1 SJFD Annual Report 2011 St. James Fire Depar tment A N N UA L R E P O R T Fiscal Year Ending June 30, 2011 A MESSAGE TO OUR MEMBERS I N S I D E T H I S I S S U E : Chief s Report 2 EMS Operations 3 Fire Operations 3 Financial Report 4 5 Board of Directors Elections 6 Annual Meeting & Election Notice 7 Mission Statement The St. James Fire Department, Inc., is a non-profit, tax exempt volunteer organization established to provide fire prevention and protection, as well as First Responder Emergency Medical Services to residents of the Town of St. James and the St. James Rural Fire District, as defined by North Carolina and Brunswick County officials. Further, we have a mutual aid agreement with all other Brunswick County fire departments, which defines mutual support for fire incidents. In the past, the Board of the St. James Fire Department, Inc. has published the annual report to our members via hard copy postal service delivery at significant cost in both dollars and trees cut to produce the thousands of pages necessary for mailing. In an effort to move up to the 21 st century and go green the Board is making the Annual Message to Our Members available on the Web. It can be found on the Town of St. James web site (townofstjamesnc.org) as a component of the Fire Department section. Hard copies can be obtained by calling the Fire Department offices at or ing sjfd@atmc.net. This has been another year of the Department s attempt to serve you, its members, in an efficient, cost effective manner. For example, when the Town and the POA moved to their new offices, they donated excess office furniture and fixtures to the Department. This enabled the Department to move into its new offices with a minimal expenditure. We are very proud of our new offices and invite you to drop by to see how we function. The Board is currently preparing a five-year plan that will highlight the fact that our Department is prepared for the future. The officers reports that follow will give you an update on the operation of the Department. These officers are your neighbors who give their time and energies to assure that the firefighters, EMTs and fire police are well trained and have the equipment required to accomplish their missions. The Treasurer s report, which also follows, shows the financial strength of the Department. The Board continues to recognize its responsibility to be diligent in safeguarding the assets of the Department. In closing, I want to extend a big Thank You to the 100 plus area residents who contribute their time and energy assisting the Department in non emergency activities such as fire hydrant inspection and maintenance, fire hose testing, firehouse exterior clean-up, ground cover and telephone book fund raising tasks. These people are unsung heroes all around us (you, or your spouse, your neighbor, your golf buddy, your tennis partner, or someone you work with). Their efforts allow active members to focus on firefighting and medical response training, as well as making a contribution to our financial strength. We are proud to serve you. 2 SJFD Annual Report 2011 Page 2 C HIEF S REPORT It is with much pride that I state that the St. James Fire Department is completing its 12 th year of service to the town of St. James and the surrounding communities. Since its inception in 1999, we have developed a highly trained, experienced cadre of all volunteer firefighting, EMS and Fire Police personnel. We continue to serve The Town of St. James, the Arbor Creek community and commercial and residential areas on Southport Supply Road and Midway Road. We receive and give mutual aid to our neighboring emergency services departments including Oak Island, Yaupon Beach, Southport, Sunset Harbor and Bolivia. We also partner with Brunswick County paramedics for medical emergencies. During the past year our response volume has increased 10% for fire related events and 15% for medical related events. As our community grows, unfortunately, so does the number of emergency calls. We stand ready to respond in a timely and professional manner to any and all emergencies. However, we cannot do this without an on-going commitment from the community, not only in financial support, but also in volunteer resources. from serving your community. Although our firehouse is not staffed 24/7 (don t worry, we do respond 24/7), I extend an invitation to all to visit the firehouse, inspect our vehicles and equipment, and meet with our volunteers. We are continually recruiting new members to fill vacant positions related to retirements and to increase our numbers. The more volunteers we have, the better we can serve our neighbors. 3 SJFD Annual Report 2011 Page 3 EMS OPERATIONS As well as providing emergency medical service to our community, the EMS division has covered numerous special events: the American Junior Golf Association s three day tournament, the Dixie Junior Baseball State tournament, which was held at Smith Park, the Oak Island Bicycle Race, and the Wounded Warriors Ride through St. James. We have also provided a standby unit and a medical screening booth at the Property Owners Appreciation Day at the opening of the Reserve Club House. In addition, we have assisted Oak Island Fire Department with the testing of firefighter candidates on two weekends. Training is important to maintain the knowledge and skills of our members. Each month we have a continuing education class provided by one of our officers who is a certified instructor through Brunswick Community College. Night crew leaders hold a skills review session for their crew once a month. Our members have also attended continuing education sessions provided by Southport Rescue, Oak Island Fire Department, and a number of other organizations. Two of our officers are in the process of developing a monthly training session based upon a review of situations that we have experienced on emergency calls. In order to maintain an adequate number of trained personnel, we are always looking for new people who are interested in serving their community. At this time we have two people who are going through the training to become EMTs at the Basic level and one at the Intermediate Level. Please remember that it is the community that is the backbone of a volunteer organization. Those with an interest in volunteering with our EMS should contact the Fire Department. They will then be directed to our recruitment officer. Walle Johanson Walle Johanson Assistant Chief EMS Operations A significant accomplishment during the past year was the certification of the St. James Fire Department as a Light Rescue organization by the State of North Carolina. This process took over six months of work to get all of the necessary equipment on the responding vehicles and was capped by an all-day inspection of our vehicles and equipment by a state representative. Also during the year we added several new state certified Rescue Technicians. In addition, we had a firefighter certified at the state level as a FF I/II. This entailed over 170 hours of classroom and hands-on training. Currently we have another firefighter near completion of the certification process. We are about to begin an in-house new firefighter class for four new members. It has been a busy year in that in addition to FIRE OPERATIONS responding to emergency fire calls, each length of fire hose was tested, each fire ladder tested, each water pump tested and each air pack tested. This equipment, as is much of our other types of fire equipment, is tested frequently to ensure proper operation when needed. John Allison John Allison Assistant Chief Fire Operations

4 SJFD Annual Report 2011 Page 4 F I NA N CIAL REPORT The St. James Fire Department s financial reports, which follow, are prepared internally and presented in formats we believe give a clear picture of the Department s financial position and operations. The Department s financial records are audited annually by an Independent Certified Public Accountant. The Statement of Financial Position, below, is presented as it appears in the audit for the fiscal year ending June 30, A copy of the audit can be obtained upon request. The Budgeted Financial Plans for fiscal years ending June 30, 2011 and 2012 appear on the following page. The current year s plan is updated and reviewed monthly by the Department s Board of Directors. Our Rural Fire District Fees decreased, reflecting a lower collection rate by the County. The County ambulance stipend and transport billings for the year were sufficient to cover the debt service for the ambulance, all required operating supplies and equipment, and EMS personnel training requirements. The Department is indebted to the many volunteers who worked on the ground cover and telephone directory projects which contributed $29,000 for YOUR Department. It is also grateful for the many individual and memorial contributions received during the year. Exon Mobil and IBM continue to provide grants recognizing service of former employees as members of the Department. Serving on the Board of Directors is the best means I have to give back something to the Department in acknowledgement of what they give for us the town and rural fire district. I believe I can be a worthy advocate for the Department s needs and at the same time be a good steward of the town s resources, the Department s principal source of funds. Michael G. On a daily basis I am humbled by the dedication of the St. James Fire Department s members, your neighbors. I only hope my previous experience can help to continue the present outstanding service of the St. James Fire, EMS and Fire Police.

JAMES FIRE D E PARTMNENT A N NUAL MEETING Notice of Annual Meeting of St. James Fire Department, Inc. Each person 18 years of age or older who lives in or owns property in the St. James Fire District or the St. James Rural Fire District, as designated by Brunswick County and the State of North Carolina, is entitled to participate in the affairs of the Corporation. Each person is entitled to vote for two members on the Board of Directors. The annual meeting will be held on Saturday, November 19, 2011, at 10:00 a.m., at 3628 St. James Drive (the firehouse), in the Town of St. James. The results of the election held on Friday November 18, 2011 from noon to 7:00 pm for the two vacancies on the Board of Directors will be announced at the annual meeting. Absentee ballots may be requested from the St. James Fire Department between November 1 and November 7. Please call to request an absentee ballot. Absentee ballots must be returned no later than November 17. Candidate biographies and other material related to the fire department, may be found in the Annual Report which will be posted on the Fire Department tab under the Town of St. James website ( townofstjamesnc.org).
