2 Evaluate Program at Baseline University evaluators conducted a series of worker focus groups, case record reviews, and family interviews as a means of understanding current RCCHSD Child Protection case management processes and outcomes. University evaluators also conducted a Time Study to better understand how RCCHSD Child Protection staff spend their time in a given week. Findings from the Baseline Evaluation were used to inform the development of the CFA model and to track differences in outcomes upon full implementation of the model. 4 Develop & Implement Program CFA RCCHSD developed a new model of comprehensive family assessment to be used in Child Protection Case Management, based on the Comprehensive Family Assessment Guidelines established by the Children's Bureau. This model was developed as a collaboration between RCCHSD management and frontline workers, as well as members of the Advisory Committee and cultural consultant groups. During implementation of the CFA model in Case Management, University evaluators interviewed workers, supervisors, and case aides, read case records, and shadowed supervisors to better understand how components of CFA were being utilized in practice. 5 Develop & Implement Intake CFA RCCHSD developed a new model of comprehensive family assessment to be used in Child Protection Intake and Investigation units, based on the Comprehensive Family Assessment Guidelines established by the Children's Bureau. 6 Amend CFA RCCHSD amended the model of comprehensive family assessment (for Case Management and Intake and Investigation units) based upon findings from the University s evaluation of fidelity. The newly developed model was amended as a collaboration between RCCHSD management and frontline workers, as well as members of the Advisory Committee and cultural consultant groups. In addition, the practice model was amended for use in the One Family One Worker model of Family Assessment (Alternative Response) being implemented in RCCHSD. 7 Implement & Evaluate Final CFA University evaluators conducted a series of worker focus groups, interviews, observations, and case record reviews as a means of understanding RCCHSD Child Protection processes, practices, and outcomes under CFA. University evaluators also assessed educational outcomes of children involved in Child Protection pre- and post- CFA implementation. They also developed a manual to disseminate information about implementation processes with the transition to CFA using the National Implementation Research Network (NIRN) framework.
