3 Meeting energy code and sustainability mandates Government-funded projects require compliance with a host of provisions, including energy codes, sustainable building rating systems, and specific enacted legislation such as the Energy Information and Security Act of 2007 (EISA) and the Energy Policy Act of 2005 (EPAct). In addition, specific Federal agencies may require compliance with other criteria; the General Services Administration (GSA) has additional design criteria for GSA facilities, as do the Department of Defense agencies (e.g., Army Corp of Engineers, Naval Facilities Command, Veterans Administration, and NASA). Energy Codes Every federally-funded project must comply with the applicable energy code, such as ASHRAE/ANSI/ IESNA Standard , the International Energy Conservation Code (IECC) 2006, or more recent revisions of these standards. Sustainable Building Rating Systems EISA 2007 mandates sustainable building practices for new or retrofit Federal facilites including projects funded using ARRA monies. At a minimum, this means complying with LEED v2.2 Silver. Lighting controls ensure your projects satisfy LEED requirements: meet energy code compliance prerequisites enable layering of control strategies to boost energy performance (e.g., Manual-On or bi-level switching) leverage daylighting design aspects by implementing automatic daylighting controls ARRA (American Recovery and Reinvestment Act) ARRA-funded projects require that facilities achieve a status equivalent to a High Performance Green Building, including compliance with EISA and EPAct. These codes include specific lighting control provisions, including automatic lighting shut off, space control, and exterior lighting control. They also mandate additional control strategies, such as bi-level switching, controlling task lighting, and controlling lighting in hospitality guest rooms
4 Products and technologies for publicly funded projects Every lighting control project demands certain solutions as the best fit. And because different types of spaces are best served by different control strategies, many projects require multiple solutions to maximize energy savings. As a result, customers can re-invest these savings in other areas of business operations. Many public buildings have little or no lighting controls; few have lighting control integrated into intelligent building operations. Digital Lighting Management (DLM) The first all-digital lighting and plug load control system, DLM cost-effectively delivers with better return on investment than other comparable systems available, simplifies commissioning, and provides demand response capabilities along with measurement and verification. Components include intelligent room controllers, occupancy and daylighting sensors, wall switches, relay panels, and networking components. Networking beyond a single room provides connectivity without complexity and enables the integration of lighting control into intelligent building operations. DLM achieves this with seamless BACnet integration, leveraging this common open standard. Capabilities include web-based monitoring of lighting control devices, including energy consumption, active demand response and easy-to-use dashboard interfaces. 4 Federal Buildings
5 Lighting Control Panels Programmable lighting control panels offer the convenience of scheduled control and the flexibility to suit any application. Lighting Integrator is built on a common technology platform founded on WattStopper s exclusive heavyduty relay (HDR) and provides a wide range of control capabilities. Panels may be integrated with other controls including building automation systems. WattStopper also offers pre-packaged systems, ideal for exterior applications or small spaces, and unique products to upgrade older systems. Occupancy Sensors and Controls Occupancy sensors maximize energy savings by ensuring that lights are turned off when spaces are unoccupied. WattStopper s sensors provide convenient automaticon or manual-on control and are packed with innovative features and options such as walk-through mode, multi-way control capability and three-color selectable nightlight. Many models are available in line or low voltage for flexibility in placement and wiring. Sensors use passive infrared, ultrasonic, or WattStopper s patented dual technology. 6 Control strategies for enhanced energy savings Basic code compliance is just the beginning. By layering control strategies effectively, projects can achieve a seamless build up to the desired energy performance level, whether this is to achieve agency-specific design criteria, qualify for EPAct tax deductions, or earn a LEED rating. Bi-level switching with occupancy sensor Implement more energyefficient operating profiles by adding a wall switch, which also enables the use of manual-on control. This can achieve energy savings of up to 66% more than with automatic on/off strategies alone. Energy codes (e.g., CA Title 24) and sustainability rating systems (LEED) increasingly utilize these strategies. Daylight-responsive control (on/off, continuous dimming) Use controls that turn lighting off, or dim it, when adequate daylight levels exist. Cut energy usage dramatically--up to 40% less energy than with automatic-on controls alone. This translates to greater energy savings of up to 80%, a stronger LEED rating or an EPAct tax deduction. Plug load control Leverage code-mandated controls such as occupancy sensors to extend occupancybased control beyond lighting. With plug loads accounting for up to 14% of a building s total electrical load, turning them off boosts energy savings by up to 40% and further enhances building energy performance. 6 Federal Buildings
