Discussion and Recommendations Regarding Technology and Operational Options
Summary of Items For Consideration Additive Alternate 1 - Home Subscriber Server Essential database and AAA function Additive Alternate 2 - Redundant Evolved Packet Core Geographically redundant EPC Additive Alternate 3 - Location Services GPS and network assisted location information System Refresh Background: The Evolved Packet Core is essential for operations all traffic must flow through the core Primary core at FCCF has redundant elements and high availability FirstNet eventually has the responsibility to deploy cores and core services FirstNet core schedule and scope is not publicly available Copyright 2014, LA-RICS Authority. All Rights Reserved. 21
Additive Alternates 1 and 2 Copyright 2014, LA-RICS Authority. All Rights Reserved. 22
Additive Alternate 1 HSS Discussion Benefits of Exercising AA No risks associated with proceeding with project (independent of FirstNet schedule slippage) Can conduct special ops test, optimization, coverage testing. Benefits of Not Exercising AA If leveraging FirstNet HSS, no integration challenges associated with interoperability reduces complexity and improves access to other FirstNet services Avoids potential stranded investment Potentially reduces operations costs by $16,561 per year Copyright 2014, LA-RICS Authority. All Rights Reserved. 23
Additive Alternate 2 Redundant EPC Discussion Benefits of Exercising AA Geographically redundant EPC immediately available at launch Capable of continued operations with failure(s) at FCCF public safety grade Capable of sustained operations during operations Benefits of Not Exercising AA Reduces operational costs by $724,046 per year Avoids stranded investment (FirstNet may relocate the redundant core) Potentially leverage hosted core from Motorola or other alternative Load balancing Copyright 2014, LA-RICS Authority. All Rights Reserved. 24
Additive Alternate 3 Location Services Discussion Benefits of Exercising AA Network based location services available to locate without GPS access (receiver or satellite visibility) Benefits of Not Exercising AA Reduces operational costs by $430,399 per year Avoids stranded investment (FirstNet likely to deploy location services, may not leverage LA-RICS implementation) May have more capabilities that are more tightly integrated with other nationwide services Note: Agencies running AVL can still operate those apps over the PSBN Copyright 2014, LA-RICS Authority. All Rights Reserved. 25
Financing Option System Refresh Discussion System Refresh enables budgeting of system replacement during the useful life of the previous system FirstNet will own responsibility to build, operate, and maintain public safety broadband network at some point Unclear which assets (and their maintenance costs) may be transferred to FirstNet Towers, Backhaul Equipment, LTE EPC, LTE enodebs, Generators: All assets expected to have a useful life longer than the period when FirstNet would take them over (10 year life minimum, 5 year FN operations) Copyright 2014, LA-RICS Authority. All Rights Reserved. 26
Contract Recommendation Discussion Committee Chairs and LA-RICS staff feel the PSBN provides a substantial emergency response benefit Opportunities remain to reduce operations costs further Increased use of Member facilities Collaboration with FirstNet to take on operations costs for core Phase 1 NTP requires no additional funding from members Schedule has no additional time to accommodate continued study and many issues can be resolved during design phase Phase 1 period allows more opportunity to identify symbiotic secondary users Copyright 2014, LA-RICS Authority.
