His experience includes contracts, real estate transactions, federal, state and tribal litigation, zoning, elections, resolutions and ordinances. Verburg served as the City Attorney for the City of Phoenix from where he managed a public law firm of employees and oversaw a budget of $20,000,000 to $25,000,000. He managed the City s self-insurance program with approximately 100 civil cases per year and 100 administrative cases per year. Mr. Verburg supervised the City s prosecutorial function with 50,000 misdemeanor cases per year. Previously Verburg was an Interim City Attorney and Deputy City Attorney for the City of Glendale, and a partner in the firm of Margrave, Celmins & Verburg and the firm of Vlassis & Verburg. S CHMIDT sschmidt@gustlaw.com P RACTICE AREAS Natural Resources Public Law Real Estate Water Law Shiela Schmidt concentrates her practice in the areas of water law, governmental law, development agreements, and real estate. She has extensive experience working with municipalities, irrigation and water improvement districts, and landowners on a wide variety of Arizona water issues and has represented clients in the Little Colorado River and Gila River adjudications. Shiela's water law practice includes documenting, acquiring, and transferring groundwater rights in Arizona where she actively assists her clients in negotiating and resolving noncompliance matters before the Arizona Department of Water Resources. In addition to handling the full array of water related issues frequently encountered by municipalities, irrigation and water improvement districts, Shiela serves as special water counsel to municipalities and water improvement districts, providing her clients with counseling in connection with water and land development matters and negotiating and drafting of transactional documents. She also participates in the rulemaking process on water related matters and has drafted proposed water related legislation. Shiela's governmental law practice focuses on matters relating to municipal governance, development agreements, water, and real estate. Blain focuses her practice in the areas of creditors rights, bankruptcy and real estate transactions. Her experience includes commercial and consumer bankruptcy, foreclosures, and loan transaction documentation. She has extensive work as a government attorney in the following areas: open meeting law; public purchase and lease contracts; public records law and real estate acquisitions/disposals, easements, leases and other contracts involving real property matters. Previously she was Assistant General Counsel for Chase Bank where she represented the Bank in all levels of bankruptcy matters, handling workouts and litigation. She represented the Bank in settlement meetings and arbitrations. She managed collections and represented the Bank in real estate foreclosures and real estate transactions. Ms. Blain also served as Assistant City Attorney for the City of Phoenix where she provided bankruptcy advice for City departments and their counsel. In that capacity, she represented the Community and Economic Development Department, Phoenix Workforce Connection Board, Phoenix Community Development and Investment Corporation, Housing Department and Retirement Board in the government work listed above. 4 Jeff Moloznik Vice President, Development Jeff Moloznik serves as Vice President of Development at RED Development, LLC. Most recently, he has managed the development of CityScape Phoenix, RED Development s $500 million, 2.5 million sq. ft. mixed-use, high-rise destination in Downtown Phoenix. Since project conception, Jeff led the development of CityScape Phoenix. With more than 40 retail tenants; a 242 room hotel; 600,000 square feet of class A commercial office space; a City of Phoenix Park; two parking garages; and 224 high rise residential apartments; CityScape Phoenix has created a place to call Downtown Phoenix. Jeff s responsibilities include public and private financing, entitlements, tenant relations, design oversight, construction coordination, marketing, community outreach, and governmental relations. Additionally, Jeff is the Asset Manager of RED Development s newly completed Kimpton Hotel Palomar at CityScape, Phoenix s newest four-star boutique hotel. Prior to CityScape, Jeff lead the development of over one million square feet of open air RED Development retail centers in communities across the Midwest and Southwest. Committed to the local community, Jeff currently serves on the Board of Special Olympics Arizona, the American Heart Association, the Downtown Phoenix Partnership, the Board of Genesis Academy Charter School in downtown Phoenix, the City of Phoenix Tourism and Hospitality Board, and the Phoenix Parks Foundation Board of Directors. Jeff earned a Bachelor of Science from the University of Wisconsin, Madison. He resides in Phoenix, Ariz., with his wife, Molly.

5 Biography City of Surprise Economic Development Department Suzie Boyles Economic Development Coordinator Direct Line: (623) Suzie Boyles joined the City of Surprise Economic Development Department in March Prior to joining the City of Surprise, Suzie worked for the City of Buckeye s economic development department where she successfully implemented strategies designed to attract, retain, expand and grow businesses in the City. In addition, Suzie developed marketing initiatives and collateral around target economic development industries as well as managed contract and incentive negotiations with prospective clients. Before becoming an economic developer, Suzie worked for the Make-A-Wish Foundation of America. During her 7 year tenure, Suzie served as the Chapter Support Grants and Operations Manager where she managed a $6.7 million national grants program as well as multiple department operating budgets amounting to over $350,000. In addition, Suzie served as Corporate Alliances and Wish Manager where she managed corporate marketing and fundraising programs which amounted to over $400,000 in cause-related marketing support, $400,000 in mission critical in-kind support and a $2 million workplace giving revenue for the organization. Suzie received her Bachelor s and Master s degrees in Business Administration from Western New Mexico University. May 2015

6 Josh Wright has served as Town Manager of Wickenburg, Arizona, since 2011, where he oversees a staff of more than 80 and a budget of nearly $30 million. Previously, he spent five and a half years with the Town of Marana, Arizona, beginning as a management intern and departing as the Director of Strategic Initiatives, where he oversaw economic development, communications, and intergovernmental affairs. He began his public service career with The University of Arizona. Josh currently serves as President of the Arizona City/County Management Association and was honored with their Associate s Award for Excellence in Leadership in In 2011, he was named an Economic Developer of the Year by the Arizona Association for Economic Development. Josh is a native Arizonan originally from Tempe and is a graduate of The University of Arizona.

7 BIOGRAPHICAL STATEMENT Frank Cassidy is the Marana Town Attorney and a Certified Real Estate Specialist. He has handled a wide range of land use, eminent domain, and public works construction matters since his 1982 graduation from the UNIVERSITY OF ARIZONA College of Law. Frank has practiced law in large and small private law firms and three local governments, has taught Land Use Law as an adjunct lecturer at the UNIVERSITY OF ARIZONA since 1994, and is a co-author of ARIZONA LAND USE LAW, 6th Edition (2014). His wife Renée is a real estate agent. They have three grown children and one grandchild. { DOC / 9}
