifically based research. Rigorous evaluation of projects funded under this grant; Particularly regarding the effectiveness of state-funded educational technology on student achievement and teacher proficiency and ensure that the results are widely accessible through electronic means. Grant Criteria: The following list of criteria will be considered by the Commission on Educational Technology when determining awards and allocations. Project objectives and research models must be clear, well defined, and meet all criteria to be considered for funding. Project includes scientifically-based research. Experimental design is optimal, but not the only type of research accepted. See the following website for descriptions of research models. Applicant develops a needs assessment related to project goals and objectives. Applicant develops measurable objectives, including a timeline for measurement and progress of each objective. High Quality Content Material - $1,990,000 over the biennium: Funds would be utilized for the KLVX Distance Learning Satellite Service ($400,000); the school library databases ($500,000); software; web resources; and parent resources. Professional Development - $1,492,500 over the biennium: Funds would be utilized for leadership training; technology integration; computer skills; and technical support. Technical Support - $796,000 over the biennium: Funds would be utilized for technicians; contracting services; hardware; and software. 18 Section 2 Education Week s Technology Counts 2006 Survey Educators at all levels are more interested than ever in tapping the potential of electronic data to accelerate their students' achievement. The nation has made dramatic progress in developing computerized data systems that can reliably guide education decision-making, but it still has plenty of work to do before those systems can fulfill their potential to accelerate student achievement, Technology Counts 2006 has found. The federal No Child Left Behind Act has touched off a boom in school data collection. As a matter of necessity, states and school districts have responded to the 4-year-old law s testing, teacher-quality, and accountability demands with major initiatives to upgrade their systems for collecting, managing, and analyzing electronic data. Yet the ninth edition of Education Week s annual report on education technology shows that more needs to be done on the state and local levels before the mushrooming amounts of data become genuinely useful in improving student learning on a broad scale. A survey of the states conducted by the Editorial Projects in Education Research Center for Technology Counts 2006 reveals a mixed record in providing teachers, administrators, and policymakers with access to statistics and analytic tools needed to turn data into gold.
