Post-Secondary Learning Act (PSLA): The PSLA gives GFC responsibility, subject to the authority of the Board of Governors, over academic affairs (Section 26(1)) and provides that GFC may make recommendations to the Board of Governors on a building program and related matters (Section 26(1) (o)). Section 18(1) of the PSLA give the Board of Governors the authority to make any bylaws appropriate for the management, government and control of the university buildings and land. Section 19 of the Act requires that the Board consider the recommendations of the general faculties council, if any, on matters of academic import prior to providing for (a) the support and maintenance of the university, (b) the betterment of existing buildings, (c) the construction of any new buildings the board considers necessary for the purposes of the university [and] (d) the furnishing and equipping of the existing and newly erected buildings [.] [ ] Section 67(1) of the Act governs the terms under which university land may be leased. 2. Delegation of Authority Notwithstanding anything to the contrary in the terms of reference above, the Board of Governors and General Faculties Council have delegated to the Facilities Development Committee the following powers and authority: A. Facilities 1. To approve proposed s (Programs) for academic units. 2. (i) To approve proposals concerning the design and use of all new facilities and the repurposing of existing facilities and to routinely report these decisions for information to the Board of Governors. (ii) In considering such proposals, GFC FDC may provide advice, upon request, to the Provost and Vice-President (Academic), Vice-President (Facilities and Operations), and/or the University Architect (or their respective delegates) on the siting of such facilities. Other Matters The Chair of FDC will bring forward to FDC items where the Office of the Provost and Vice-President (Academic) and/or the Office of the Vice-President (Facilities and Operations), in consultation with other units or officers of the University, is seeking the advice of the Committee. 3. 6 1.0 Executive Summary This document outlines the current space utilization of the Faculty of Physical Education & Recreation (FPER) and outlines a Greenfield space program to support future Academic, Athletics and Recreation activity needs. 8 2.0 Introduction 2.1 Purpose and Scope The primary purpose of this document is to describe the current space allocations of the Faculty of Physical Education & Recreation (FPER), to identify deficiencies and to project future requirements. By confirming the Faculty s space needs based on accepted standards and allocations, a foundation is provided for the future exploration by the University of options for the deployment of FPER s space resources to best meet the needs of students, faculty and the University community for teaching, learning, research, athletics and recreation. To this end, this document outlines: FPER s teaching programs, enrolments and staffing complements current and projected; FPER s research activities, laboratories, institutes and centres; FPER s athletic and recreation programs and facilities; Current FPER space inventory and deficiencies and issues of note; Projected FPER space requirements. 9 3.0 Faculty Overview The University of Alberta s Faculty of Physical Education and Recreation (FPER) is the oldest in the Commonwealth and the first of its kind to offer a doctoral program. FPER offers teaching and research in physical education, kinesiology, recreation and leisure studies and sports sciences as well as university-wide athletics and recreation programs. In fact, the mandate and responsibilities of FPER within the University context can be described as dual. On one hand, the Faculty is responsible for the delivery of undergraduate and graduate programmes and for research, clinical and outreach programmes consistent with the standards and objectives of the institution. On the other hand, FPER is also responsible for the provision of quality athletics and recreational programming targeted at the entire University of Alberta community and beyond. The space requirements for FPER must account for this duality. It is important to note that typical standards and norms available to generate space allocations are, in many cases, not well suited for this double purpose. FPER enjoys the use of dedicated, purpose-built buildings at the North Campus (73.9% of its space), the South Campus (25.7% of its space), and elsewhere within the City of Edmonton (0.4% of its space). The current direction is that Athletics and Academic uses will move to South Campus and Recreation will remain at North Campus. There are exceptions: swimming and hockey would stay at North Campus unless facilities are constructed on South Campus in the long term. A relocation of FPER s Academic programmes implies many important decisions in terms of access, duplication, land use, etc. This document outlines a Greenfield Space Programme and does not address this possible relocation. However, the space requirements shown in this report can provide the University with key data and information needed to evaluate such a scenario. Accordingly, care has been taken to describe activity loads and allocations in three categories: Academic, Athletics and Recreation. Furthermore, caution must be exercised when reviewing the needs and utilization of space by the Faculty of Physical Education & Recreation. The following points should be considered: The inventory being described is divided between two locations, namely the North Campus and the South Campus. Normative assessment tools that consider the number of square metres per student (or similar) still apply, but must be tempered by the fact that the South Campus location is not readily accessible to most University stakeholders. The situation will change in future as the South Campus expands. Also, a light rail transit system has recently opened but travel patterns are still being established. The Saville Centre located on the South Campus enjoys a particular status. It is mostly used by external parties on a fee-for-access basis. This arrangement is central to the financial viability of the complex and precludes general no-fee access by the University community. Again, normative assessments tools based on the number of square meters per capita should consider this. In many ways, the quantity of athletic and recreational spaces at the University of Alberta (described in the inventory under categories 7, 12 and 13) is driven by the size of the student population of the University as a whole, its institutional culture, its history and its fiscal capacity. 10 On the other hand the quantity of space dedicated to the Faculty of Physical Education & Recreation (described in the inventory under categories 1, 2, 3, 4 and 16) is directly linked to its student body, staffing complement, research and outreach activities. The juxtaposition of both sets of inputs is paradoxical in view of the fact that the Faculty depends heavily on the athletic and recreational spaces of the University as a whole (Category 7), yet the Faculty does not drive these requirements. This is a situation encountered in most institutions. 3.1 FPER Programs The Faculty offers the following degree programs: Undergraduate: BARST Bachelor of Arts in Recreation, Sport and Tourism BPE Bachelor of Physical Education BPE/Ed Bachelor of Physical Education/Education (5-year combined degree offered in conjunction with the Faculty of Education) BSc Kin Bachelor of Science in Kinesiology Graduate: Doctor of Philosophy Master of Science (thesis-based) Master of Arts (thesis-based) Master of Arts (course-based) Master of Arts in Recreation and Leisure Studies (thesis-based) Master of Arts in Recreation and Leisure Studies (course-based) 3.2 FPER Enrolments According to the September 2009 Faculty Council Deans Reports, FPER enrolled 971 undergraduate students and 137 graduate students. Since FPER services both the entire university community and its own undergraduate and graduate students, for planning purposes, enrolments here are expressed in full-load equivalent (FLE) figures, a measure that amalgamates both full-time and part-time student populations and reports them as if all students were studying on a full-load basis. 3.2a FPER Undergraduate Enrolments Current and Future Projections FPER enrolments are controlled by the University and the Province and already stand at their maximum undergraduate FLE enrolments by year are shown in the following table. For planning purposes, the undergraduate population of the Faculty has been set at 965 FLEs in the context of this review. 3.2b FPER Graduate Enrolments Current and Future Projections Currently, FPER enrols 100 graduate students distributed across program levels as seen in the following table. For planning purposes, the graduate population of the Faculty has been set at 200 FLEs in the context of this review. 3.2c University wide Enrolments Given FPER s responsibility to oversee varsity and recreation activities at the University, it is necessary to consider the enrolment of the entire university as a basis for assessing requirements for athletic and recreation spaces. The Office of Strategic Analysis reports the 2007 population of the University as follows. Table 4: 2007 Full-Load Equivalent (FLE) Student Population Programme 2007 Undergraduate 28,477 Graduate 4,935 Total 33,412 A review of the University Plans for Submission to the Government of Alberta indicates that the population of the institution will remain relatively stable over the next five years. The population projection for 2011 is 33,673 FLEs. The balance of undergraduate to graduate students will shift however, with the University wishing to emphasize the latter along with a focus on research and innovation. For planning purposes, the FLE population of the University of Alberta has been set at 28,000 undergraduate FLEs and 6,000 graduate FLEs for a total of 34,000 students. 12 3.3 FPER Staffing 3.3a FPER Full-Time Faculty Complement FPER currently employs 42 full-time faculty and has hired or plans to hire 8 additional academic staff, bringing its complement to 50 full-time faculty. 3.3b FPER Part-time / Sessional Faculty Complement FPER employs 47 sessional instructors with partial teaching loads. FPER does not provide offices for those individuals who are teaching one course over a term, but there is a desire to provide these individuals with an appropriate work area on a hotelling basis. When sessional instructors are teaching a group of courses over both terms, FPER aims to provide them with on-campus office space. 3.3c University Staffing Levels The University Data Book Summaries indicates that the University has approximately 10,400 full-time equivalent employees. Because student enrolments are expected to remain relatively stable it is assumed that the employee population will also remain stable over the next five years. The quantity and type of athletic and recreational facilities at the University must be considered in relation to its population. Other factors must be considered as well, including the University s culture, history and fiscal capacity. 3.4 FPER Research The Faculty of Physical Education and Recreation supports a wide range of research programmes covering a broad spectrum of movement, socio-cultural, sport, leisure and tourismbased research. Focus areas for research include the following: Active, Healthy Children Adapted Physical Activity Analysis of Human Movement Athlete Health Exercise Physiology and Biochemistry Behavioural Medicine and Health Psychology Leadership and Instruction Recreation and Leisure Studies Sociological and Cultural Studies of Sport and Leisure Sport and Leisure Organizations Sport Psychology October 2009 Faculty of Physical Education & Recreation Page 7

13 FPER researchers perform research and work actively and collaboratively with a number of organizations both on- and off-campus related to the areas of sport, physical activity and health. These include the following research institutes and centres: Alberta Centre for Active Living / Canadian Health Network Alberta Centre on Aging The Canadian Athletics Coaching Centre The Provincial Fitness Unit / Be Fit for Life Glen Sather Sports Medicine Clinic The Steadward Centre for Personal and Physical Achievement 3.5 Athletics and Recreation Facilities Most University of Alberta sports and recreation facilities are open to students, faculty and staff, U of A alumni and the community. 3.5a Athletics Activities The University of Alberta is very proud of its athletics programmes and renowned for its varsity championship heritage. The Bears and Pandas compete in all major sports under the Canadian Interuniversity Sports (CIS) umbrella. The University provides competitive experiences to over 500 of its student-athletes. The roster of teams is described in the table below. 14 3.5b Athletic and Recreation Facilities Van Vliet Centre North Campus facilities are housed in the Van Vliet Centre, named for the faculty's founding dean, Dr. Maury Van Vliet. Facilities in this Centre include: The Clare Drake Arena for ice hockey North Gymnasium with 3 basketball, 4 volleyball and 12 badminton courts Aquatic Centre with two indoor pools Nine lecture theatres and classrooms Dance studio with 2 volleyball and 4 badminton courts 10 squash courts 3 multi-purpose gymnasiums 3 racquetball courts Weight training area Equipment Room handling sports equipment, towel service, locker rentals Fitness and Lifestyle Centre containing cardiovascular and strength-training equipment The Steadward Centre for Personal and Physical Achievement Glen Sather Sports Medicine Clinic The Universiade Pavilion This is a multi-sports facility, a legacy of the 1983 Universiade Games, which houses: Golden Bears and Pandas Athletics A 6-lane, 200 m indoor track 4 basketball/volleyball/tennis courts 4 badminton courts Long jump and pole vault Indoor soccer/field hockey Wrestling room Indoor climbing complex Other Sports and Fitness Facilities Gymnastics Centre children's and adult's gymnastic programs and competitive gymnastics as well as, currently, the Research Transition Facility Varsity Field, a multi-purpose green space with a walking/running path South Campus Facilities Foote Field, a multi-use sport training and competition facility for track and field, field hockey, football and soccer The Saville Sports Centre housing 8 indoor tennis courts, a gymnasium and 10 curling sheets October 2009 Faculty of Physical Education & Recreation Page 9

15 4.0 Current Facilities Status 4.1 Overall Current Space Allocations FPER s existing space inventory is shown by space category in the tables in Appendix E. It is useful to examine parts of the inventory used or needed by FPER separately from the whole. This is particularly important in view of the fact that the Athletics and Academic uses may be relocated to the South Campus in the future, while the recreational infrastructure already in place at the North Campus will be maintained for use by the University community in general. The tables below have been compiled accordingly. Space is listed by category (s 1 to 16) as defined in the Space Management Manual prepared by the U of A Office of the University Architect. Table 6 lists FPER s dedicated space and Tables 7 and 8 display university-wide athletic and recreational space with and without, respectively, Saville Centre space. Since the Saville Centre offers limited accessibility to the University/FPER community, it is useful to view the allocations with and without the inventory of this facility included. Table 9 displays FPER space listed by location. 17 4.2 Current Space Condition Instructional Space - Classrooms and Laboratories FPER utilizes the classrooms listed in Appendix E and shown in Table 10 below. Most of these rooms are centrally booked. P-153 and E-431 are dedicated FPER space. The Faculty states a need for additional access to large classrooms. It is affiliated with the Faculty of Physical Education and Recreation and an Active Living Affiliate for the Canadian Health Network funded by the Public Health Agency of Canada. The Centre supports the Healthy U web site and the Health in Action project through grants from Alberta Health and Wellness. Its mandate is to work with practitioners, organizations and communities to improve the health and quality of life for all people through physical activity. The Centre is primarily located off-campus on Groat Road NW with two offices on the North Campus in the Education South building. October 2009 Faculty of Physical Education & Recreation Page 13

19 Alberta Centre on Aging The mission of the Alberta Centre on Aging is to promote cutting-edge research, education, and service in aging, through interdisciplinary collaboration and through partnerships with stakeholders. Participating faculties in addition to FPER include Agriculture, Forestry, and Home Economics, Arts, Extension, Medicine and Dentistry, Nursing, Pharmacy and Pharmaceutical Sciences, Rehabilitation Medicine and Science. The Alberta Centre on Aging facility is located at 305 Campus Tower on the North Campus. Given the multi-faculty use of this facility, the Centre is not included in the inventory shown in this report. The Canadian Athletics Coaching Centre The Canadian Athletics Coaching Centre is a legacy of the 2001 World Championships in Athletics and delivers world class programs designed to foster excellence in coaches, develop high performance athletes, and encourage participation and physical fitness in Canadian youth. The Centre is housed in the Foote Field House. The Provincial Fitness Unit The Provincial Fitness Unit is associated with the Faculty of Physical Education and Recreation and is responsible for the administration, certification, and support of fitness professionals within the province of Alberta. It has the mandate to promote a standard of excellence within the fitness field and educate the public and private sector about the benefits of fitness and an active lifestyle. This facility is also located off-campus on Groat Road NW. An office and the Be Fit for Life Resource Centre are located in the Education South building on the North Campus. Glen Sather Sports Medicine Clinic The Glen Sather Sports Medicine Clinic serves as an educational and research facility for undergraduate and graduate students in the Faculties of Physical Education and Recreation, Medicine and Rehabilitation Medicine. The facility incorporates the services of physicians, physiotherapists and sport scientists to deliver care to competitive and recreational athletes. Graduate students in athletic therapy, and training and conditioning play an integral role within the Clinic and assist in delivering supervised treatment to many of its clients. The Clinic occupies suites of rooms on the 1 st floor of the Van Vliet East building (room suites E03 and E05). There are plans to relocate the Glen Sather Sports Medicine Clinic to a new location within the Health Sciences precinct of the University. The Clinic is not included in the space programme presented here. It is noted, nevertheless, that approximately 400 ASM will be vacated when the relocation takes place. The space vacated by the Glen Sather Sports Medicine Clinic is slated to become the Varsity Health Research Centre comprised of two centres Athletic Health and Athletic Health Sports Development Centre. 20 The Steadward Centre for Personal and Physical Achievement The Steadward Centre for Personal and Physical Achievement is a disability research centre providing high-calibre, research-based physical activity and sports programs for children, youth and adults with disabilities. For the past 30 years the Centre has provided athletes with physical disabilities and their coaches with technical information in the areas of sport, fitness, and training. As well, it provides training facilities and equipment to translate the information to practice. Specific programmes include: Adapted physical fitness for adults Functional electrical stimulation Children and youth Athlete development MS ActiveNow The Centre is affiliated to the FPER, but operates under the authority of an independent board. It provides research and placement opportunities to both faculty and students (from FPER, NAIT and Grant MacEwan College) and involves 70 volunteers as well. The Centre reaches 400 clients a week at the University and 130 clients at two satellite sites. Clients typically visit the Centre two or three times a week. Centre staff indicate that approximately 80% of clients use wheelchairs. The Steadward Centre occupies two groups of rooms within the North Campus. The first, the Steadward Centre, is located on the first level of the Van Vliet West building. The second, referred to as The Cage, is located on the second floor of the Universiade Pavilion and is used in the context of programmes targeted to children and youth. Staff have expressed and studied ways to address the many concerns and issues related to current arrangements. The main points that warrant consideration in the context of this report are summarized below: The Centre s split into two locations (Van Vliet West and Universiade Pavilion) creates inefficiencies, complicates supervision and safety oversight and reduces its image and stature within the University and the community. October 2009 Faculty of Physical Education & Recreation Page 15

21 The Centre is housed in facilities not originally designed for such use. While meeting minimal code requirements in terms of accessibility, it remains a challenging environment for users in terms of access from the outside, internal circulation clearances, wayfinding for the visually impaired, access to and configuration of washrooms, etc. Staff have made representation to FPER to create dignified and functional spaces for the Steadward Centre. The application of design standards akin to those used in clinical settings would likely resolve these issues, but the application of such standards in the existing building could prove difficult and costly. Furthermore, the Centre warrants unique design considerations such as para-athlete friendly door openings that allow the passage of cambered-wheel, wide-based wheelchairs as used by certain athletes. Many similar considerations exist. The Centre is operating at capacity, and there are waiting lists. It has been suggested that latent demand in the Edmonton region could be absorbed by a 40% increase in capacity, while a 20% increase in membership would eliminate the existing 6-month waiting list. Increasing the operating footprint of the Centre would allow the provision of rooms serving more specific purposes, such as a sensory room, an assessment room, change rooms and dedicated washrooms. Larger and better appointed facilities could help the Centre gain designation as a national training site for the Para-Olympics. The quantity and configuration of office space for the Centre s staff is an issue. It is noted that only 92 ASM are allocated for a staff complement of: - 1 Director - 1 Programme Director - 1 Research Assistant - 1 Office Support - 4 Consultants (Youth) - 2 Support (Youth) Part-time - 5 Consultants (Adult) The above translates into an average of 6.1 ASM per staff, not counting the presence of graduate students, research fellows and practicum students. Children s Activity and Study Program The Children s Activity and Study Program is located in Gym B-23 in the Basement of the Education South building. 22 4.4 Current Space Condition Office and Office Support for Academic & Research Programmes Faculty offices are distributed throughout FPER facilities. Comments concerning office and office support spaces are included in the commentary on specific research units in the previous section. The areas of interest / expertise / research of the faculty attached to FPER are outlined in the table below, along with the types of spaces associated with their research activity. It was indicated at the time of writing that the 8 new hires will likely have life science backgrounds and that they will require access to dry / wet laboratories in support of their teaching and research activities. Accordingly, such spaces are assigned to 6 of the 8 new hires, with the remaining 2 recruits being expected to carry out office-based / computational work. 23 4.5 Current Space Condition Athletics The athletics programmes of the University currently employ 30 staff, including 13 full-time coaches, 1 full-time Head Therapist, 2 full-time assistant therapists and 2 assistant coaches. The main office is located on the second floor of the Universiade Pavilion (suite P-220), while most of the coaching staff is located across buildings and campuses. FPER reported 1,305 hours of use in Fall 2006 and 999 hours in Winter 2007 by Athletics teams in either Gymnasia or Studio / Combat / Conditioning facilities (see Appendix A for more details). In assessing future space needs for Athletics, the following should be noted: Not all varsity teams have access to a dedicated team room (as noted in Table 5). Plans are in place to expand the athlete s therapy room (Universiade Pavilion P-151). The Foote Field Fitness Centre has been designated for the exclusive use of Athletics participants and occasional academic use. The squash courts in Van Vliet East do not meet international standards, and therefore cannot be used for a number of competitive events. The athletes do not have access to a dedicated fitness-conditioning room other than Room E-31 in Van Vliet East. This room is deemed unsuitable in view of its access, safety and basement location. The type of artificial turf at Foote Field is optimal for Football, but less than ideal for Field Hockey and Soccer. The rubberized floor of the Universiade Pavilion is threadbare and in need of replacement. There are safety concerns around use of the facility because of this, particularly during the hosting of high performance competitions. Note that the Mondo floor will be replaced in Summer The Saville Centre Curling Rink has been designated by Curling Canada as a Centre of Excellence. The Faculty has applied to become a Regional Sports Development Centre within Alberta. There are no lights on the West fields or on the practice field. At the South Campus East fields, there is no infrastructure such as washrooms, stands, power, etc. and the Press Box has no power. October 2009 Faculty of Physical Education & Recreation Page 18

This is an important consideration in the determination of needs. The maximum yearly use of a field is related to season length and climate. The City of Edmonton has a Field Rest Programme policy that caps the total time booked on any given rectangular field for the playing season to between 200 and 250 hours. This standard suggests that the South Campus Natural Grass Field is currently used at capacity. Similarly, the East Fields are being used at a fairly high rate, but it should be noted that close to 80% of that use is by the community, most likely under some form of joint-use agreement with either the City or with local sports clubs. This suggests that the University still enjoys a fair margin of residual capacity in the use of the East Fields in the form of additional playing time, or in the form of conversion of some of the land to other uses, including a second high-end Natural Grass Field for its own use. 4.5b North Campus & Campus Saint-Jean Outdoor Fields The North Campus features the Van Vliet West Field (multi-use), Lister Field (artificial and natural grass) and Corbett Hall Field (ball diamonds). The utilization of these facilities is reported in Appendix D. Also, natural grass soccer fields are available at Campus Saint-Jean. October 2009 Faculty of Physical Education & Recreation Page 19

25 4.6 Current Space Condition Campus Recreation FPER offers a comprehensive array of intramural, fitness, instructional, recreation, camp and outreach activities for the benefit of the University community as a whole. This is done by leveraging the existing sports and fitness facilities to the full extent of their availability in daytime, evening and weekends as well as during the summer period. FPER considers itself a leader in the provision of recreational services in Canadian universities, and sees its Campus Recreation portfolio as an important contributor to the quality of student life on campus. Numbers that support this point of view are further discussed below. Approximately 22,500 recreation programme inscriptions were recorded in Although this figure likely includes repeated headcounts, this represents, in its raw form, a 66% participation rate in relation to the overall student population of the University. Table 16: Programme Recreational Programme Participation Participation Total Intramural 10,552 Group Fitness 4,554 Instructional Programmes 1,918 Activity Clubs 1,550 Special Events 3,900 Total 22,474 The above translates into 1,621 hours of gymnasia use in Fall 2006 and 2,443 hours in Winter It also translates into 1,845 hours in studio-type facilities in the Fall, and 1,988 hours in Winter. These levels of utilization, when considered in light of the utilization targets proposed in Table A2 in Appendix A, support the statement that Campus Recreation is making good use of the facilities of the University whenever available. Additionally, the following is of note: Campus Recreation could increase its activity levels by an additional 20% if more gymnasia and studio type space were available, based on current demand and participation patterns. In support of the above, it was further indicated by Campus Recreation that the prime time slots for the scheduling of recreational programming are from 7:00 AM to 9:00 AM, from 11:00 AM to 1:00 PM and from 4:00 PM to 11:00 PM. These times overlap the scheduling windows described in Table A2 in Appendix A for Academic and Athletic activities. There is also latent demand for access to outdoor playing fields, albeit the utilization data for the 4 South Campus East Fields suggests otherwise for soccer use. 26 4.6a Fitness and Lifestyle Centre The Fitness and Lifestyle Centre (FLC) occupies the W-098 suite of rooms (totalling 913 assignable square meters) and W-095 (totalling 108 assignable square meters) in the Van Vliet West building. The complex appears tired and is clearly operating beyond its capacity. Further, its layout is not functional, with some of the spaces situated on a mezzanine and some across the corridor. Peak times at the FLC are at lunch hours, when turnstile counts indicate up to 250 visits per hour. Most of the users are seeking to use the 89 fitness stations described in the table above. Not surprisingly, it has proven necessary to put in place advanced-booking mechanisms to reserve stations, further proof that a shortage of capacity exists. Total monthly visits during the academic year vary from 35,000 to 40,000. 27 4.6c Urban Uprising Climbing Wall An indoor climbing facility has been installed at the southwest corner of the main floor of the Universiade Pavilion. The facility is secured from the rest of the main floor by fences, and is designated in the inventory as rooms P-101A and P-101A1 (totalling 131 assignable square meters). The full height of the Universiade Pavilion is used to advantage (15 meters), making the Urban Uprising complex a popular destination for novices and experts alike from within and from outside the University. Urban Uprising can accommodate 40 users at a time, including 30 on the bouldering apparatus and 10 on the walls. Access to Urban Uprising is on a fee-per-use basis. The complex should be configured in such a way that a supervisor has a direct line of sight to all stations. A stand-alone climbing tower configuration does not permit this and should be avoided. This implies either a seating area within the climbing complex, or alternatively, location of the installation at another venue (the main gymnasium for example) with seating stands.
