2 Foreword I m delighted to introduce the Higher Education Procurement Academy s (HEPA s) training programme for Now into Year 2 of the programme, the Academy has really set down roots in our sector and is an excellent example of how organisations from higher education can work collaboratively together to deliver tailored, low-cost and effective training and resources that meet the needs of the procurement community. As you may know, HEPA was set up jointly in early 2013 by BUFDG Procurement Professionals Group (PPG), Leadership Foundation for Higher Education (LFHE) and the regional HE purchasing consortia to advance procurement capability and professionalism in UK universities and related institutions. Its primary aim was to respond to recommendations made in Universities UK s Diamond Report, published in 2011, requiring managers in institutions to receive better training and resources to deliver cost efficiencies and other important benefits all with the aim of channelling 30% of non-pay spend through effective collaborative agreements by One year on, and closer to this deadline, the Academy has delivered a huge number of tangible benefits; training, both face-to-face and e-learning, is now accessible at low-cost to all higher education institutions; online resources, such as the Procurement Journey, help you manage procurement processes within your institution; and an online competency toolkit is available to benchmark and improve your team s procurement skills. We should be justly proud as a sector of what we have achieved collaboratively, and crucially, of the sustainable footing that HEPA now finds itself to provide procurement professionals and wider higher education buyers with the support, guidance and training they need to make our sector as efficient as possible. 3 Introduction to HEPA training The Higher Education Procurement Academy (HEPA) is delighted to launch its Year 2 learning and development opportunities programme for The programme has been developed in consultation with representatives from across higher education, and is provided by professional trainers with experience of the sector. These courses are aimed at both procurement professionals and those institutional buyers involved in purchasing more widely. This year, we ve indicated the level at which training is pitched, to enable you to decide who would most benefit from attending the course. The courses are aligned to the HEPA Procurement Competency Framework, which identifies the skills and competency levels required by all staff involved in the procurement process, assisting individuals to take ownership of their personal development through skills assessment, identification of development needs and career planning. The British Universities Finance Directors Group (BUFDG), working in partnership with the regional higher education purchasing consortia, will manage the delivery of training. The courses will be delivered in a variety of ways by our external training partners BiP Solutions, PMMS and NETpostive Futures. The course programme for includes: Introduction to EU Procurement Advanced EU Procurement Effective Use of Competitive Negotiation Advanced Negotiation Specification Writing Sustainable Procurement. How to book To ensure a quality learning experience, there are limitations on the maximum number of attendees, therefore, places are available on a first come, first served basis. Delegates can secure their place by booking and paying in advance at Please note, if you do not wish to pay via Paypal during the booking process, please click on Pay with a debit or credit card to access the card payment option. If after booking you wish to cancel, we operate a graduated refund policy depending on how much notice of cancellation you give. Where you cancel more than 30 clear days before the date of the training event, we will refund the fee you have paid less an administration fee of 30. Where you give less than 30 but more than 15 clear days' notice, we will refund 50% of the fee you have paid. No refunds will be given where less than 15 clear days' notice is given or in the case of no shows on the day, regardless of the reason. In order to ensure training is as affordable as possible, each course is dependent upon a minimum number of delegates. Where the minimum number has not been achieved the Higher Education Procurement Academy reserves the right to cancel up to 10 working days prior to the training taking place. Delegates are advised not to book non-refundable advanced travel until 10 working days before the training date. Following booking and payment, joining instructions will be provided by the Higher Education Procurement Academy approximately one week before the date of training. To look at the challenges purchasers face in delivering commercial value and other agendas whilst minimising the risk of challenge under the EU procurement rules. Also, to provide attendees with increased knowledge and a deeper understanding of the more difficult areas of EU procurement legislation. Open discussion with the trainer, and with peers, to explore ways to effectively manage the more complex issues involved in delivering commercial value and other organisational agendas, whilst minimising the risk of challenge under the EU procurement rules. 7 Additional HEPA training and resources HEPA e-learning HEPA offers much more than face-to-face training; other resources available from the Academy include: A HEPA website for online networking, news and resources ( An online competency framework and template job descriptions to help you benchmark roles; An A-Z Procurement Journey to support all levels of procurement activity and facilitate best practice and consistency across the public sector; A range of advisory documents to assist you in creating strategies for Procurement, Sustainability and Category Management; A biennial HEPA conference, an opportunity for procurement managers to hear from leading edge speakers, network with their peers and meet some new colleagues; E-learning modules, developed in collaboration with the City of Glasgow College, to develop the skills and knowledge of colleagues involved in procurement (see opposite for further information). For more information on all these tools and resources visit Procurement Maturity Assessments (PMAs) are also available to all institutions, offering low-cost, detailed assessments of procurement capability to benchmark performance and drive improvement. Your PMA report will also help identify areas of the Academy that you may benefit from using. To book a PMA contact the SUPC main office on tel: As part of its Year 2 programme, HEPA awarded a contract to the City of Glasgow College, a CIPS centre of excellence, for the development of a series of e-learning modules to address the most pertinent sector issues. E-learning has a number of benefits over conventional courses: it enables the user to study at their own pace; it s not dependent on ability or level; and it can be undertaken at times to suit the requirements of the individual. In addition, the HEPA e-learning presents excellent value for money. A one-off institutional licence fee of just 160 per module allows for an unlimited number of staff from your university to access the course. There are five modules available: Introduction to HE Procurement Legislative Changes the Bribery Act Supplier Due Diligence & Risk Management Modelling Spend Analysis - Graphs to max/impact findings.
