1 CHRISTOPHER SIEGE Summary of Professional Experience Christopher Siege, a research programmer/analyst, joined RTI in November In addition to bachelor s and master s degrees in computer science, Mr. Siege has more than 15 years in the industry developing numerous applications in a variety of software languages and environments. This development has concentrated on developing complex client-server and web-based applications using Microsoft.NET technologies. Mr. Siege is currently a Microsoft Certified Professional and holds a Microsoft Specialist Certification in HTML5, CSS3 and JavaScript in additional to completing exams in the development of Web Services using Microsoft Azure. Certifications and Exams Microsoft Certified Professional Microsoft Specialist - Programming in HTML5 with JavaScript and CSS Exam - Developing Microsoft Azure and Web Services Selected Project Experience Chronic Effects for Neurotrauma Consortium (CENC) (2013 to date) Lead Software Engineer and Task Leader. CENC is a coordinated, multicenter collaboration linking basic science, translational, and clinical neuroscience researchers from the Department of Veterans Affairs, military, and academia to effectively address the long-term effects of mild traumatic brain injury (mtbi) and its diagnosis and treatment. Responsible for the design and implementation of the CENC project Web site and multiple secure data management systems. Also primary development contact for data security and data management efforts. National Heart, Lung, and Blood Institute Recipient Epidemiology and Donor Evaluation Study-III (REDS-III) (2011 to date) Lead Software Engineer. The REDS-III research program for the National Heart, Lung, and Blood Institute of the National Institutes of Health assesses blood banking and transfusion medicine practices. Responsible for the design and implementation of project Web site, multiple secure data management systems, and large-scale data processing of medical health record data warehouse, for this international multisite, multistudy data coordinating center project. Serves as primary development contact for REDS-III FIPS-moderate compliance using RTI s Enhanced Security Network. U.S. Bureau of the Census Computer Audio-Recorded Interviewing (CARI) Research Coaching System (2010 to 2013) Lead Software Engineer and Task Leader. Research project for the U.S. Bureau of Census to continue development of the CARI monitoring system to evaluate computer-assisted

Served as lead software engineer responsible for the design and implementation of the ASP.NET Web-based system containing components for interview coaching. Also responsible for security design, database design and integration, and performance testing and tuning. Task leader for multiple development tasks managing work schedules and deliverables. Also interfaced frequently with client. Department of Homeland Security, Violent Intention Modeling and Simulation (VIMS) (2010 to 2011) Lead Software Engineer. VIMS was a major research project managed by the Institute for Homeland Security Solutions (IHSS) for the Human Factors/Behavioral Sciences Division (HFD) of the U.S. Department of Homeland Security s (DHS s) Science and Technology Directorate. VIMS developed analytical tools that used modeling and simulation to interpret the motivations and behaviors of violent groups and identify factors indicating that a group may engage in ideologically motivated violent activity. Served as lead software engineer for the VIMS application with responsibilities including rapid design and development of a complete Web-based system using ASP.NET, JQuery, JQueryUI, and SQL Server. Also responsible for the system architecture and design documentation, and the development of automated unit tests for the VIMS models. U.S. Bureau of the Census CARI Research Monitoring System (2009 to 2011) Lead Software Engineer. This is a research project for the U.S. Bureau of Census to develop a complete CARI monitoring system to evaluate CAPI and CATI. Served as lead software engineer responsible for design and implementation of the ASP.NET Web-based system containing components for behavior coding and quality assurance. Also responsible for security design, database design and integration, and performance testing and tuning. Professional Experience 2009 to date RTI International, Research Triangle Park, NC. Research Programmer Analyst. Works within the Research Computing Division leading the design and development of responsive Web-based applications and data management systems using Microsoft Visual Studio.NET technologies (ASP.NET, C#), jquery, jquery UI, JavaScript, HTML5, CSS3, DNN, SQL Server, SQL Server Integration Services, and Oracle. Additional experience includes development of both operational and research data analytics using Google Charts, D3.js, DC.js, and Kibana to 2009 Duke University, Information Technology Group, Duke Visa Services, Durham, NC. Senior Software Engineer-Analyst II. As a Microsoft.NET Senior Engineer developed both Web-based and Windows client applications to automate business processes using Visual Studio.NET, Web Services, and SQL Server Primary engineer for Web-based applications used internally by departments and accessed worldwide by foreign nationals to complete requests for visa document processing. Applications include use of C#, ASP.NET, Master Pages, AJAX, CSS, and JavaScript. Also significantly contributed to internal case management Winform development that incorporates document management, C#, Windows Workflow Foundation, and Web Services.

Provided leadership and mentoring in a creative, disciplined, and process-oriented development environment that maintains a high level of compliance through internal controls and standard operating procedures. Senior Software Engineer-Program Analyst IV. Principal engineer responsible for all phases of Administrative, Corporate, Finance, and R&D application development. Incorporated a rapid, lean agile development methodology for implementing Web-based and Windows client applications using Visual Studio.NET 2003 (ASP.NET, C#, VB.NET), JavaScript, AJAX, Web Services, Oracle, and SQL Server. Designed architecture for company software development framework in addition to development of numerous vertical applications, including complex research data capture and visualization systems, corporate contract tracking system, employee staff reporting system, and various clinical data systems. Also, primarily responsible for database schema design, development of complex transactional processes, stored procedure and function development, and performance optimization for both Oracle and SQL Server. Led effort to introduce business process automation through technology across numerous departments in the company. Senior developer responsible for multiple critical path projects. Primary technical point of contact for BroadVision Web Application Server, Solaris system administration, Java, and JavaScript development. Developed various Web-based products using JavaScript, C++, XML, WML/WAP, Oracle, BroadVision APIs, Rational Rose, and UML. Assumed numerous lead roles in addition to development, including primary system and network administration for production site, application deployment, configuration management, and project schedule management.
