Dies Executive Secretary May 2013 The Educational Approval Board (EAB) exists to protect Wisconsin consumers by regulating certain types of private for-profit and non-profit schools, colleges and universities. This directory is designed to inform prospective students and other interested persons about these institutions. It is our hope that the information contained in the pages that follow will help consumers make informed choices about the education and training they are considering. In carrying out its mission, the EAB performs the following functions: evaluates applications for the approval of schools, programs, teaching locations, and school representatives; requires schools to demonstrate financial stability and secure a surety bond to protect students; reviews advertising materials from schools for honesty and fairness; examines schools catalogs/handbooks and enrollment agreements to ensure they comply with state law and EAB requirements; conducts site visits to assess schools and suggest ways to improve; and Collect and publishes outcomes data from the schools. In addition to the information contained in this directory, the EAB makes student outcomes data for the schools available on its website, including the number of students enrolled and the number that complete a particular program. The EAB staff periodically visits the schools listed in this directory and are knowledgeable about the education programs listed. If you have questions about a particular school, please call us at (608) , and ask to speak with one of our school administration consultants. 5 Choosing a School INTRODUCTION Choosing a school, whether on ground or online, can be a difficult decision. You are going to invest time and money for an education and you expect that education to pay off in employment, career enhancement and/or a career change. As a consumer, you will want to investigate thoroughly the options available to you. This directory can help you in that decision-making process. THE SCHOOL How can you make sure the school you select will not fail you? Consider the following so you can become as knowledgeable as possible about a school: Call the human resource department of some businesses in the field you would like to enter. Ask what education/training and credentials they look for in prospective employees. Find out if openings in the field are plentiful and what schools best prepare their employees. Call the school and ask for its graduation rates. Ask also for the percentages of students who pass their licensing exams and/or get placed in jobs. Request the names and phone numbers of recent graduates. Ask them: Did you find the training useful? Did you find work? A school that cannot put you in touch with satisfied customers is one you may want to avoid. If the school is accredited (see explanation on the page vii), write or call the accrediting agency and ask for the results of the school's latest review. Contact an employment or career counselor and ask about schools in the field that you want to pursue. Call the Educational Approval Board at (608) and speak with a school administration consultant about the school's compliance history, any complaints that may have been filed by students, or the findings from recent visits to the school. THE PROGRAM Once you have identified potential schools, you will want to request school catalogs and/or access that information online. This information will define the workings of the school and outline the courses of instruction offered. As you learn about the schools and their programs, ask yourself the following: Will the course of instruction qualify me for employment in my chosen field? Am I capable of and sufficiently interested in pursuing and completing the total program? Is this school the best source of training in the field and are there other public, private, or vocational options? Do I really need to complete this program to be employed in this field and are my prospects of getting a job good if I complete the program? Is the cost of the course of instruction reasonable for the amount of training provided? Am I financially able to pay for the program? Make sure you research each degree program carefully before making a decision. Enrolling in a program that does not relate to your career goals can be costly and time consuming. iv

6 ENROLLMENT AGREEMENT AND SCHOOL REPRESENTATIVES Some EAB schools require students to sign an "enrollment agreement." This document is a binding, legal contract between the student and the school. These schools usually have representatives whose job is to enroll students into the schools' programs. Do not be in any hurry to sign an agreement; if you are not completely satisfied, delay making a decision. If the proposition is legitimate, it will be as good next week as it is today. Before you sign anything, ask yourself the following questions: If an enrollment agreement is executed in any location other than the school itself, does the school representative have a permit issued by the EAB? Is the representative able to give evidence supporting any claims made about job opportunities, placement rates, and salaries or wages to be earned? Is the representative giving you time to think about your options or is she/he pressuring you to sign quickly? Have you read the enrollment agreement carefully, including the fine print, asked questions about points not understood, and taken time to reflect on the obligations listed on the contract? Does the enrollment agreement clearly state the cost of the program, method of payment, provisions for cancellation, and the school's refund policy? Before signing, have you thoroughly investigated the school and its course of instruction? If you still have questions, call the EAB at (608) ONLINE SCHOOLS More and more schools now offer distance learning programs. You can attend a school in a variety of subjects without stepping foot in a classroom. Online learning requires more than an Internet connection; and it is not for everyone. In order to be successful in this educational environment, you will need to plan carefully and be well organized from the start. The following information can help you make an informed decision whether or not an online school experience is for you. Is Online Learning for You Before you apply to an online program, make sure you know what online learning is all about. Is face-to-face interaction with teachers and classmates important to you? Some students find they learn better in a physical classroom while others are comfortable learning independently. How good are you at managing your time? Online learning requires high autonomy and high accountability. Find an Accredited School Accreditation is one of the most important factors in choosing an online school. It can mean the difference between earning a legitimate degree and one that s worthless and gets you nowhere. The accreditation database from the U.S. Department of Education can help prevent a costly mistake. Meet the System, Browser and Software Requirements Make sure your computer meets the system requirements for all of your e-learning courses. Check your computer is it up to date? Call your school to verify that your computer is up-to-date and ready to handle all the applications and data flow with acceptable performance. In order to access course materials and assignments, you must have the right browser and plugins. Only certain browsers work effectively with course software. In addition, you will also be expected to meet specific software requirements. v

7 Ensure Reliable Internet Access A reliable Internet connection is not always available in your area or deemed too expensive. You ll need to have a cable modem or a fast DSL connection in order to connect to your courses. If your Internet connection has a tendency to crash your browser or drop altogether, you ll need to diagnose the source of a problem or find a new way to access the Web. Find the Right Study Environment Study space has a direct impact on study effectiveness. If you plan to use your family living room, you may find it hard to focus. Evaluate your current study location to find the best place to access the Internet, complete your assignments, and connect with your classmates and teachers. A quiet area with good lighting, comfortable seating, and enough space to spread out your books and papers can make all the difference in how productive you are. ACCREDITATION AND EAB APPROVAL The term accreditation is often misunderstood or incorrectly used synonymously with EAB approval. Most private postsecondary schools serving Wisconsin students, whether they are located within or outside the state, are required by state law to obtain the EAB's approval prior to advertising or providing training. Accreditation, on the other hand, is a non-governmental, voluntary peer-review process. In addition to satisfying the state s legal requirements, EAB approval gives credibility to a school, regardless of whether or not it is accredited. More information regarding accreditation is available by visiting the EAB website. DEGREE & DIPLOMA MILLS In their quest for higher education and training, students and the public sometimes encounter degree and diploma mills providers of educational offerings or operations that offer certificates and degrees considered bogus. Although there is no single definition of a degree mill or diploma mill in higher education, in general, a degree or diploma mill would not pass the approval process required by the EAB. If you are concerned that a school may be a degree or diploma mill, contact the EAB. Additional information and several useful links are also available on the EAB s website. SUMMARY Choosing a school is an important decision and this guide can help you become an informed and wiser consumer. The EAB can also help you through this process. Our staff periodically visits the schools listed in this directory and can help answer questions you may have about the best possible fit to your educational needs. 8 SCHOOL / STUDENT PROFILE FOR APPROVED SCHOOLS SCHOOL CHARACTERISTICS The Educational Approval Board (EAB) currently approves 210 for-profit and non-profit postsecondary schools, colleges and universities, offering more than 800 different programs. Over half (118) of the schools are accredited by either a national, regional, or specialized accrediting agency; including all 111 of the schools that offer an associate degree or higher. STUDENT CHARACTERISTICS During the reporting year, over 58,000 students attended EAB-approved schools. Approximately 54 percent are enrolled full-time and 73 percent are considered non-traditional students as shown below. The gender composition is 33 percent male and 67 percent female. of Students School Type For-Profit 162 Non-Profit & Over 73% Under 25 27% While a majority of the schools have a Wisconsin location, many are located in another state but serve students who reside in Wisconsin. 9 HOW TO USE THIS DIRECTORY PLEASE NOTE: For a current list of approved schools and programs offered, visit the EAB website at < or contact the EAB at (608) and speak to a school administration consultant. Schools listed in this directory appear alphabetically. An index of the schools by program type is provided to help users find those schools offering a particular program. There is also an index for those schools offering degree programs. For each school, the following information is provided. The school's contact information. A school that has an INACTIVE notation following its name means the school is approved by the EAB but not currently enrolling students. A brief description of the school and its mission. The name and length of each program approved by the EAB. For those schools that offer more than 14 programs, this information is provided in Appendix A. A listing of all branch campus locations where the school is approved to conduct classes. A branch campus is defined as any site where the school offers instruction and has an administrative presence, such as a campus administrator or campus president. If the school s administrative headquarters is also an instructional site, the administrative headquarters and branch campus will be the same. A listing of all teaching locations where the school is approved to conduct classes can be found in Appendix B. A teaching location is any site where instruction is provided but has no administrative presence, such as a space rented in a hotel, community center or public school district building. If a school is accredited by an accrediting body recognized by the U.S. Department of Education, the name(s) of the national, regional, or specialized accrediting body is listed 1. The total cost of each approved program. The total cost of the program is the sum of all charges which the school makes for tuition, books, materials and supplies, plus any other charges which the school requires the student to pay as the result of enrollment in the program. Information about whether or not the school offers financial assistance as part of the federal student aid programs or other financial assistance through an alternative lender, such as a bank or private lender. A profile of students attending the school, including aggregate data listing total enrollment, number of who dropped/withdrew 2, number of who completed a program, and number of who are employed 3. 1 A brief discussion about how EAB approval differs from accreditation is contained on page v of this directory. Detailed information about accreditation is available on the EAB website. 2 Dropped/Withdrew means the number of students who discontinued their program during the reporting year. This includes students who dropped out or withdrew for any reason, officially or unofficially; students who were dismissed under school conduct or grading policies; and students who transferred out of this program into another program. 3 Employed means the number of completers who found new employment in a training-related field, students who advanced with their current employer as a direct result of training provided by the school, or students whose employer required completion of the program. viii
