3 Marcus McDonald, who am I? Director of Finance and Estates, Royal College of Music; Chair LUPC; Chair HEPA Steering Group; worked in universities since January 1982; procurement remit for more than 20 years, but not an expert; still learning about procurement; just written new RCM procurement strategy. 40% RCM non-pay spend thru collaborative agreements, incl. LUPC frameworks.

4 HEPA: aim of session who is HEPA for? what is already available? what will be available in 2014/15? how will we maintain HEPA in the long run? how will HEPA link more closely with PMA? questions?

5 HEPA: not just universities! Although HEPA resources were designed for HE, they should be equally useful for all not for profit organisations. All LUPC members have access to HEPA resources and CPD.

6 HEPA: already here high quality face-to-face CPD programme; on-line platform to book HEPA programmes; HEPA website; communications & marketing structure; regional consortia are promoting HEPA; consortia responsiveness training is branded jointly with HEPA; web-enabled on-line resources, including Competency toolkit Procurement Journey Supported by PPG networking structure.

9 high quality face-to-face CPD programme, year 2; five tailor-made on-line CPD modules; a HEPA manager. HEPA to be owned and managed by PPG;

10 Long term sustainability HEPA to be owned and managed by PPG; input from other procurement organisations, e.g. consortia; BUFDG to fund HEPA manager to maintain & develop HEPA; enhance links with PCA/PMA; assist members improve procurement capability; enhance partnership with consortia; support PPG Chair & executive to develop & deliver PPG strategy. During 2014/15 further work on long-term sustainability.

11 Closer links with PMA? continue to foster good working relations with AUPC & SUPC; fund consultancy to analyse data from PMAs in order to: identify good practice across the sector; identify trends across the sector and/or regions help our members improve their procurement capability/maturity; feedback loop into generic and/or specific training; As part of PPG develop and share good practice. 11

14 PPG Terms of Reference The PPG is the special interest group of BUFDG for Procurement Professionals working in UK HEIs and Consortia. Membership of the group is through institutional membership of BUFDG. Aims The aims of the PPG are to: Assist procurement professionals in: - moving from being "doers" to "enablers" - achieving the CIPS trinity of Aspiration, Capability and Execution"; and - developing their organisation to achieve high performance procurement. Develop a network of procurement professionals working in UK HEIs to enable sharing of experience and good practice; Consider and collectively respond, where appropriate, to consultations and lobby for change with Government and other external organisations like CIPS in procurement matters which affect UK HEIs. Create a procurement environment which is understood and valued by stakeholders Engage stakeholders in HEIs and consortia via a wide range of events and media

15 PPG Terms of Reference PPG and HEPA The PPG plays a pivotal role in advising the BUFDG (and its Procurement Academy) on the on-going development needs of the professional procurement community in England.

16 PPG Terms of Reference Supporting the professional procurement community as it becomes recognised for its knowledge, talent and transformational capabilities in HE Enabling procurement professionals to create and communicate clear value propositions within universities Promoting agile procurement operating models and practices Using P2P to enable improved spend analysis Using project portfolio planning to support procurement practices to develop Promoting and enabling procurement professionals to deliver spend planning in universities Enabling individuals to utilise procurement data and analyses to inform institutional decision making and delivery of enhanced performance Raising awareness of risk in supply chains and how the procurement professional can minimise the impact on their institution Promoting effective supplier relationships to maximise supply market leverage.
