Nationwide Broadband Network For Public Safety Operated by the Federal Government In response to the 9/11 Commission Report Funded Planning Money Implementation Money State Level Decision Provide the Federal Government our requirements Opt In / Opt Out Operated by FirstNet

6 State and Local Planning Grant $135 million grant program for state and local FirstNet planning and outreach Illinois will receive $4M + $1 Match 3 year formula-based matching grant program Designate a single officer or governance body Define how states will collect input from local jurisdictions Explain how existing public safety governance and planning authorities will be incorporated with FirstNet consultation Define how states will expand existing governance structures to incorporate expertise with LTE

7 FirstNet Essential Facts FirstNet - First Responder Network Authority Congress created a new Federal authority within NTIA / Department of Commerce to control state and local first responder broadband communications. Empowered to build and operate a nationwide public safety broadband network for state & local public safety agencies. Established a 15-Member Board selected by NTIA and appointed by the Secretary of Commerce.

11 NPSBN Network 3GPP Long Term Evolution (LTE) is a standard for wireless communication of high-speed data. It is based upon GSM/EDGE and UMTS/HSPA network technologies. Currently Release 11 Designed for data first and not voice All-IP (Internet Protocol) architecture designed for low latency Inter-network mobility and interoperability with commercial carriers High user data rates to support new applications Security and authentication mechanisms Priority and Quality of Service mechanisms
