ALASKA POWER ASSOCIATION MISSION STATEMENT & HISTORY MISSION STATEMENT The mission of Alaska Power Association is to assist our members in accomplishing their goals of delivering electric energy and other services at the best value to their consumers. HISTORY Electric cooperatives in Alaska joined together to form the Alaska Rural Electric Cooperative Association in Through the association s advocacy and by sharing their resources, cooperatives pioneered electric service to many Alaska communities. Today, more than 90 percent of Alaskans receive their electricity from electric cooperatives or municipal utilities. In 1979, ARECA hired its first staff an executive director and began providing services that assist utility members with their goals of providing reliable service at the lowest reasonable cost. The trade association s advocacy has focused on keeping electric rates affordable for consumers and strengthening Alaska s energy systems. In 2003, ARECA changed its name to Alaska Power Association and has continued to advocate on behalf of the interests of its member utilities on current issues. The organization is governed by a board of directors composed of representatives from each of the member electric cooperatives, joint action agencies and municipal member utilities. Staff provides governmental representation, industry information, insurance, training and other services to member utilities and to Alaska Power Association s sister organizations: ARECA Insurance Exchange (AIE); ARECA Educational Foundation, Inc. (AEF); and the ARECA Training Council, Inc. (ATC). 8 9

APA is a 501(c)(6) nonprofit organization funded primarily by membership dues. APA offers three classifications of memberships: Active, Associate and Supporting. ACTIVE MEMBERS This category of membership applies to rural electric cooperatives, municipal electric utilities, regional electric authorities or joint action agencies organized under the laws of the state of Alaska with annual sales of at least 800 MWh. They serve a term of one year once elected at the annual shareholders meeting held in November or December. The board members also serve as the executive committee for ARECA Insurance Exchange. 62 AWARD RECIPIENTS DAVID P. HUTCHENS PUBLIC SERVICE AWARD Merrill Sikorski The David P. Hutchens Public Service Award was presented at the Alaska Power Association Annual Meeting Awards Banquet on August 23, 2018, to Merrill Sikorski. He was recognized for his many years caring for the community he lives in and supporting his local electric co-op. Through a unique program that encourages young people to come up with ways to care for the environment while establishing trusting relationships with big and small companies alike, Merrill has impacted the lives of countless residents of his adopted community. HATCHER-WILLIAMS-TURKINGTON EMPLOYEE AWARD Stephen H. Smith, Jr. The Hatcher-Williams-Turkington Employee Award recognizes electric utility industry employees and commitments to the industry and their communities. Stephen has kept the power on in his community for nearly 40 years. As a lineman, he has faced more arctic blizzards, high-wind and other hazards, spent countless holidays away from home and more days and nights in nearby villages than most people can attest to. Stephen s unwavering dedication to his job and his communities will live on in the people he has trained and mentored. MASON LAZELLE ACHIEVEMENT AWARD Ben Frantz The highest honor the association gives its own is the Mason LaZelle Achievement Award. This award recognizes extraordinary contributions to the electrification effort in Alaska. The 2018 award went to Ben Frantz, General Manager of Barrow Utility and Electric Cooperative. Ben has a decades-long career of not only leading his utility but as a stalwart leader in his community. Under Ben s leadership, the utility has invested heavily in the youth of the community, helping them financially to achieve their goals and dreams by growing leaders for Alaska s future. Like many great leaders, Ben finds himself away from home frequently, advocating on behalf of our industry with state and federal lawmakers. He has served for six years as Board President of the Alaska Power Association. Our winner is perhaps most known for his always friendly personality, the smile permanently beaming on his face, and the amazing stories he tells from a life in Alaska. Ben has an amazing perspective on where Alaska has been and where it should be going. HUTCHENS PUBLIC SERVICE AWARD Adam Berg Alaska State Legislature POLITICAL ACTION COMMITTEES AK CARE & ACRE The Alaska Committee for the Advancement of Rural Electrification (AK CARE) was organized by Alaska s electric cooperative leaders in Every year, ACRE the political action committee of the National Rural Electric Cooperative Association returns a percentage of contributions to states from which the donations were raised. In Alaska, national funds are combined with AK CARE donations to help support selected State Senate and House of Representatives candidates. AK CARE contributions are for candidates who support rural electrification efforts that benefit more than a half-million of Alaska s electric consumers. AK CARE is nonpartisan and makes contributions on the basis of a candidate s support for positions and policies endorsed by the membership of Alaska Power Association. The Action Committee for Rural Electrification is the political action committee of the National Rural Electric Cooperative Association. What makes ACRE different from other PACs? ACRE funds are personal contributions from local co-op managers, directors, employees and member-owners of electric cooperatives. ACRE is a true grassroots program, made up of activists who understand that political involvement is a necessary ingredient for success in the political process. ACRE members come from all backgrounds and regions of the country and represent the interests of the nation s nearly 1,000 not-for-profit electric cooperative systems and their 42 million consumers in rural and suburban areas of the country. ACRE supports congressional candidates, regardless of party, who share public policy goals consistent with the mission of member-owned electric cooperatives. While ACRE supports candidates for the U.S. House and Senate, it does not contribute to presidential campaigns. Approximately half of the contributions to ACRE are returned to the statewide associations or political action committees for use in state elections. 63 YOUTH PROGRAMS NRECA YOUTH TOUR OF WASHINTON D.C. Each year, APA s David P. Hutchens Scholarship sends an Alaska student to Washington D.C. as part of the National Rural Electric Cooperative Association s (NRECA) Youth Tour. The Tour, which began when Lyndon B. Johnson was president, affords students from across the country a chance to learn first-hand what it s like to be involved in politics, community service and today s pressing issues. In 2018, Hannah Delker, from Soldotna, made the long journey to the nation s capital with the Youth Tour program. Delker was chosen for the Youth Tour during the annual Youth Rally. Youth Tour participants also take part in the annual NRECA Youth Leadership Council the month following the Tour. Delker represented Alaska among students from other states, giving speeches and taking part in leadership building exercises. Delker s participation in these activities was sponsored by APA s Hutchens Scholarship, Homer Electric Association and NRECA. YOUTH RALLY For 20 years, Alaska Electric Utilities have sent high school students to a one-week youth leadership program in Caldwell, Idaho, called the Idaho Consumer-owned Utility Association Youth Rally. At the Youth Rally, students hear how the Rural Electrification Administration supplied electric power to families in the poorest, most rural communities in the country. They also learn how public power utilities are governed by citizen volunteers on boards and commissions. During the week, the students take part in team-building exercises and hear presentations by motivational speakers. By the end of the Rally, the students are well versed in public power history, the role of an electric utility in the community and the importance of member-owned governance. Many are ready to serve as enthusiastic ambassadors for their local electric utility.
