1 Testimony Joint Senate and Assembly Health and Human Services Committee Wednesday, April 1, :30 p.m. SB 459 Dear Chairman Hardy, Chairman Oscarson, and Members of the Committee: My name is Linda Lang and I am the Director of the Nevada Statewide Coalition Partnership, a collaborative of the local community coalitions that serve Nevada s 17 counties. Many of you are involved with your local coalitions and know that the role of the coalition is to convene key stakeholders to address various issues with the goal of affecting policy and practice changes in a community. Evidence shows that one strategy alone will not affect change but implementing multiple strategies across multiple sectors will produce long-term sustainable results. Coalitions utilize evidence-based practices or evidence-informed policies when addressing any problem that affects their communities. Nevada s issues related to prescription drugs are no different. There is no one solution that will fix the problem, nor is there one sector of the community that is the cause of the problem. Multiple approaches must be implemented simultaneously and they must be evidence-based. I am providing you the most recent evidence-informed policies that are being implemented across the nation to address prescription drug misuse and abuse. The document titled Prescription Drug Abuse: Strategies to Stop the Epidemic outlines 10 key approaches recommended for combating prescription drug abuse (page 2). Nevada currently employs 6 of these approaches and the legislation proposed today addressed the 4 additional approaches needed to move the needle on effectively addressing the prescription drug issues in the state. Those states that have adopted 9 or 10 of the approaches have seen significant results, proving that these evidence-based practices can and will work for Nevada. The coalitions have been addressing prescription drug misuse and abuse issues at the local level for over 5 years through the following evidence-based practices: Providing prescriber education specific to opioid abuse over 500 prescribers have been trained since 2010 Collecting unused prescriptions through Prescription Drug Round Ups conducted two times per year since 2010 with thousands of pounds of drugs collected Securing permanent prescription drug collection boxes to be located in local law enforcement agencies now located in law enforcement agencies in 17 counties Collaborating with the Drug Enforcement Agency and local law enforcement on disposal of drugs previously provided by the DEA but now being addressed at the local level Increasing Prescription Drug Monitoring Program registrations working with Board of Pharmacy to train and educate prescribers to register and utilize program Provide locking medicine cabinets to parents and caregivers distributed during prescription drug collection days Education provided to parents, youth and patients about the dangers of abusing prescription drugs, how to properly dispose of their drugs, and how to talk with their doctors Media marketing to promote the PDMP, on proper storage of prescription drugs, and youth abuse Screenings conducted in schools and community venues to identify youth at risk Community level approaches will continue in Nevada, but legislative support of the strategies proposed in the various bills presented today is the only way for our state to move to the next level in addressing this serious issue. We can move the needle on changing how prescription drugs affect our state. Respectfully Submitted by,

3 Evidence-Informed Policies Trust for America s Health Prescription Drug Abuse: Strategies to Stop the Epidemic Nevada currently has 6 of the 10 indicators: 1, 3, 4, 8, 9, and 10 Nevada does not currently have indicators 2, 5, 6, and 7 Mandatory use of the PDMP, a prescriber education requirement, a Good Samaritan law, and support for naloxone use 10 out of 10 indicators: Vermont and New Mexico 9 out of 10 indicators: Kentucky, Massachusetts, New York and Washington E3 3

5 Key Recommendations: Educate the public to understand the risks of prescription drug use to avoid misuse in the first place; Ensure responsible prescribing practices, including increasing education of healthcare providers and prescribers to better understand how medications can be misused and to identify patients in need of treatment; Increase understanding about safe storage of medications and proper disposal of unused medications; Make sure patients do received the pain and other medications they need, and that patients have access to safe and effective drugs; Improve, modernize and fully-fund Prescription Drug Monitoring Programs, so they are realtime, interstate and incorporated into Electronic Health Records, to quickly identify patients in need of treatment and connect them with appropriate care and identify doctor shoppers and problem prescribers; Make rescue medications more widely available by increasing access for at-risk individuals to naloxone and provide immunity for individuals and others seeking help; Expand access to and availability of effective treatment options as a key component of any strategy to combat prescription drug abuse E5 5

6 Office of National Drug Control Policy Epidemic: Responding to America s Prescription Drug Abuse Crisis https://www.whitehouse.gov/ondcp/prescription-drug-abuse The 2011 Prescription Drug Abuse Prevention Plan expands upon the Obama Administration's National Drug Control Strategy and includes action in four major areas to reduce prescription drug abuse: Education. A crucial first step in tackling the problem of prescription drug abuse is to educate parents, youth, and patients about the dangers of abusing prescription drugs, while requiring prescribers to receive education on the appropriate and safe use, and proper storage and disposal of prescription drugs. Monitoring. Implement prescription drug monitoring programs (PDMPs) in every state to reduce doctor shopping and diversion, and enhance PDMPs to make sure they can share data across states and are used by healthcare providers. Proper Medication Disposal. Develop convenient and environmentally responsible prescription drug disposal programs to help decrease the supply of unused prescription drugs in the home. Enforcement. Provide law enforcement with the tools necessary to eliminate improper prescribing practices and stop pill mills. E6 6
