POLICY SETS THE STAGE FOR REFORM Higher Ed Complete College Tennessee Act Increased degree production and career placement Tennessee First to Top Increased high school graduation Tennessee Diploma Project Increased high school graduation and college readiness

DEV MATH IN HIGH SCHOOLS - SAILS PROBLEMS SOLUTIONS Early college only available to good students Students caught in never-ending testing and assessment cycle, both HS and College Students in dev math don t graduate and drop out 4 th year bridge math doesn t call for something different Embed dev math in bridge math to expand opportunities Stop testing and assessment cycle through dual credit for dev math courses Students enter college 2 3 semesters ahead not behind SAILS introduces course redesign and blended learning

HOW SAILS WORKS Bridge Building College instructors and HS Teachers developed a combined HS/college math course (SAILS) during summer workshop sessions Aligned/embedded TBR college developmental competencies with the TN DOE bridge math standards Target students not ready for college-level math (Math ACT<19) HS administration placed seniors in the class based on internal requirements for HS bridge math Offer SAILS course in fall term as a dual credit taught by HS teacher No college-teaching credential required Free to students Content and assessments delivered online ensures Uniformity and quality Secure records management

SAILS PILOT - SUCCESS DATA Fall 2012 term 191 participants in 10 HSs 168 students (88%) on track to finish 3 competencies by end of fall term, saving them 1 semester in college 121 students (63%) finished 5 competencies by end of fall term, saving them 2 semesters in college 44 students (23%) enrolled in credit-bearing MATH1530 Intro to Statistics in the spring, saving them 3 semesters in college

THE ECHO SOLUTION CHALLENGES SOLUTIONS Staffing challenges for early college - most high schools can t offer it even if college has it Early college can be cost prohibitive for low-income students, limiting the impact Lack of consistency in courses quality control is often missing varying standards Can t offer low-enrollment courses in small high schools Create teamwork between college faculty and high school teachers ECHO can be offered in any high school TN Lottery Funds pay for $300 for up to 2 courses, making early college affordable ECHO offers online courses with on-ground assistance ensuring quality throughout One-room schoolhouse expands course offerings

THE ECHO PROGRAM Courses offered as online courses College faculty is the course instructor High school teacher is the on-ground facilitator Classes must meet in a computer classroom at least 50% of the time - giving the HS flexibility Many classes meet in computer lab 100% of the time One room schoolhouse strategy is used for those classes in computer classroom all the time Course offerings are expanded through this strategy

GOING IN CIRCLES THE CURRENT MODEL Struggling in math Starts college in remedial math again Scores at developmental level Retests and still scores at developmental level Placed in conventional, remedial math course

SAILING ALONG Struggles in HS geometry, tests below college-level on the ACT, senior enrolls in SAILS math in the fall Masters all math comps AND earns her 4 th -year HS math credit Continues with MATH1530 College Statistics in the spring Completes 3-hour required general education math credit Transfers college math credit, continues college ahead of the game Graduates!
