3 The BMD Environment US Ballistic Missile Defense Operational Capability - No ability to defend against intermediate or long range missile threats - No sea-based missile defense capability - Limited land-based capability to defend against short to medium range threats to deployed forces and allies (Patriot) - US missile defense development severely limited by 1972 ABM Treaty with the Soviet Union until US withdrew in June 2002 US Ballistic Missile Defense Testing - Ground-based Midcourse Defense system had achieved 5 of 7 successful intercepts of long range targets (including 4 consecutive) since Aegis had achieved 3 of 3 successes against short to medium range targets Decision was made to deploy limited defensive capabilities beginning in Fielded operational prototypes for GMD (EKV) - Deployed very limited capabilities for sea-based (SM-3 Block 1)

5 BMDS Mission Assurance Overall Test Record - 66 of 82 (~ 80%) hit-to-kill intercept attempts have been successful since the integrated system began development in Includes Aegis BMD w/sm-3, Ground-based Midcourse Defense (GMD), Terminal High Altitude Area Defense (THAAD), and PATRIOT Advanced Capability-3-45 of 57 (~80%) hit-to-kill intercept attempts have been achieved for THAAD (11 of 11), Aegis BMD (26 of 32), and GMD (8 of 14) test programs since 2001 The majority of failure causes were mission assurance related to include: - Poor workmanship in test silo led to aborted interceptor launch - Improper configuration prevented launch of sea-based missile - Unapproved supplier configuration change led to KV failure - Quality escape in the production line led to KV sensor failure - Improper grounding scheme between booster and KV
