4 Raytheon Systems Company is a leader in supporting the intelligence, information and aircraft integration systems requirements of those who preserve the peace. RSC's Intelligence, Information and Aircraft Integration Systems segment is a leading independent developer and integrator of total solutions for advanced high-performance computing. RSC has carried out programs on some of the world's largest mission-critical supercomputer systems. Pioneer in high-performance computing, Raytheon Systems Company is prime contractor and system integrator for a next-generation program which, when completed, will be the world's largest mission-critical application of supercomputing. The fully integrated system will consist of commercial-off-the-shelf supercomputer products, including the SGI/Cray Origin computer systems shown here at Raytheon's Garland, Texas facility. Raytheon Systems Company is prime contractor and system integrator for a next-generation high performance computing center program which, when completed, will be the largest mission-critical application of supercomputing in the world. The system will have a peak processing speed in excess of seven teraflops, internal memory approaching one terabyte, shared memory of nearly 30 terabytes, and aggregate input/output bandwidth of over 30 gigabytes per second. The company was selected as the prime contractor for the U.S. military's Global Broadcast Service contract to dramatically accelerate and customize the delivery via satellite of video, imagery, and data to U.S. forces. The contract is valued at $85 million. Additional contract options could be worth an estimated $200 million over the next several years. Aircraft Integration Complementing RSC's worldwide base for head-of-state and special mission aircraft systems, the company has been selected as the completion center for a new line of Boeing business jets based on the Boeing 737 family. Raytheon reinforced its position as a world leader in modernizing maritime patrol aircraft. In the United States, refurbishment of the first P-3C was completed in February 1998 as part of the U.S. Navy's Sustained Readiness Program (SRP). Additional P-3s are being refurbished as part of the contract to extend the operational service life of the aircraft platform. The SRP contract is valued at more than $200 million for an expected quantity of 58 P-3C aircraft. Options under the current contract could be extended to include refurbishment of additional aircraft in the future. A world leader in maritime patrol aircraft support and modification, Raytheon Systems Company recently completed the refurbishment of the first U.S. Navy P-3C aircraft at its new 200,000 square foot facility in Greenville, Texas.

5 Internationally, the mission system installation process began in December 1997 on the first maritime patrol aircraft for the Royal Australian Air Force (RAAF). This multiyear upgrade program is valued at more than $400 million. The RAAF P-3 refurbishment project includes a major systems upgrade to 18 aircraft. In alliance with Australian industry team members, the Sea Sentinel program involves major upgrades to all mission equipment and cockpit displays, communications, and navigation systems, and integration of the new mission equipment into the aircraft. A new integrated test and training facility is also being delivered under the program. Raytheon presented the first E-6B TACAMO aircraft to the U.S. Navy and the U.S. Strategic Command in May The aircraft is a Boeing 707 extensively modified to provide highly reliable and survivable communications. Work on the E-6B is being performed under a $162 million contract with the Naval Air Systems Command and covers five aircraft and modification kits to complete additional aircraft. Under a new contract for approximately $29 million, Raytheon will modify three additional aircraft as well as produce two additional aircraft and trainer modification kits. All the remaining E-6s would be modified under follow-on options to the new production contract. Raytheon also moved forward on the ground segment of the Global Hawk unmanned aerial vehicle program, as the launch and recovery element portion of the ground segment operated in support of the Air Vehicle Systems Integration Laboratory's training and testing of Global Hawk 1. RSC will develop radio frequency filter components and circuits using microelectromechanical systems. This Defense Advanced Research Projects Agency program will advance state-of-the-art radio frequency filter packaging and dramatically reduce the size of communications components such as receivers and transmitters. This segment of Raytheon Systems Company also has several technology conversion programs covered later in this report. Raytheon Systems Company is developing powerful command, control and communication (C 3 ) systems to gather, integrate, and communicate signals and information. The U.S. Navy's Cooperative Engagement Capability (CEC) program is a leading example of the C 3 segment's capabilities in advanced information integration. CEC provides the capability to integrate theater sensors and weapon systems into a common, seamless, integrated air picture. CEC provides the foundation for making real-time command and control decisions, which allow theater defenses to act as one coordinated system. The program proved itself again in joint operations in a test conducted in September in coastal areas of the Gulf of Mexico. The system has successfully completed more than seven years of at-sea testing, and is now facing the challenges of integration into the fleet. The CEC concept has been studied by the Ballistic Missile Defense Organization and the Joint Theater Air and Missile Defense Office to support joint warfighting requirements. In addition to U.S. Marine Corps and U.S. Air Force initiatives already under way, the U.S. Army and U.S. Navy have cooperated in proposing a test and evaluation program to investigate CEC's use in Army Air Defense using a Patriot test platform. One of a broad range of Command, Control and Communication systems being developed by Raytheon, the

6 U.S. Navy's Cooperative Engagement Capability (CEC) program will improve the defensive ability of an entire battle group by integrating theater sensors and weapon systems on ships, aircraft, and land-based installations into a common, seamless defense system. Many of the programs in Command, Control and Communication Systems are listed below. It includes a Central Command Operations Center, regional centers, long-range radars, and a number of remote facilities. Raytheon, as the system developer, continues to sustain the system under a direct contract to the Royal Saudi Air Force. RSC is a world leader in this technology. Raytheon is prime contractor for the Advanced Field Artillery Tactical Data System, a battle management software system that provides automated fire support in the Army Battle Command System. The U.S. Air Force awarded Raytheon contracts for the Command and Control Product Lines program. Raytheon-led teams will develop a library of reusable application software to reduce the overall time and cost associated with acquiring software-intensive command and control systems. Simulators Raytheon Systems Company is a leader in advanced training systems, simulators, and services for a variety of military requirements. The company has developed training programs for the B-2, F/A- 18, C-130, and F-16 aircraft. In 1997, the company was awarded contracts from Boeing's Defense and Space Group to build F-22 pilot training and maintenance training devices and a contract from the U.S. Army for the first year production phase of the Fire Support Combined Arms Tactical Trainer. Communications Milstar is a family of terminals for airborne and ground-based survivable communications. Raytheon, which supplies terminals to three services, completed delivery on a 252-terminal production contract for the Navy EHF Satcom Program. Future upgrades include medium data rate

7 and lightweight terminals. Raytheon received an additional $25 million to develop Demand Assigned Multiple Access capability for the Army's Secure, Mobile, Anti-Jam, Reliable Tactical Terminal program. A $79 million multiyear production contract was received from the U.S. Army Communications- Electronics Command to provide 2,392 Enhanced Position Location Reporting System receiver/transmitters. Raytheon won a contract award valued at $133 million from the Army to fulfill joint services requirements for the production and preplanned product improvements of the Joint Tactical Terminal/Common Integrated Broadcast Service-Modules. The U.S. Navy Space and Naval Warfare Systems Command announced the selection of Raytheon for the AN/WSC-6 SHF Satcom Terminal program to provide military users with high-capacity communication links to support voice and data communications. Other major programs in the C 3 segment include air traffic control and environmental monitoring, which are covered later in this Annual Report. Defense Systems Raytheon Systems Company (RSC) is a leader in the development of defense systems such as missiles, strike systems, air and missile defense, and naval and maritime systems, to equip soldiers, sailors, marines, and pilots with the advanced technology they need to dominate the battle area and protect one another. Missiles and Strike Systems RSC's Defense Systems segment is a world leader in pioneering a new generation of advanced missiles, including the next-generation, short range, air-to-air missile, called the AIM-9X; the Advanced Medium-Range Air-to-Air Missile (AMRAAM); the air-launched Joint Standoff Weapon (JSOW); and the Javelin man-portable, anti-armor missile. The company is working under an initial multiyear $169 million engineering and manufacturing development contract for the new AIM-9X "dogfight" missile, a joint program of the U.S. Navy and U.S. Air Force, with the Navy serving as the executive service. The AIM-9X missile program has a multibillion-dollar, multiyear potential to meet both U.S. and allied needs. The former Raytheon Electronic Systems and Hughes defense operations, now part of Raytheon Systems Company, were awarded contracts totaling approximately $278 million for the latest lot of AMRAAM missiles. AMRAAM is the primary medium-range, air-to-air weapon for use on Air Force, Navy, and allied fighter aircraft. The missile incorporates an advanced, active, fire and forget radar guidance system for use against multiple targets. The U.S. Navy awarded the company an $86 million contract for the second low rate initial production for 180 units of the JSOW AGM-154A variant. JSOW is a family of weapons that includes variants being developed for the U.S. Navy and Air Force. The primary purpose of all the variants is to provide aircraft with the ability to strike targets from beyond most enemy air defenses. The AGM-154A version contains the BLU-97 general purpose submunition optimized for attacking soft, large area targets. The AGM-154B is an anti-armor version containing the BLU-108 Sensor Fused Weapon submunitions. It is completing test. The AGM-154C version provides precision capability with a large blast-fragmentation warhead for larger targets. It is in early stages of engineering and manufacturing development. The Javelin Joint Venture, owned 60 percent by Raytheon and 40 percent by Lockheed Martin, was awarded a $745 million, three-year contract for full-rate production and delivery to the U.S. Army and U.S. Marine Corps. Javelin is the first man-portable, shoulder-launched, fire and forget, antiarmor missile. Raytheon Systems Company is also developing the Enhanced Fiber Optic Guided Missile system, called EFOGM. The U.S. Army awarded Raytheon initial funding to begin purchasing material for 256 missiles for the system. It is a rapidly deployable, non-line-of-sight, precision standoff weapon

8 for use against high value, moving, and stationary ground targets and helicopters during day, night, and adverse weather conditions. The Standard Missile-2 Block IV-A missile, developed by Raytheon's Standard Missile Company, scored a direct hit on a tactical ballistic missile target in a test at the White Sands Missile Range in January This significant event allowed the U.S. Navy to continue with the engineering and manufacturing development phase of the program. The Navy demonstrated the versatility and adaptability of the Standard Missile-2 (SM-2) in another test firing at the White Sands Missile Range, in which a specially modified SM-2 Block III round, using global positioning system guidance, demonstrated the feasibility of attacking ground targets. Traditionally, the Standard Missile has been used in a surface-to-air configuration. In January 1998, Standard Missile Company received a three-year, U.S. Navy contract valued at $371 million to complete the Aegis Lightweight Exoatmospheric Projectile (LEAP) intercept/sm-3 flight demonstration program. This effort directly supports the Navy's commitment to develop and field lethal seaborne theater ballistic missile defenses for U.S. and allied forces. The cornerstone of the guided projectile strategy is the U.S. Navy's EX-171 Extended Range Guided Munition, which is a 127 mm rocket-assisted projectile that carries a dual purpose improved conventional munition. Estimated potential program value is approximately $2 billion. Guided projectile technologies have other applications. For example, the U.S. Army awarded RSC a $30 million contract in early 1998 for design, development, and initial manufacture of the XM982 guided artillery round. Estimated total program value could exceed $3 billion. Early last year, the Navy expressed interest in Raytheon's innovative approach to the development and production of a Tomahawk missile that offers greater responsiveness and tactical flexibility while significantly lowering unit and life cycle cost. Raytheon and the Navy have been working together for the past year to define a next generation missile, which has been named Tactical Tomahawk. Pending Congressional approval, Raytheon expects to begin development of the missile in 1998, leading to deployment in A look at the future: Raytheon Systems Company is developing the latest generation of advanced missiles, including the new AIM-9X short-range, air-to-air missile for the U.S. Navy and U.S. Air Force. Air Defense Systems Raytheon received additional funding to continue upgrading the Patriot Air Defense System, a surface-to-air system to defend against tactical ballistic missiles (TBMs), aircraft, and cruise missiles. The U.S. Army Radar Enhancement Phase 3 program makes significant modifications to Patriot ground equipment and radar that will improve surveillance capabilities. Raytheon received an additional research and development funding increment for continued work on the Patriot Anti- Cruise Missile Seeker upgrade program. The government of the Kingdom of Saudi Arabia awarded Raytheon a $484 million direct sale contract for technical assistance, training, and logistics support for the Kingdom's Patriot and Hawk air defense systems. Early in 1997, Raytheon signed a contract with the U.S. Army Missile Command on behalf of the government of Egypt to remanufacture eight Hawk fire units.

9 RSC, along with Kongsberg Gruppen, ASA of Norway, has developed a new medium-range, air defense system for international sales evolved from the Hawk system to incorporate AMRAAM in a ground-launched mode, called Hawk-AMRAAM. RSC was the winner of the Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System program. An initial funding increment was awarded in early It is a theater-based, advanced sensor system elevated by tethered aerostat balloons that will improve the battlefield commander's ability to provide wide area protection against land attack cruise missiles. The Ground-Based Radar (GBR) built by Raytheon for the Theater High Altitude Area Defense (THAAD) system performed extremely well in U.S. Army radar tests during GBR will be used with the THAAD interceptor under development; will complement the Patriot air defense system; and, by cueing Patriot, will provide a robust, two-tiered defense against attacking TBMs. In January 1998, the Ballistic Missile Defense Organization performed a successful fly-by test of Raytheon's Exoatmospheric Kill Vehicle (EKV) sensor. The object of the test was not to perform an actual intercept, but to test the ability of the EKV sensor to identify and track target objects in space. The telemetry data indicate that the sensor's two long-wave infrared focal plane arrays and its visible sensor acquired and tracked all objects deployed during the sensor flight test and successfully discriminated the surrogate reentry vehicle from the other warhead decoys. EKV is part of the U.S. National Missile Defense deployment readiness program. Raytheon is competing against Boeing to provide the EKV for a National Missile Defense system. Raytheon Systems Company is developing the Exoatmospheric Kill Vehicle -- or EKV -- a key element in the National Missile Defense (NMD) system. The EKV is designed to discriminate among target objects in space and destroy high- speed ballistic missile warheads by force of impact.
