Through a partnership with the leading national agencies in high performance sport, an exemplary program will be offered using a blended delivery model. Proposed program tuition fees are $22,000 for domestic students and $37,000 for international students. The proposed tuition fee will be assessed based on 9 instalments over 3 years. A strong scholarship fund will be provided, in part to attract the strongest possible candidates, and in part to ensure coaches can afford to attend. 2 Tuition Proposal: Master of HPC and TL The program will provide a strong foundation for present and future coaches and technical leaders by developing knowledge and skills in the interpretation and use of research, balanced with applied coaching practice. National sport leaders have identified developing skills in analysis and evidence-based decision-making as a critical need, and this program will help develop the next generation of sport leaders for Canada. A blended model of residential periods and on-line teaching methods will facilitate the participation of candidates from across Canada and around the world. The program will be integrated into the sport federations National Coaching Certification pathway, providing national certification together with academic credentials. Development of this program is based on the need for Canada to produce technical leaders and coaches who can prepare high performance athletes and teams to win in international competition. There is no other program with this focus in the country. Sport organizations including Own The Podium (OTP), Coaching Association of Canada (CAC), Canadian Sport Institute (CSI) and National Sport Organizations are supporting this program. The only other program like this one will be at Laval University, and will primarily be conducted in French. The Laval program and UBC's program will share a common philosophy and model and will be recognized as equivalent by CAC. Admission and transfers will be based on merit and follow G+PS/UBC policies. The Program is being developed to: i) improve the quality of high performance coaching in Canada; ii) contribute to coaching as a profession; and iii) provide better recognition and a qualification that is transferrable and universal to the coaches who commit to this level of study. The Master s program is based on a problem-solving and inquiry-based methodology, which combines up-to-date high performance sport science applied within each student s current coaching context. RATIONALE The rationale for developing a Master of High Performance Coaching and Technical Leadership program is to provide outstanding education and professional development to students who will become high performance coaches and technical sport leaders in the Canadian sport system. The approved Graduate Certificate in High Performance Coaching and Technical Leadership which ladders into the Master s program has received 26 applications for the September 2015 cohort. Admitted applicants are potential candidates for the proposed master s program, and have already expressed interest. The proposed tuition fees are based on the costs to deliver this new Master. The tuition must cover the ambitious goals of the program to bring the country s leading researchers and instructors of high performance coaching to UBC. The tuition covers the additional supervision costs of the practicum course which will Page 2

And the tuition also covers the development and delivery of the online aspects of the program, which are vital to those living across Canada. Finally, the tuition will also annually generate funding for financial aid purposes. The price point of the tuition was checked with potential participants in the program by way of a nation-wide market survey conducted in April 2014, and follows recommendations from the leading coaching organizations in Canada. A sizable scholarship program will be supported, in part to attract the strongest possible candidates, and in part to allow the program to effectively ensure successful coaches can afford to attend. For example, an entry scholarship for eligible domestic students of $6,000 is being considered for the Master s program in the 2016/2017 year. With the involvement of local industry and faculty from various disciplines, the HPC and TL program offers an exceptional learning environment for students and faculty. Specifically, this program would address the following aspects of Place & Promise: Student Learning Enhance the quality and impact of teaching for all students. Strengthen efforts to promote student success. Expand educational enrichment opportunities, including research, small cohort class experience, flexible format and practicum opportunities. Innovation Excellence Increase the number of classes offered online; creating a virtual campus beyond the walls of UBC Be a world leader in knowledge exchange. Community Engagement Be a leader in fostering student, faculty, staff, and alumni engagement within the wider community. International Engagement Increase the capacity of UBC students, faculty, staff, and alumni to engage internationally. Strengthen UBC s presence as a globally influential university, and strengthen UBC s role in international development. 4 Tuition Proposal: Master of HPC and TL PLACE AND PROMISE ACTIONS Student Learning The Master of HPC and TL will offer a comprehensive curriculum that draws upon the combined expertise of faculty from the School of Kinesiology at UBC, Centre for Sport and Exercise Education at Camosun College, School of Human Kinetics at University of Ottawa, the Faculty of Applied Health Sciences at Brock University and industry professionals from the Canadian Sport Institute. The program will develop coaches with the competence to contribute to medal performances in international competition at the developmental level and also to develop technical leaders with the competence to collaborate in strategic and operational leadership of a high performance sport program. Practice through a challenging project-based learning model will prepare the graduate students with the skills and experience needed to excel in one of the Canada s most fast-growing professions. The number and variety of courses available to students will be purposely limited, as will student enrolment, to ensure a robust and streamlined learning experience that is centered around the cohort. As well, strong partnership support and existing relationships between the School of Kinesiology and Own the Podium and the Coaches Association of Canada promises students both a rich educational experience. Innovation Excellence As a leading research and educational facility, UBC is expected to be a world leader. This degree will Provide a unique link between the National Coaching Certification Program (NCCP) and Post-secondary accreditation. Coaches and Leaders will be able to acquire credit towards their NCCP Advanced Coaching Diploma, as well as complete graduate level courses leading to a Master s degree. NCCP certification is a key currency in the national sport system, while UBC is a world recognized leader in post-secondary education. This is a unique program that does not exist in this form in Canada. Community Engagement Engaging with provincial and national sporting organizations across Canada is one of the key features of the HPC and TL program. With a curriculum initiated in collaborative projects, a reciprocal and experiential learning environment will be created between students and sport industry. International Engagement By offering the HPC and TL program, UBC will therefore become a leading player in both national and international development of coaches and technical leaders worldwide. The program will allow UBC faculty and students to engage with the other top programs in the world, thereby enhancing research and program improvement opportunities, as well as opportunities for international coaches and faculty to participate in the UBC program. 5 Tuition Proposal: Master of HPC and TL Outstanding Work Environment The creation of this program will be an attractor for national and international faculty researching and teaching in High Performance Coach development. Bringing Canada s and the world s best to UBC will have positive effects for the School of Kinesiology s research and work culture, not to mention reputation. BENEFITS Learning, Research, Financial, Sustainability & Reputational Own The Podium (OTP) and the Coaching Association of Canada (CAC) have endorsed the need to develop educational opportunities to enhance Canada s High Performance Coaches and Sport Leaders ability to impact international athlete performance. The opportunity to partner with universities is seen as a critical step in furthering the professional development of High Performance Coaches and Sport Leaders. The Master s program is an innovative program that is the first of its kind in Canada. It will allow sport professionals an opportunity to further their career pathway and maximize their impact on the high performance sport system. Legitimizing the professionalization of coaching in Canada requires formal education as one of several criteria to become a chartered professional coach. The UBC program offers High Performance Coaches and Technical Leaders access to graduate-level programming wherein coaches with exceptional background and experience could obtain post-secondary credential with limited prior academic experience. University education can provide the cornerstone for professional standards desired within the Canadian sport system. The Canadian Sport Institute has long been providing financial support to coaches engaging the formal coaching education. Funding has been approved to assist the graduate students on a merit basis. RISKS Financial, Operational & Reputational There are no major risks to this program. The new degree program will cover its costs from the beginning. Any surplus revenue will be used to support the academic mission of the graduate program and the Faculty. Because this is a cohort program, insufficient registration in a given cohort will immediately limit program risk. The national partners have agreed to give UBC and Laval University a 5-year window to develop their programs before other university programs will receive the same level of support and recognition. A risk would be not taking full advantage of this opportunity to firmly establish the program before the monopoly period ends. If the program achieves its goals, other institutions will find it difficult to enter the field. Page 5

Online course development costs: Instructional Design Support: $60,100 Subject Experts: $58,500 Total for Program: $118,600 Recurring annual expenses for 3-year program (assumes annual GWI increase of 2% on all salaries, and annual inflationary increase of 2% on all other items except research support): Instruction: $27,000 Guest Lecturers: $3,000 Travel (visiting instructors and practicum supervision): $5,000 Accommodation (visiting instructors and practicum supervision): $2,000 Mentoring/practicum placements: $6,667 TAs: $5,900 Scholarships: $40,000 Marketing (supported in-kind by national partners): $4,000 Faculty of Education overhead: $6,203 Kinesiology Administration Overhead: $21,000 Total for 2016/2017 Year 1 of Master s: $120,770 FINANCIAL Funding Sources, Impact on Liquidity Proposed Tuition for Master s of High Performance Coaching and Technical Leadership (MHPCTL): Proposed program tuition fees are $22,000 for domestic students and $37,000 for international students, effective 2016 Winter Session. The proposed tuition fee will be assessed over 9 instalments. Tuition and fee details are included in Appendix 1. $50,000 has been contributed to the program for the development of online courses by the national partner organizations. The partners have also committed to provide scholarships and bursaries to prospective coaches. This extends the range of possible participants and makes it possible for UBC to charge a tuition rate that otherwise might put the cost of the program out of reach for most High Performance Coaches. Because an expectation of a graduate credential is new to the coaching field in Canada, the first three years are vital to bringing in as many coaches as possible, and thereby establishing UBC s program as the elite, go-to program in the country. The Provost s office has agreed to forgive the Central overhead charges for three years to enable the program to cover its development costs and establish itself. The tuition fee has been set such that all UBC costs will be covered within a five-year term. SCHEDULE Implementation Timeline The Master s program will be implemented in September Page 6

7 Tuition Proposal: Master of HPC and TL CONSULTATION Relevant Units, Internal & External Constituencies Consultation request forms have been received back from numerous academic departments at UBC (Psychology, Education, Business, Statistics, Mathematics and Physical Therapy). They all support the proposal. Kinesiology undergraduate and graduate students were consulted on September 23 rd, They also support the program. The proposed Master s program went through the curriculum approval process including budget review by SDS. The proposal was reviewed by the Senate Admissions Committee on October 28 th, Final Senate approval is expected to be received at the November 18 th, 2015 meeting. AMS and GSS Student Consultations occurred on October 8 th and October 27 th, 2015 respectively; report from the VP Students Office is attached. 8 MASTER OF HIGH PERFORMANCE COACHING AND TECHNICAL LEADERSHIP (MHPCTL) STUDENT TUITION CONSULTATION REPORT The Vice-President, Students Office, in partnership with the Faculty of Education, conducted a student consultation regarding the tuition proposal for the Master of High Performance Coaching and Technical Leadership (MHPCTL). This report outlines the consultation process and summarizes student feedback including the student representatives' submission verbatim in Appendix 2. Student Representative Bodies Invited to the Consultation Alma Mater Society (AMS) Graduate Student Society (GSS) UBC International Students Association (ISA) Education Student Association (ESA) Graduate Student Council of the Faculty of Education (GSFE) Mode of Consultation The consultation consisted of an e-consultation and a face-to-face meeting. Student representative groups were invited to the consultation through , and asked to distribute the invitation to their constituents as they felt appropriate. Student representative groups were also offered a face-to-face meeting to discuss the tuition proposal. A meeting with student representatives and faculty representatives occurred on October 8 th, 2015 Basis of Consultation: The consultation was based on a tuition proposal and rationale document created by the Faculty. Please see Appendix 1 for the invitation and tuition rationale document. Timelines: The e-consultation was conducted over the period of September 25 th 2015 to October 28 th Summary of Student Feedback: A joint submission was received from the AMS and International Students Association. The verbatim submission is in Appendix 2. Organization Joint Student submission Summary TUITION STRUCTURE AND FINANCIAL AID: The domestic tuition proposal is $22,000 for domestic students, with large amounts of financial aid available in the first 2 years of the program, and some financial aid for the years after. After some discussion surrounding the reasoning behind the robust financial aid available in the first two years and the stark difference for years after, the plan that the Faculty of Education has makes sense. The AMS proposes that in order to ensure that this program tuition truly falls in line with the needs of the program and contributes to the goal of, ensuring coaches can afford to attend, the domestic student financial aid in the first two years of the program be needs based, rather than providing the same financial aid to all students. Additionally the AMS asks that the Faculty of Education be very clear about the total cost of the program and funding available. INTERNATIONAL TUITION: In terms of international tuition, though the $37,000 tuition for international students proposed is in line with other comparative program, there is no financial aid proposed for international students. The AMS and ISA propose that student financial aid for this program be considered for international as well if it is being considered for domestic students. Besides financial aid, the tuition for international students is appropriate. No individual student submissions were received.

9 APPENDIX 1: INVITATION TO CONSULTATION AND TUITION RATIONALE DOCUMENT Good afternoon, There is a proposal by the Faculty of Education to create a Master of High Performance Coaching and Technical Leadership. In order to inform the program leads and the Board of Governors with regards to the tuition proposal for this program, the University is undertaking a consultative process to get your comments as student representatives, and provide an opportunity for students to provide individual comments on the tuition proposal if they wish. Please note: the scope of this consultation process is limited to the tuition proposal. As this group is potentially meeting on Thursday 8 th October for Ed.D consultation, if a meeting to discuss MHPCTL is desired an option is to extend the meeting to 1.5 hours and hold concurrently. The consultation will consist of: 1. e-consultation Please find attached a document which outline the details of the tuition proposal, including: an overview of the program, the tuition rationale for the program, and the proposed tuition. Please share the document and this as you see appropriate. Face to Face meeting If requested by student representatives, we can arrange a face-to-face meeting with the program leads regarding this tuition proposal. At no time will anyone outside of the Vice President Students Office know the identity of individual students who submit comments to this consultation. Your comments will only be used for the purposes of the tuition consultation. Comments from individual students will be stripped of any identifying information to ensure confidentiality, but otherwise will be provided to the responsible program leads and Board of Governors verbatim. Comments received from student organizations will be reported as coming from those organizations, and provided to the responsible faculty and Board of Governors as received. A multi-sport model will be applied in keeping with current practices in the National Coaching Certification Program (NCCP), and other graduate programs in coaching. Specific sport knowledge development will be addressed through course assignments. The practicum placement will be determined on a student-bystudent basis in consultation with a program representative.

11 Program Requirements: (30 credits) Courses: 1. KIN Gap Analysis Using analytics to obtain, describe and visualize data to create sport profile. Determine optimal programming decisions for coached athletes based on performance pathway and gold medal profile. Apply research methods and principles of scientific inquiry, performance analysis, descriptive, prescriptive and predictive analytics to improve athlete development and performance. 2. KIN 585 Coaching Science I (Performance Planning) Application of findings from sport profile and gap analysis to the planning and design of high performance training and coaching programs. Focuses on quadrennial, annual, meso and microcycle planning to integrate key factors that impact athlete performance and progression along the athlete development pathway. 3. KIN 586 Coaching Science II (Coaching Effectiveness) Analysis of athlete performance and appropriate design and application of coaching intervention and skill acquisition for athlete and coach development. 4. KIN Directed Field Studies in Sport and Physical Activity Agencies (Practicum) requires a placement in a practical coaching or technical leadership position for a minimum of 40 hours. National Sport Organization and Canadian Sport Institute will provide mentoring opportunities to align this practicum with the sport specific technical requirements under the supervision. A School of Kinesiology faculty member will be involved in the practicum and will provide feedback to the student, and assessment. 5. KIN Research Methods in Sports Coaching Interpretation and evaluation of research methods and scientific findings related to coaching sciences. 6. KIN The Psychology of Leadership and Group Processes in Sport This course examines contemporary theory, research, and application with regard to leadership and group processes in the context of sport and exercise. The course provides a broad overview of major topics in the area. 7. KIN Business of High Performance Sport in Canada Examination of Canada s sport system, its governance and stakeholders; financial management for high performance sport; communications, marketing, and sponsorship of high performance sport. 8. KIN Directed Study Topics are selected by the student. Applications for this course must be made by providing a completed Directed Studies Contract to the Program Supervisor. Hand-written contracts will not be accepted. Approval must be granted by the KIN 530 Supervisor (Dr. M. Gallo) and Graduate Advisor before the start of the course (refer to Graduate Forms, 9. KIN High Performance Sport Inquiry This course is designed to strengthen student research knowledge and research skills. A blended learning approach is taken and applied in a problem-based setting, so that students complete tasks to support their own research interests within the high performance sport arena. Topics are selected by the student, and approval must be granted by the Program Supervisor. STUDENT CONSULTATION DURING THE PROGRAM DEVELOPMENT PROCESS The program targets High Performance Coaches and Technical Leaders, and a national survey was conducted in April, 2014 with 490 responses from prospective participants. In addition, all graduate and undergraduate students in the School of Kinesiology were invited to an open forum on Sept. 23 rd in War Memorial Gym as an opportunity to consult with them regarding the new proposed Master in HPC and TL and its proposed tuition fees. Of the 8 students who attended, 7 were in favour of the proposal and one was unsure. They

12 echoed that such a program is needed to develop more HP Coaches in Canada, and HP culture at UBC. No concerns regarding the tuition fee were expressed by these students. The program development process involves the partners such as the Canadian Sport Institute and the Coaching Association of Canada.
