EXECUTIVE SUMMARY The UBC Master of Public Policy and Global Affairs (MPPGA) is a two-year professional program in global public policy that prepares future policy leaders to address the complex problems of the 21st century with multidisciplinary policy analysis and design skills, substantive strengths in development, sustainability, and global governance, and the ability to integrate tools with policy through field-based professional experience. The MPPGA will incorporate new technologies and encourage creativity, innovation, and entrepreneurship through strong experiential learning, concentration on implementation in action, and field-based learning. The program aims to equips tomorrow s policy leaders with the multi-disciplinary strategic policy analysis, design and implementation skills and knowledge of policy issues necessary to make important contributions in development and social change, sustainability, and global governance in Canada and around the world. The program also equips students with field-based experience, providing graduates with the ability to integrate tools into practical work in relevant workplaces and the skills, knowledge and innovative solutions to support and expand various sectors in BC, as well as nationally and globally, through policy leadership. This will be the first general professional degree in global public policy offered by UBC. The degree conferred will be a Masters of Public Policy and Global Affairs. Page 1

The MPPGA program will contribute towards the realization of UBC s vision as it would offer an exceptional learning environment for students seeking to become the next generation of global policy leaders with the skills to promote the well-being of people in ways that are equitable and sustainable. The MPPGA program will attract students from around the world to study at UBC and graduate students who will, in turn, be in demand across the world in various sectors and industries. Specifically, this program would address the following aspects of Place & Promise: Student Learning Enhance the quality and impact of teaching for all students. Expand educational enrichment opportunities, including international learning, professional skills workshops, capstone and internship opportunities. Innovation Excellence Increase the quality and impact of UBC s scholarship, particularly focused on policy. Be a world leader in knowledge exchange and mobilization. Place and Promise ACTION(s) Student Learning The MPPGA will enhance the quality and impact of teaching for all students and expand educational enrichment opportunities, including international learning, professional skills workshops, capstone and internship opportunities. Learning involves a combination of lecture, seminar, field-based learning, with courses designed to engage students in simulations, team problem-solving, interaction with policy makers, and direct interaction in client-based and stakeholder-involved projects. 3 Tuition Proposal: Master of Public Policy and Global Affairs Innovation Excellence UBC is a major research and graduate institution, which has significant resources devoted to policy issues concerning Asia (IAR) and globally, concerning sustainability, development and social change (Liu and IRES), in addition to its traditional strengths in science, applied science, law, business and the social sciences. Thus, UBC is positioned to function as a policy bridge between Asia and North America one of its defining comparative advantages while exploiting its strengths in sustainability, urbanization, and natural resources. The MPPGA program will become an innovative graduate program at UBC that increases the quality and impact of UBC s scholarship and enhances our reputation as a leader in knowledge exchange, mobilization, and partnerships across the globe. Community Engagement The MPPGA program seeks to become a leader in fostering student, faculty, staff, and alumni engagement within the broader community, addressing policy issues at the local, regional, national and global levels. International Engagement The MPPGA program increases the capacity of UBC students, faculty, staff, and alumni to engage internationally, particularly in the Asia Pacific. The program will strengthen UBC s presence as a globally influential university, one that impacts global policy to promote the well-being of people in ways that are equitable and sustainable. Outstanding Work Environment UBC and the Vancouver region provide an excellent environment for those interested in global public policy issues. The MPPGA seeks to provide a fulfilling environment for outstanding faculty and staff. Description & Rationale The Master of Public Policy and Global Affairs program is an innovative two-year, professional degree program designed to cross discipline boundaries and employment sectors. The program will fill an education gap by preparing global policy leaders to address complex global issues with strong and diverse analytical skills, applied knowledge, and transnational networks, building on the university s strengths through the three Program streams: development and social change; resources, energy and sustainability; and global governance and security, including the interface between emerging Asia and developed countries. Students will integrate tools with policy through field-based placements and hands-on professional experience with private, public, and civil society partners. Consideration will be given to cooperation with major universities around the world (e.g. Global Public Policy Network members in Europe, the US, and Asia; and partner universities in countries such as China and India). The program was jointly developed by two faculties (Arts and Science) and three institutes, the Institute of Asian Research (IAR), the Institute for Resources, Environment and Sustainability (IRES), and the Liu Institute for Global Issues (Liu) to create a two-year, Page 3

4 Tuition Proposal: Master of Public Policy and Global Affairs professional MPPGA program designed to cross discipline boundaries and employment sectors. The MPPGA is a new program that issues an interdisciplinary professional MPPGA degree. The MPPGA requires students to complete 45 credits, which includes: eight required core courses together (24 credits); five required elective courses (15 credits) across the three streams; and, a required capstone project. (6 credits). Delivery of the program will involve a combination of lecture, seminar, field-based learning, with courses designed to engage students in simulations, team problem-solving, interaction with policy makers, and direct interaction in client-based and stakeholderinvolved projects. As a major requirement in the MPPGA program, each student will complete a professional team-based capstone that incorporates early training, feedback on project proposals, field work, engagement with client organizations, data gathering and analysis, and the completion of a policy report. The capstone will begin in the summer of Year 1 and culminate with the policy report and symposium at the end of Year 2. This project is a major requirement in the MPPGA program. Policy education requires a learning-by-doing environment that increases graduates workreadiness to enter employment productively from the standpoint of the employer and employee, which the MPPGA will provide. Graduates of the MPPGA program can expect to find careers locally, nationally, and internationally across the public, private, and civil sectors. The program equips future policy leaders with a broad mindset, multiple tools, and cross-pacific human networks that enable them to make a difference in government, international institutions, private businesses, and in non-governmental organizations (NGOs). 6 Tuition Proposal: Master of Public Policy and Global Affairs SCHEDULE Implementation Timeline RISKS Financial, Operational & Reputational Effective Winter Session The program risks running a deficit if student enrolment does not reach at least a 40- student intake in the first three years, moving to 80 in year 4, 2018 and resulting in a steady-state of 160 students in the program. Given the interest the program has received thus far, however, it is anticipated that the eligible applications received will exceed these amounts. The program expects to accommodate 1% tuition bad debt. We propose a graduated increase in hires to the program. We will draft a hiring strategy to accommodate steady state of 160 students when we get a sense of program demand. BENEFITS Learning, Research, Financial, Sustainability & Reputational Learning With the involvement of faculty from the Institute of Asian Research (IAR), the Institute for Resources, Environment and Sustainability (IRES), and the Liu Institute for Global Issues (Liu) engaged in delivery of the core and elective courses, and faculty members from other units/departments also teaching select courses (such as VSE and Political Science), the MPPGA program promises an exceptional learning environment for students that they cannot get anywhere else in Canada. The MPPGA faculty resource base will be significantly strengthened over time with new faculty members with policy expertise. Core class size is restricted to 40 students per classroom providing a more intensive learning environment (and thereby doubling core course offerings at steady state). Sustainability The program will graduate leaders ready to address the world s most urgent sustainability challenges. MPPGA graduates in Stream 2 - Resources, Energy, and Sustainability will have the ability to integrate scientific and social scientific approaches as they analyze complex environmental, energy, resource and food security. They combine sound scientific understanding of sustainability challenges with the ability to craft policy options and engage stakeholders. Reputational Building on the collaboration with all levels of government, the private sector, and nongovernment organizations in the areas of student mentorship, capstone projects, and internship placements, the MPPGA program will boost UBC s reputation as a collaborative international leader in global public policy. The proposed UBC MPPGA is designed to be distinctive from the Munk School of Global Affairs in Toronto by taking advantage of UBC s multi-disciplinary strengths in sustainability, economic and social development, and its faculty and program resources concerning Asia. 7 Tuition Proposal: Master of Public Policy and Global Affairs CONSULTATION Relevant Units, Internal & External Constituencies The proposal was reviewed, discussed, and approved by the following units on campus: Faculty of Arts Dean and Finance Manager Vancouver School of Economics Political Science department School of Journalism School of Social Work Institute for Gender, Race, Sexuality, and Social Justice Psychology department Sociology department Asian Studies First Nations Studies Program Geography department History department Sauder School of Business Faculty of Science Dean Forestry department Faculty of Applied Science Faculty of Law Faculty of Land and Food Systems College of Health Disciplines UBC Library Graduate New Programs and Curriculum Committee UBC Strategy and Decision Support (SDS) Student groups Yves Tiberghien (Chair, UBC Public Policy Coordinating Committee and IAR Director) and Julie Wagemakers (Manager, Public Policy Coordinating Committee and Deputy Director of the Liu institute), met with student group representatives on March 31, 2014 including AVP Academic AMS; VP Academic AMS; VP Academic GSS; Sauder MM graduate student; MAPPS (Master of Asia Pacific Policy Studies); RMES (Resources, Management, Environment and Sustainability) graduate student; and former graduate student representative to the Board of Governors. Ben Pollard, a representative of the VP Students Office, also attended. The meeting included an overview presentation of the MPP (now MPPGA) program and a question and answer session on all aspects including proposed core and stream curriculum, comparator programs, and proposed tuition fees for the program. 8 Tuition Proposal: Master of Public Policy and Global Affairs In response to the concerns and questions raised by GSS, AMS and APPSSA in their joint submission to the Board of Governors regarding student tuition fees, the Program will not provide scholarships to each international student, however, merit and needs-based scholarships will be provided. There are no current plans to subsidize international students in addition to scholarships and there are no specific scholarship amounts (25% of students will receive awards). The Program will launch with core and some stream courses taught by faculty not currently appointed to the MPPGA. In addition, core class size is limited to 40 students. It is for these reasons that the MPPGA will develop a hiring strategy to meet demand. The Program anticipates the need for student space in addition to classroom space and we have accounted for this in our one-time costs. 9 MASTER OF PUBLIC POLICY AND GLOBAL AFFAIRS STUDENT TUITION CONSULTATION REPORT The Vice-President Students Office, in partnership with proponents for the Master of Public Policy & Global Affairs conducted a student consultation regarding the tuition proposal for the program. This report outlines the consultation process, summarizes student feedback, and includes student representatives' submissions verbatim in Appendix 2. Student Representative Bodies Consulted Alma Mater Society (AMS) International Students Association (ISA) Graduate Students Society (GSS) Asia Pacific Policy Studies Student Association (APPSSA) Mode of Consultation The consultation consisted of both an e-consultation ( and web-based), a facilitated face to face meeting, and a follow-up meeting. Student representative groups were invited to the consultation through , and asked to distribute the invitation to their constituents as they felt appropriate. Basis of Consultation The consultation was based on a tuition proposal and rationale document created by the proponents. Please see Appendix 1 for the invitation and tuition rationale document. Timelines The e-consultation was conducted over the period of October 24 th to November 23 rd. A face to face meeting between the student representatives occurred on Friday November 7 th (the ISA was unable to attend) A subsequent follow-up meeting happened with the AMS and GSS on November 17 th. Summary of Student Feedback A joint submission was received from the AMS, GSS and APPSSA. The verbatim submission is in Appendix 2. No individual student submissions were received. Summary INTERNATIONAL TUITION: Some of the financial aid should be used towards offsetting the cost differential between international student tuition and domestic student tuition if the MPPGA program seeks to keep a similar tuition differential as the graduate MAAPPS program did in the past. FINANCIAL AID: We are very happy to see a commitment to financial aid in the MPPGA tuition proposal [needs to] incorporate[e] both merit-based and needs-based scholarships, as the tuition proposal suggests FACULTY HIRING: A concern was expressed by the representative student organizations that a significant proportion of the program-operating budget was being assigned to teaching faculty. However, if currently only 4 courses are unassigned to instructors, it raises a concern that there is there a need to hire an additional full time faculty. BUILDING SPACE REQUIREMENTS: There was a concern raised that in the long run, the proposed enrolment of 80 students per year in the program would significantly exceed the capacity of the current building. CONSULTATION PROCESS: We would like to take this time to thank everyone involved for their assistance and open channels of communication for this tuition consultation Students also expressed desire to be able to take budget model data out of the room for further consideration. MORE INFORMATION RE EMPLOYMENT PROSPECTS: Students requested that in the future, more information is provided regarding employment prospects for this type of program OUTSTANDING QUESTIONS: Students had questions about the schedule of payments, and whether the tuition was intended to grow at the 2% that occurs in other programs.

In order to inform the program leads and the Board of Governors with regards to the tuition proposal for this program, the University is undertaking a consultative process to get your comments as student representatives, and provide an opportunity for students to provide individual comments on the tuition proposal if they wish. Please note: the scope of this consultation process is limited to the tuition proposal. The consultation builds on initial consultation that was done by the program leads, and will consist of: 1. e-consultation Please find attached a document which outline the details of the tuition proposal, including: an overview of the program, the student consultation that has happened to date, the tuition rationale for the program, and the proposed tuition. Please share the document and this as you see appropriate. Face to Face meeting If requested by student representatives, we can arrange a face-to-face meeting with the program leads regarding this tuition proposal. PROGRAM OVERVIEW Overview The proposed Master of Public Policy and Global Affairs (MPPGA) program is a joint UBC submission on behalf of two faculties (Arts and Science) and three institutes, the Institute of Asian Research (IAR), the Institute for Resources, Environment and Sustainability (IRES), and the Liu Institute for Global Issues (Liu) to create a two-year, professional MPPGA program designed to cross discipline boundaries and employment sectors. This will be the first general professional degree in global public policy offered by UBC. The MPPGA program will focus on development, sustainability, and global governance, including the interface between emerging Asia and developed countries. The MPPGA program will incorporate new technologies and encourage creativity, innovation, and entrepreneurship through field-based learning. Pending requisite approvals from university and government authorities, the program will be offered in the 2015/16 academic year, beginning in September Credential Credential awarded will be a Master of Public Policy (MPP). The MPP is a two-year professional degree. Emphasis will be on rigorous development of policy skills, on multiple interdisciplinary perspectives, and on the employment of relevant analytical tools from the natural and social sciences. A humanities component will provide understanding of the limits of traditional policymaking. Location The Vancouver Campus of UBC is the main location for classroom education and administration. 12 The objectives of the program are to provide its graduates with: Multi-disciplinary strategic policy analysis, design and implementation skills; Knowledge of policy issues of development and social change, sustainability, and global governance; Field-based experience, providing graduates with the ability to integrate analytical tools into practical work in relevant workplaces; and, Skills, knowledge and innovative solutions to support and expand various sectors in BC, as well as nationally and globally, through policy leadership. The MPPGA will contribute towards the realization of UBC s vision as it aims to foster the next generation of global policy leaders with the skills to promote the well-being of people in ways that are equitable and sustainable. Linking Learning Outcomes and Curriculum Design The curriculum is designed to emphasize many aspects of being a professional in a policy-making environment: comprehensive knowledge, application of scientific and engineering principles, assessment of alternatives, and problem-solving. With relevant training in various sectors, graduates will be capable of working proficiently and efficiently with professionals in designing and developing policy solutions for global problems. The core courses offered in year one will allow students to acquire the necessary multi-disciplinary policy analysis and design skills they will need to understand domestic and global policy processes, manage organizations, and communicate effectively across organizations and cultures. Students will acquire knowledge and skills in development, sustainability, and global governance through core and elective courses, related policy events, as well as development cases. Students are required to complete capstone projects and access professional workshops. The curriculum will have a particular focus on the interface between emerging Asia and developed countries. STUDENT CONSULTATION DURING THE PROGRAM DEVELOPMENT PROCESS Please find attached the Key Findings and the Survey Final Report of a student survey that was conducted in March 2014 to assess the demand for a new two-year Master of Public Policy and Global Affairs (MPPGA) program at UBC*. The survey was sent to approximately 10,000 UBC undergraduate students in the Faculties of Science and Arts. TUITION AND FEES RATIONALE The MPPGA program requires completion of 45 credits: 24 core course credits are required ( ) in the program 15 elective credits across the three streams (5 courses): o Three courses from one stream; o o One to two courses from other MPPGA streams; One graduate course may be taken outside of the MPPGA program, with approval from the MPPGA Graduate Advisor. 6 credits for a capstone project. Delivery of the program will involve a combination of lecture, seminar, and field-based learning, with courses designed to engage students in simulations, team problem-solving, interaction with policy makers, and direct interaction in client-based and stakeholder-involved projects. Project assignments, professional development and field placements, capstone and internship experiences, and policy research will be achieved through collaborations both at UBC and with UBC partners in academia, government, international organizations and industry working in the global policy arena. We are concerned with financial accessibility and desire the MPPGA program to be accessible to a broad range of students. At a minimum we will provide $10,000 over two years for 25% of the MPPGA students. The program endeavours to develop merit and need-based scholarships and bursaries in addition to what UBC already provides to ensure diversity and attract the best students. Program tuition fees are in line with a suite of new UBC professional programs. The three Institutes commit to working with students on needs-based financial considerations. We remain open to discussing financial aid with student bodies (AMS, GSS, and others).
