3 NZQF NQ Ref 0767 Version 5 Page 3 of 11 National Certificate in Telecommunications (Level 3) with strands in Bearer and Switch, Building and Data Cabling, Customer Access Network, Customer Premises Equipment, Information and Communications Technology, Radio, and Rigging Level 3 Credits (depending on strand) Purpose This is an intermediate qualification for people training to become telecommunications technicians, and who are engaged in the installation and maintenance of telecommunications equipment and plant. The qualification is available in seven strands, reflecting the major sectors of installation and maintenance work within the industry as follows: Bearer and Switch telephone exchange switching equipment, and bearer and multiplexing (transmission) systems. Building and Data Cabling telecommunications cabling systems within buildings for voice and data communications. Customer Access Network the network of copper, fibre, and/or coaxial cables (outside plant) interconnecting telecommunications customers and switching centres. Customer Premises Equipment telecommunications equipment installed in customer premises, such as telephone systems, facsimile, alarm telemetry, digital subscriber lines, electronic funds transfer point of sale terminals (EFTPOS), and cable television. Information and Communications Technology (ICT) installation of ICT cabling and equipment, service and equipment expansion, and maintenance. Radio radio frequency plant and equipment such as point-to-point wireless links, broadcast radio and television, mobile and cellular radio, studio equipment, radar, direction finding systems, and microwave distribution systems. Rigging climb on, rig, and work safely on telecommunications network structures; perform rescues from, and guard against the dangers of electromagnetic radiation while working on telecommunications network structures. People with this qualification have a basic understanding of the telecommunications industry as a whole, and the skills and underpinning knowledge to install and maintain basic equipment and plant in their chosen sector. The qualification builds on the introductory National Certificate in Telecommunications (Level 2) [Ref: 0338], and is typically gained after two to three years of training and work experience. More specifically, as well as practical installation and maintenance of basic plant and equipment corresponding to the chosen strand, the qualification includes the following skills and knowledge: use and maintenance of basic installation tools; fault finding methodology; establishment and maintenance of effective working relationships;

4 NZQF NQ Ref 0767 Version 5 Page 4 of 11 knowledge of the basic concepts of telecommunications in general and for the chosen strand in particular; identification and control of hazards in the workplace; customer service techniques. The elective section provides opportunities for candidates to gain knowledge and skills in: personal computer operation and maintenance, and computer data management; use of personal protective equipment; climbing and working on electrical network structures; light lifting and rigging equipment operation in the electrical supply industry; operating as a traffic controller at roadwork sites; residential cabling, telephones, and facsimile machine installation; identification and avoidance of driving hazards; manual handling of goods. With further training and work experience, trainees may progress to the national certificates in telecommunications at Levels 4 and 5, which are qualifications for more experienced telecommunications technicians. Special Notes Recommended for entry National Certificate in Telecommunications (Level 2) [Ref: 0338] or equivalent skills and knowledge. Recognition of prior learning Applications for recognition of prior learning, supported by appropriate documentation, should be made either to or to accredited training providers. Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. 10 NZQF NQ Ref 0767 Version 5 Page 10 of 11 Changes to structure and content Standard credit value was increased from 20 to 23 as a result of a revision. Standard 1277 was added to the Core Compulsory section. Rigging strand was included and the title of the qualification was amended accordingly. Standards 25266, 25267, 25268, 25318, and were included in the Rigging strand. Credit value of qualification has changed to credits. For the purposes of versions 3 and 4 of the qualification, people who have gained credit for the following expiring standard will be exempt from the requirement to gain credit for the alternative standard. Credit for Exempt from Trainees may either complete the requirements of version 3 of the qualification or transfer to version 4. All new trainees will be enrolled in programmes leading to version 4 of the qualification. It is not intended that anyone be disadvantaged by this review, and the above arrangements have been designed for a smooth transition. However, anyone who feels they have been disadvantaged may appeal to at the address below. Previous versions of the qualification Version 3 of the qualification was registered in June 2006 in order to broaden the scope and improve flexibility for candidates. A Core Elective set was added and standards 2781, 7064, and 7065 were moved from strand requirements to the Core Elective. Standards 2780, 3465, 5627, 10507, 10509, and were also included in the Core Elective. Standard 12299, which was in the Customer Access Network Strand, was removed because it was designated expiring (its replacement was not included in the qualification). Alternative standard, 17459, was included in the Core Elective. The qualification credit totals was changed from to Version 2 of the qualification was registered in March 2005 to include a sixth strand, Information and Communications Technology, and the title was updated accordingly. Standard listings were updated to reflect new classifications and standard was removed. These amendments changed the qualification credit value from to Version 1 was registered in August 2000 and replaced the National Certificate in Telecommunications (Installation) with strands in Company Stock Plant and Equipment, Market Place Plant and Equipment, and Pre-determined Plant and Equipment [Ref: 0105], which no longer met industry requirements. The last date for award of that qualification was 31 December The five strands in version 1 recognised the major disciplines in the technical sector of the industry Bearer and Switch, Building and Data Cabling, Customer Access Network, Customer Premises Equipment, and Radio.
