4 Benefits Realisation The key benefit will be culture change within the HE sector, shifting away from traditional thinking and contributing towards the embedding of sustainable development within the procurement practice and broader operations of the sector. Single point of contact for information regarding sustainable procurement and a source of advice and guidance SPCE facilitate the development of procurement professionals, so that they are enabled to make a strategic contribution to their institutions SPCE assist HEIs in meeting Sustainable Development (SD) objectives, including reduction of carbon emissions, by influencing the supply chain SPCE demonstrate how by engaging with suppliers, HEIs can develop a commodity-based procurement strategy and contribute to institutional Corporate Social Responsibility
5 All English purchasing consortia will have attained level 3 of the National Action Plan s Flexible Framework and at least 50 HEIs will have confirmed their attainment of this target by Dec 2011 The Efficiency Measurement Model will be developed to incorporate data on sustainable development i.e. Definitions on environmental efficiency savings SPCE will help the sector go beyond a definition of value for money as simply the lowest price option, but will promote the idea of a just price by promoting the WLC tool SPCE will support development of a sector baseline in accordance with the Higher Education Carbon Reduction Strategy enabling HEI s to develop a carbon reduction target

8 Capacity Building Training and Development Aims of the programme: Presenting a 1 day development session providing delegates with information and guidance on why and how to embed sustainability into public sector procurement. The development session has been created in association with the Marrakech Task Force on Sustainable Public Procurement which is part of an overarching UN Commission for Sustainable Development programme. The programme is part of a global approach which will hopefully generate a like-minded, effective methodology for recognising and realising the sustainability potential of public procurement. The learning is based within the context of EU and UK procurement legislation and explores the issues of relevance and proportionality within the procurement cycle and using a risk-based approach. The Sustainable Procurement Centre of Excellence are working with Defra to deliver the programme to the higher education sector.

14 Small Steps, Big Changes at Northumbria University! Following the NSPPP training at Northumbria University, the procurement staff have really pushed to make a difference both in their practices and engagement with suppliers. Prior to starting the training, there was very little awareness within the Institution about the importance of sustainable procurement. Different areas gave priority to different elements e.g. HR-equalities, Estates-environment etc. One year on, there is much more awareness with my department and others providing a joined up approach to sustainability Colleagues in IT and Estates now understand the wider aspects of sustainability rather than just within their own field. It has also given them a greater appreciation of the level of knowledge and expertise which is required by procurement staff. Importance of embedding sustainable procurement is now recognised at Executive level and by our Audit Committee Pam Veitch, Purchasing Manager, Northumbria University. (June 2011)
15 The Environmental Working Group has been replaced by a Sustainability Management Group which is endorsed by the Vice-Chancellor and has representation from all Schools and Services. This is a major step forward within the Institution 20% weighting for sustainability in FM contract! Our Environmental Manager was really impressed with some of the responses that we received in relation to this. He said some of the companies appeared to be really forward thinking! The company that is currently ranked 1st didn t score as highly as some of the other companies on sustainability but we are going to approach them to discuss this in more detail (in the hope that it is simply that they are not used to giving this level of detail in tenders and are already on the ball!) and ask if they would be willing to work with the University to improve sustainability. Now that we know what can be done we can push them in the right direction! Claire Povey, procurement team leader, Northumbria University (June 2011) Staff are now empowered to research for guidance and information when developing specifications & considering award criteria using all of the resources available to them through SPCE and beyond. We are also more knowledgeable about life cycle costing of electrical machinery and are more confident when dealing with academic staff for highly technical equipment.
