General Description Coastal Waters Consortium (CWC) Data Management Plan The Coastal Waters Consortium The Effects of the Macondo Oil Spill on Coastal Ecosystems will address the fundamental objective identified in the RFP of determining the impacts of the oil, dispersed oil, and dispersant on the ecosystems of the Gulf of Mexico within a broad context of improving fundamental understanding of the dynamics of such events and the associated environmental stresses and public health implications. Our fundamental goal is to improve society s ability to understand, respond to, and mitigate, the impacts of petroleum pollution and related stressors of the marine and coastal ecosystems, with an emphasis on the Gulf of Mexico region. The results of these inquiries are intended to yield scientific advances about these ecosystems, even if there are no oil impacts. Impacts have been found already, but the observations to be made are framed with the idea that there are other stressors and many things needed to be known to adapt to future stressors. LUMCON s vision is to enhance awareness of the fragile environment and awareness through better understanding of impacts caused by the Macondo spill. This is to be accomplished through better collaboration and more accessible data to any interested parties. Data products, data results, publications, video tracks and public education and outreach materials are fully accessible to the research community and the public, except where protected by copyright. The data will be archived here at LUMCON on an enterprise server with sufficient storage and room for expansion. These will be backed up to an RD1000 drive (similar to a tape backup; only, instead of tape, disk drives are used) located in one other server which will not be consolidated. The servers will be maintained and backed up by the IT Specialist. III. Types of Data and Stewardship
3 The Consortium will undoubtedly collect a diverse series of data that reflect ecosystem measurements, process studies, biodiversity, oceanographic data, genetic data, isotope studies, x-radiographs, and qualitative image analyses. Organism and Ecosystem Core Data Spartina, microbial, and biodiversity genomics data: (1) DNA sequence data derived from "next generation" metagenomic approaches, (2) DNA sequence data derived from Sangersequencing approaches, (3) Multi-locus genotype data from DNA fragment size analysis (i.e., AFLP, icrosatellites, PCR-RFLP approaches). Materials to be produced: (1) DNA extractions, (2) Metagenomic DNA sequence databases, (3) plant genotype databases. National repository: National Center for Biotechnology Information (Genbank) Knowledge Network for Biodiversity (KNB), Standards for data and related metadata format: NCBI data and metadata standards; Morpho data management software (used to query, view, retrieve and manipulate ecological data from the KNB network). Data archiving: NCBI with DNA sequence data and remaining samples locally archived. Access: data will be accessed from NCBI with the assistance of the data management group at Harte Research Institute. Biodiversity data: Sequence data will be submitted to GenBank ( and BOLD (Barcode of Life; fully available to public; FASTA file format. Specimen archival: tissues and DNA extracts from archived specimens temporarily held in -80 C, discarded after 12 months, permanent repositories either ULLZ (University of Louisiana Lafayette Zoological Collection; public catalog access at: or NMNH (National Museum of Natural History, Smithsonian Institution, Washington; public catalog access at: Water quality data: NOAA National Oceanographic Data Center (NODC); FGDC-compliant metadata. Diversity Data: species counts and enumeration are also deposited with NOAA NODC similar to procedures followed for MMS studies (now BOEMRE). Biogeochemical process data: As required by the National Science Foundation, Biological Oceanography s requirement for BCO-DMO (an oceanographic database) but others are possible. IV. Data and Metadata Standards The Consortium will accede to all GRIIDC instructions for data submission as required from their agreement developed with the Harte Research Institute for Data Management and Discovery. CWC and its member institutions are prepared to provide data and metadata suitable for federal databases or nationally recognized repositories appropriate for the various disciplines involved here ISO (North American Profile). Where existing standards are not in place or inadequate all information will be documented and investigated for a
4 proposed solution and collaborate with GRIIDC personnel for a solution. The expected type of data and suitable avenues of data and metadata submission are practiced by multiple members of the Consortium in adherence to NSF, NOAA, ONR, BOERME, USGS and other agency requirements. These data will include a range across broad categories including genomics, model results, biodiversity, and descriptive data of hydrocarbons, water quality, and sediment grain size. The PI s will provide the data and metadata and then will be checked and verified to ensure compliance with the appropriate standards. The Consortium is fully supportive of the goals of the GRI Data Management protocol to provide reliable data as soon as possible, allow timely use of the data by the research investigators, and supply of the data and metadata to appropriate federal repositories upon completion of research-based, peer-reviewed publications. Our overall goal is to ensure that quality data are generated that are based on solid scientifically defensible methods allowing for the accelerated transfer of the results into the user community. Additionally, the plan will facilitate the open sharing of recent results among LUMCON PIs and other funded consortium members to ensure that developing results can be incorporated into on-going research activities of the various work groups. Currently we are working to gather information on the types of data being collected and fields contained within the data. This will be one of the key determining factors in the selection of the software to host the GoMRI data. As of now we are looking at several options and possible customization to fit specific needs. As for the data server we are looking at ESRI Geoportal Server or possibly the THREDDS data server. The database engine we are looking at is PostgreSQL. The database schema is still in planning. However, we are looking into the Arc Marine Data model as a guide and potential enhancements as needed depending on the data collected. Metadata and data generated by the project will be shared with relevant open data centers such as the Gulf Of Mexico Research Institute (GoMRI) Administrative Unit, The Gulf Of Mexico Coastal Ocean Observing System (GCOOS), The National Oceanographic Data Center, The National Climate Data Center, and the Harte Research Institute. V. Policies for access and sharing and provisions for appropriate protection/privacy Given the pressure to share data and to come to conclusions on BP-oil spill related research, Consortium members will be encouraged to post data as soon as possible. However, this is a research program, and academic researchers are protective of data prior to publication. Our Consortium members will share data on a protected area of the Consortium web site, but release relevant data for other researchers as soon as possible. The CWC Data Management team will host a password-protected portion of the web site for data sharing among investigators, and a public data sharing site for released data. As soon as papers are accepted for publication, the data supporting the results will be posted to the public, and a URL to the accepted publication will be provided. Should restricted data be requested the investigators will come to an agreement about data sharing. VI. Archiving and Preservation of Access
