1 Year end report for NCMA Grant - Project October 2013 The Florida Masonry Apprentice & Education Foundation (FMAEF) has been the beneficiary of a Grant from NCMA that is allowing us to expand the National Center for Construction Education and Research (NCCER) Masonry Programs to other parts of the country. NCCER is the standard for construction education. Since 1996 the NCCER training process of accreditation, instructor certification, standardized curriculum and national registry are key elements in developing a skilled workforce of construction professionals. Since 2005 FMAEF has been working with NCCER and has certified almost 500 Construction Instructors in over 120 Training Sites within the state of Florida. This has provided a construction curriculum with national industry credentials to thousands of Florida high school students as well as post secondary education apprentices. Using the knowledge acquired over the past eight years FMAEF along with the prior year Grant from NCMA we continue to share this expertise with other Masonry Organizations in other parts of the country. Discussions between Mason Contractors Association of America (MCAA), NCMA and FMAEF directed us towards the opportunity for funding to pursue the goal of expanding the program. In July 2012 an application was presented and accepted for a NCMA Grant to partially fund this opportunity for the year The formal process of revision of the NCCER Masonry Curriculum is under way and several representatives of the Masonry Industry have been named as NCCER Subject Matter Experts (SME). The second and third formal meetings were held in Dallas in February 2013 and in Atlanta in August This schedule will allow the Level One Textbook to be available by October 2013 and Level Two in the spring of Additional SME meetings will be held throughout the country in early 2014 to complete Level Two and Three. The SMEs will also complete an Assessment for Journeyperson Masons after the Level Thee Textbook is finalized There is a Severe Shortage of Skilled Workers in the construction industry in all trades. The strong working relationship with, MCAA, NCMA, FMAEF and NCCER will go a long way to addressing that shortage in the Masonry Industry as well as other construction trades. The use of national recognized standard curricula for all of the Masonry Industry will allow Apprentices and Journeypersons from any part of the country to carry NCCER Credentials with them throughout the country and to many other parts of the world. A formal presentation addressing these issues was made at the World of Concrete Convention in February To date we have worked with programs in Arizona, Colorado, Utah, Kentucky as well as National MCAA in establishing Masonry Apprenticeship programs. The electronic version of the MEF Smartbook is ready for distribution to help other programs in processing the NCCER documentation to provide the National Industry Credentials.

8 THE EDUCATIONAL IMPACT As educational systems around the world have focused on four year university education, there has been a decline of Career and Technical Education both curricula and enrollments have eroded over the past several decades. The traditional education to jobs pipeline has diminished In addition, with fewer new workers to offset current retirements in the skilled trades, many economies are experiencing skilled workers shortages that will become critical as economies improve.
9 EDUCATION REACTS The USA has lost our global leadership in educational attainment and achievement. Teen and young adults (20 24) are increasingly unable to find work According to NCPN s Thriving in Challenging Times, approximately a million high school students dropout annually. The primary reason: they didn t believe high school was relevant, or providing a pathway to achieving their dreams. 11 WHAT IS THE PATHWAYS CHALLENGE? The challenge is to connect education to our economic development by developing the next generation workforce. To recapture our global educational and economic leadership. Business and industry must have access to an abundant pool of well qualified workers, which in turn requires that our public school system produce graduates who are college and career ready, with entry level job skills and credentials. 13 CAREER & TECHNICAL EDUCATION PATHWAYS The path to success starts with a Career and Technical Education (CTE) program in high school, as many of the Florida programs have done. These technical classes are no longer strictly for low achievers. They are preparing students for career and college tying classroom education to real life application. CTE provides direct correlation to the job market, rather than spending time in a broad field of study with no technical skill training. NCCER
14 CTE AND PERKINS IV Perkins IV legislation intends for CTE programs of study to: result in certification from business and industry, and generate outcomes that could be measured against a set of Academic and industry standards. That can be verified through the demonstration of knowledge and skills. CTE is a bridge between secondary and postsecondary education. In fact, high school CTE programs increasingly serve as a pipeline to community colleges. Also into Apprenticeship Programs. 40 I just completed the ICTP Now what? You have just spent three days learning about NCCER and how to teach in the classroom and you may have even more questions after you return to your facility then before you entered the ICTP. Here are some suggestions to help with that quandary. Many of the answers and other valuable information can be found in the MEF Smart Book which is available at First of all Teach. Hopefully during the class you picked up some ideas that will help you to become an even better teacher. Your discussions with the members of your NCCER class gave you the value of their experience. You have a list of their names and contact information that you can use to continue the conversations and gain even more value. Your initial focus will be on getting the NCCER Core Curriculum completed. Will you be doing all 9 modules or chose to not do module six which is an elective? The Core can take the better part of the school year to complete. Trade and other curriculums can be done concurrently or after the Core is completed. Review what is needed to conduct the NCCER Curriculums. Supplies and equipment may be needed to be requested for your programs. Do you have the textbooks that you need for your students? Are your textbooks to most current edition? What about an Annotated Instructor s Guide for your use. Could you be using NCCERconnect, the electronic version of your textbook? To do the best job you need the necessary supplies. Without them you will be limited on your effectiveness. Review the Timeline for your program, it will tell you when System Generated Numbers (SGN) and Form 200s need to be submitted to have your students receive their NCCER Cards and Certificates in a timely manner. NCCER Certificates will not be issued until the Core has been completed and the Form 200 submitted and accepted by NCCER. Use the resources that have been provided and your classroom will become a comfortable place. You will now be providing your students the value of Nationally Recognized Credentials with NCCER. You will be providing your students with information that they will use for the rest of their lives and could lead them to valuable career in the Construction Industry. 41 SGN Request Form & Procedure SGN forms MUST be submitted using the excel spreadsheet entitled SGN Request Form. You MUST submit your form electronically through to your sponsor representative. Date: Training Sponsor Name: Florida Masonry Apprentice & Educational Foundation, Inc Training Unit Name: Class: Instructor Name: SSN or NCCER card#: Instructor Phone: Instructor 5/13/2013 When submitting SGN requests, the following guidelines must be strictly adhered to: DO NOT fax the printed form. IMPORTANT : When using a System Generated Number (SGN), the number becomes the only means of access to an individual's record in the National Registry (ANR). This SGN will be required for any additional assessments or training credits to be applied to the individual's record. If the individual is 19 years or older a $10.00 fee applies per number. The only exception is for non-us citizens who do not have an SSN. It is the responsibility of the Training Sponsor, Assessment Center, Instructor and the Trainee to keep record of the assigned SGN(s). If the trainee already has an SGN from an NCCER training sponsor or NCCT site, the trainee should continue to use that number. NCCER is not responsible for maintaining SGN requests. 0 The SGN Request Form excel spreadsheet is the ONLY format NCCER will accept. Please DO NOT USE PUNCTUATION for student name or ALL CAPS. SGN First Name M.I. Last Name DOB Over 18 US Citizen (Provided by NCCER) (MM/DD/YY) (Y/N) (Y/N) The form MUST be typed. Make sure that the top portion of each page of forms is complete so that NCCER will have the correct school/training facility and address to send the certificates of completion and NCCER cards. Example of the correct format: Johnny A Smith Please Note: THE INFORMATION YOU ENTER WILL BECOME PART OF THE PERMANENT DATA RECORD IN THE NCCER DATABASE. The student date of birth MUST be entered in the following format: mm/dd/yyyy. Example of the correct format: 01/01/2012 The columns titled Over 18 and US Citizen MUST be filled in with a Y or N. Submit this request to your sponsor representative.
