26 Wisconsin Truck Weight: State: 80K for Class A; within A, Class I and II -- reduced springtime weights on Class II Class B (county/local) = 60% of Class A axle weights, seasonal reductions also allowed Truck Routes: All roads are Class A unless the controlling government unit designates them as class B. Local Access Rules: 80K trucks are allowed full access to Class B roads for pickups and deliveries.

28 Comparison Findings: Truck weights 5 of 7 states have a default heavy truck weight of 80K unless locally restricted MI and WI allow seasonal reductions Others vary weights by class of road Truck width: 4 states allow default 8 6 wide Truck Routes All but IA have a designated route system for size or weight restrictions. IL and KY have lower default weights for undesignated roads.

30 Economic implications IL and KY are the only states with significant weight and width restrictions to portions of their statewide networks Increased shipping costs to businesses Increased VHT/VMT vs. full 80,000 lb. access Reduced attractiveness to new business Isolated industrial lands may not be served May cause inadvertent violations
31 Research/Modeling Implications Traditional freight modeling can t properly treat truck routes/movements Difficult to assemble IL truck route information Available flow data does not distinguish between weights and widths 1 mile rule might be easiest to tackle Disaggregate records with geocoded O/D might be useful to study impacts Carrier or major shipper dataset Actual vehicle type would be needed
32 Policy Implications for IL One stop information for all jurisdictions would make IL easier to navigate Local governments and IDOT should work hard to assure that all industrial/large commercial zoned lands have full access Long term goal should be to improve and designate roads in order to reduce VHT/VMT: Due to additional trucks needed Due to circuitous routings
33 Policy Implications for IL (2) Ultimate desirable goal should be to achieve an 80,000 lb./8 6 default for IL Local restrictions allowed Local access for pickup and delivery required Costs could be quite high need models capable of studying this
