3 IOC/IODE-XVII/10.11 Page 3 Overview Oceanographic data is collected by federally funded research facilities and monitoring networks, as well as some other national agencies (private industry groups, universities). Data is also exchanged with international partners (NODC s,wdc s) and through international programmes (GLOSS, PSMSL). It is important to note that the data flows both ways to and from the providers and the Canadian Distributed System. Ultimately the data flows to the clients who in this diagram have been identified as either national or international clients. 1. Metadata management: o At the discovery level. Meta data are contributed to the Canadian Geospatial Data Infrastructure (CGDI, o At the Cruise level. Cruise Summary Reports are provided to ICES on an annual basis. o For monitoring/operational systems (e.g. EDIOS, regional GOOS systems, etc) Of the monitoring/operational systems in place in Canada, the metadata are stored in conjunction with the observations. These data are available upon request, but are not part of a regional GOOS system. 2. Data tracking: o What systems are in place to track data through from collecting organisations to through to data dissemination? There is an in-house accession system that assigns tracking numbers to all delayed mode/research data that is provided to the NODC. For real-time data there is a pilot project using the GTSPP system and CRC algorithm to identify duplicates and track data (see GTSPP report). 7. What is the structure of marine data management in your country: 1. How many organisations are involved? Two federal departments (Fisheries and Oceans Canada and Environment Canada) consisting of the following research institutions, monitoring program offices and data centres: Bedford Institute of Oceanography Institute of Ocean Sciences Northwest Atlantic Fisheries Centre Gulf Fisheries Centre Bayfield Institute Institut Maurice Lamontagne Canadian Hydrographic Service Meteorological Service of Canada Marine Environmental Data Service As well as various universities who participate in collaborative research/monitoring projects.
4 IOC/IODE-XVIII/10.11 Page 4 2. Who does what? Research centres act as both data collectors and data centres for regional interest data. Monitoring program offices act as data providers only. Their primary function is to establish and maintain the data collection equipment and provide these data to the Canadian Distributed Data System. Data centres (in this case MEDS) act as the primary archive for all oceanographic, marine met and contaminants data collected in the Canadian area of interest and coordinates data management activities in regional research centres. 3. What data goes where? Oceanographic profiles, water level, surface drifter, wave data go directly to MEDS. Contaminants data are stored at regional facilities and accessed through distributed databases. Currents (including ADCP) are stored at the regional research centres and are accessible on request. 4. Are there data for which there is no home? The Department of Fisheries and Oceans Canada (DFO) has established a data management policy, which as part of its primary principles states that all scientific data collected by the department must be migrated to a managed archive immediately after the data has been processed. This policy applies to all data collected presently and in the future, historical data do fall under this policy but under the Data Rescue section which states that the department will develop a national data rescue program to locate and preserve scientific data that are of value and in danger of being lost. DFO continues to work toward completely meeting this policy. 5. What gets passed on to other organisations? Data that are managed by the Marine Environmental Data Service (MEDS) are exchanged regularly with international organizations (NODC s, WDC s,) and international programmes (GLOSS, GTSPP). 6. What regional links and data centres are there? As mentioned in section 1 there are 9 organisations involved in marine data management and each of the following research centres also act as data centres: Bedford Institute of Oceanography Institute of Ocean Sciences Northwest Atlantic Fisheries Centre Gulf Fisheries Centre Bayfield Institute Institut Maurice Lamontagne 8. What are the strengths and problems of the present arrangements nationally, regionally and internationally? The present arrangements are working quite well in Canada. The strengths lie in the distributed nature of the data management strategy as many regional centres can share the workload and fiscal requirements. The weakness of this present arrangements also lies in the distributed nature of the system. Each research/data centre has different infrastructure and data formats, which causes some
5 IOC/IODE-XVII/10.11 Page 5 challenges in integration of data. 9. What improvements could be made nationally, regionally and internationally? National improvements could be and are currently being made to standardize data exchange formats and storage practices at research/data centres. 10. What future national activities are planned? The following projects are in the planning/development stage: A national archive of Invasive Species. Integrated Data Management projects aimed at integrating oceanographic data with other georeferenced data. Data management of Aquaculture related data and information. 11. What national, regional or international projects are your NODC involved in (both IODE and non-iode)? Examples: Argo, GTSPP, EDMED, EDIOS, Sea-Search, GODAR Canada is involved in the following projects: International: Argo GTSPP ETDMP Projects GOSUD CLIVAR GLOSS GODAE DBCP Regional: NAFO PICES National: Atlantic Zone Monitoring Program Geoportal (part of the Integrated Data Management project) BIOCHEM (integration of Biological and Chemical Oceanographic data)
