See Attachment B (Purchase Options) 1.3 Land Sale Price The average asking price for lots in Flynn Business Park is $20,000 per acre. However, because the North Sioux City Economic Development Corporation is a non-profit organization dedicated to the recruitment, retention and growth of business in North Sioux City, select criteria exist that dictate the final asking price. For a list of these criteria, See Attachment C (Land Sale Price). 1.4 Land Easements, Rights-of-Way and/or Covenants See Attachment D (Land Right-of-Ways) 1

7 2.0 Property Information 2.1 Property Maps Property Maps and Aerial Photo See Attachment E (Plat Map) Five Survey Plat maps prepared by Frontier Consultants, Inc. are provided to show platted areas. While a document illustrating all plats on one page is not available, a map outlining the park within the City limits has been provided. See Attachment F (Aerial Photo) See Attachment G (Topographic Map) The included topographic map was produced by The Siouxland Initiative and illustrates 2 contours because their data would not break down to 1. The FEMA Flood Map for North Sioux City is also included with Attachment G, showing the subject property as Zone X and protected by levees. See Attachment H (Land Use Map) The included zoning map illustrates the land uses in and outside of the park. Any land outside of City limits is within the County and zoned agricultural Site Map See Attachment I (Site Plan) The included utility map illustrates water/sewer infrastructure and easements. Please reference this information with Attachments E and H for a full Site Plan. 2

8 2.2 Zoning Designation Zoning Authority Flynn Business Park lies within the city limits of the City of North Sioux City, Union County, South Dakota and therefore falls under the zoning jurisdiction of the City of North Sioux City Current Zoning Refer to Attachment J (Proof of Zoning) to see North Sioux City ordinances in relation to zoning. Refer to Attachment H (Land Use Map) to see subject property s current zoning and area zoning map. *Note: Pertaining to Attachment H, Flynn Business Park is zoned Heavy Industrial (Light Gray), Light Industrial (Dark Gray), and Agricultural (Blue this is the land we currently have under option). Flynn Tract 1 is pictured as white because it is a homestead and not zoned into City limits. Current zoning is considered appropriate for the requested classes Zoning Compliance Subject property does not need to be rezoned to accommodate intended land uses. 3

9 2.3 Environmental Information Environmental Assessment See Attachment K (Soil Reports) Included are soil reports from 1999 and 2014 demonstrating the consistency of the soil in Flynn Business Park. Prior to development, the only use of the Flynn land was strictly agricultural (row crops). See Attachment L (Neutrafirma Environmental Assessment) Included is a Phase I Environmental Assessment prepared by GeoTek Engineering & Testing Services on behalf of Neutraferma, a present business in Flynn Business Park.
