1 Draft Minutes Security Industry Standards Council (SISC) Committee Meeting ISC West Las Vegas, NV April 6, :00 a.m. 11:00 a.m. Room #505, Sands Convention Center 1. Administrative 1.1 Call to Order Mr. Ader called the meeting to order at 9:05 a.m. on Thursday, April 6, Introductions The meeting attendees introduced themselves as well as the participants that participated via teleconference. A complete listing of the meeting participants can be found in Attachment A of these minutes. 1.3 Attendance Roll call off the spread sheet. See Attachment A for the attendees. The following organizations were placed in jeopardy for non-attendance after the roll call. If not at the October 2006 meeting; their status will be changed to observer. SecuraKey UL 1.4 Membership As of this meeting the current voting membership is contained in Attachment B. 1.5 SIA Antitrust Policy Ms. Vago referred participants to the SIA Antitrust policy appended to the agenda and reminded participants that they are subject to the policy. 2. Chairman's Remarks Mr. Ader thanked the participants for their attendance and noted that there are currently numerous standards development activities underway within the respective SDOs. 3. Approval of the Draft Agenda for 2006/04/06 Meeting Mr. Ader asked the participants to review the draft agenda that had been distributed and asked if there were any other modifications to be made to the draft agenda. After further discussion, the following motion was addressed: Dischert / Salinas Motion: "Motion to approve the draft agenda as presented." Vote on the motion: Unanimous consent. Motion passes. 4. Approval of the Draft Minutes of 2005/08/25 Meeting

2 Mr. Ader asked the members to review the draft minutes from the August 25, 2005 meeting that had been distributed and asked if there were any modifications to be made to the draft minutes. Staff noted that there should be a correction to the attendee listing of the 2005/08/25 minutes as follows: Add: Securitron Scott Baker Sargent Leslie Saunders HES / Folger Adam Brian Moses After further discussion, the following motion was addressed: Dischert / Zivney Motion: Motion to approve the draft minutes as amended. Vote on the motion: Unanimous consent. Motion passes. 5. Standards Developing Organizations Reports 5.1 ASIS Ms. Woods provided a brief report via teleconference on the latest guideline activities to date for ASIS. Further information may be found from the website at: It is anticipated that there will be six guidelines published by June/July of this year on: Business Continuity Guideline Chief Security Officer Guideline General Security Risk Assessment Guideline Private Security Officer Selection and Training Guideline Threat Advisory System Response Guideline Workplace Violence Prevention and Response Guideline Other guidelines under development include: Preemployment Background Screening Guideline Information Asset Protection Guideline Physical Security Measures Guideline Mr. Ader thanked Ms. Woods for her update. 5.2 CSAA Mr. Fiore, Chair of CSAA s Standards committee reported on six standards efforts. Further information on these activities can be found at their website at: The efforts include: The revision of CS-V-01 Verification Standard Video Verification Standard Draft The revision of CSAA GOT 1 Audio Verification and Multiple Trip Verification (MTV) have been folded into the CS-V-01 Revision Effort New Work on Response Standard for CO Detectors (this is to define how to respond to these devices). There is an attempt to also bring in the medical community and first responders as well as any other interested parties. The participants commended CSAA for the glossary of terms revision effort and Mr. Ader thanked Mr. Fiore for his report.

3 5.3 NBFAA Report Mr. Murphy, Chair of the NBFAA Standards Committee reported on the group s recent activities. The NBFAA Standards activity has recently joined the NFPA activity on 730/731. In addition the group is beginning work on a standard for service and inspection of CO detectors. This is intended to compliment the monitoring standard. Further information on their activities can be found at: Status of NBFAA SRSS-01, Remote Station Standard [Tabled at 2004/04 SISC Meeting] This document will be undergoing a subsequent public review based on the comments that had been submitted. Modifications have been made. Mr. Murphy thanked Mr. Clary for his input on this effort. Mr. Ader thanked Mr. Murphy for his report. 5.4 SIA Mr. Knight, Chair of SIA Standards Committee, reported out on the SIA standards activities (see Attachment C). He noted the new work for Identity Management / Carrier Management Systems Data model and noted that there will be a couple of drafts that will be undergoing Public Review in the very near future. These include the DC-09 document as well as the OSIPS-01 Framework document. Links to the efforts are contained in the report attached. Mr. Ader thanked Mr. Knight for his report. 6. New Business / Open Discussion Mr. Fiore provided a brief presentation on recent AICC (Alarm Industry Communications Committee - activities (See Attachment D). The AICC along with SIA s DC-06 have been attempting to work with the Cable industry for testing of VoIP. The biggest concern of the cable industry seems to be the backup battery issues. Currently, CableLabs is conducting tests on PacketCable 1.0 vs. PacketCable 1.5 and checking interoperability with the industry s formats. It is anticipated that in June there will be a third and final interoperability test for laboratory success. This does not address delay, jitter and loss. Mr. Ader thanked Mr. Fiore for his update. 7. Next Meeting The next meeting will be held on Wednesday, October 25 th from 10 a.m. to 12:00 noon at the Jacob Javitts Convention Center Rooms 2D06-2D07 in New York. 8. Adjournment The meeting was adjourned (Knight/ DeVoe) at 10:25 a.m. Indicates that a vote will be taken under that agenda item(s).

The follow are the most recent actions taken by the committee on new work areas that have been proposed: Identity and Card Management Interface Standard - This effort will incorporate the applicable requirements of the FIPS 201, PIV II and related federal identity verification standards with the expectation that the resulting model will provide a specific model for integration of these requirements within the electronic physical security industry. The work is underway in an ad hoc group under the Pan Industry Data Models Subcommittee. 21 Alarm Monitoring Consumer Notification Amendment

22 A VoIP service provider shall provide clear and conspicuous notice to each customer prior to installation and/or number activation of VoIP service that to ensure proper functioning of alarm, security, and/or personal emergency response system monitoring services: the customer s alarm, security and/or personal emergency response system must be tested and the alarm, security and/or personal emergency response provider must be notified after VoIP service is installed; and in order for alarm, security and/or personal emergency response system signaling to function in the event of a power outage, twenty-four hour battery backup is required for customer premises equipment installed in connection with the VoIP service.
