1 Meeting Called to order: Council on Firefighter Training Meeting Minutes September 10th, 2013 OKC Fire Training Center, Classroom A 900 N. 2 Approval of Minutes: Chairman Kelley asked the Council to look through the minutes from the July 16th, 2013 meeting before motions were made to approve them. Chairman Kelley entertained a motion to approve. Council Member Karlin made motion to approve the minutes from July 16th, Second by Vice Chairman Ellington. No discussion. Oklahoma State Firefighters Association: Council Member Matt Lay gave report: Fallen and Living Memorial Golf Tournament will be held Thursday, September 12 th. The ORFA Golf Tournament will be held October 1 st. Fallen and Living Memorial Service will be held October 6 th. A vacancy for the OSFA Executive Directors position will be coming out soon on the website as well as the newsletter. Also, September 18 th, Tulsa will host Chief John Norman of FDNY. There will be a training session on Keeping your Firefighters from killing themselves. Registration is free. Oklahoma State Department of Health, EMS Division: Robert Irby gave report: We are moving forward with our State EMS protocols. Interesting thing they came across, it seems there are a lot more EMR s coming around. Since the beginning of 2013 they have had 75 EMR classes requested and 78 EMT classes requested. So they are having a great response. There are now 4,780 EMT s and 2,455 paramedics in the state data base. Page 2 of 5

3 Oklahoma Department of Homeland Security: No report OSU- Fire Service Training: Bob Allen gave report: Things are going well. The budget is a mirror image from last year. Training for the state should be the same or more. If you need training please let us know. On the Rural side, Steve George conducted his first train the trainer for the new Haz Mat Ops program. He will be delivering a pilot course in Bartlesville. It has been greatly reduced as in the time, hours and involvement. It s going to be where career folks can access a lot easier and make it easier for Chiefs. Also, the OSU-FST website should be more users friendly, changes to that coming within the next few months. IFSTA/FPP No Report Career Technology Center No Report OFCA Council member Karlin gave report: Kellie Sawyers is planning the Winter Workshop and that is going very well. Still finalizing some speakers for it. Also, Kent is working on the OFCA conference to be held in April. Page 3 of 5

4 Rural Fire Coordinators: Council Member Allen gave report: Rural Fire Coordinators are in a meeting today. As far as he knows everything is running ok. They have a new Rural Fire Coordinator, Cecil Mackey. Tommy moved up to director. PFFO: Chairman Kelley gave report: Main thing right now is the Oklahoma Promise. You will see a lot of that come out. Please make sure you stay informed. Chairman Kelley asked if there are any questions. Bob Allen asked if the PFFO was going to be involved in the coalition as what they were or do you know? Chairman Kelley stated that he didn t know how involved they would be in the coalition. Same question was asked of Council member Matt Lay, he was not sure. Chairman Kelley said that he would try to get some additional information. State Fire Marshall: The State Fire Marshal had another meeting and could not attend. Item XV Directors Report Action and Discussion Items: o Item A Discussion/Approval of Financial Report Discussion was held. Motion to approve by Vice Chairman Ellington and second by James Suddath. 5 o Item B Review/Discussion of State UAS Program - Director Jon Hansen spoke to Council about this program. Ruth handed out information from the Oklahoma UAS Council. o Item C Discussion/Approval of Vehicle replacement program Discussion was held to have some figures by next meeting. No Motion o Item D Review/Discussion of 5 Level Program - Discussion was held. Director Jon Hansen spoke. Yogi Cole is the Training Task Force 5 Level working group chair. More information will come. o Item E Discussion/Approval of Staff Insurance Program. Discussion was held. Ruth spoke about a set amount to put towards insurance, or a medical out of pocket expense reimbursement program. We are getting quotes from different insurance companies. Chairman Kelly wants us to present Council a couple of options.
