2 Introduction The aim of this document is to select and appoint a consultant to assist ENWORKS in updating the Efficiency Toolkit with Defra 2014 GHG Conversion factors for Company Reporting and to undertake a review of developments in greenhouse gas emissions reporting for businesses in the UK. This document outlines the purpose and requirements of this service and responses will be welcomed until the deadline of 12.00pm on Friday 12 th September About ENWORKS ENWORKS was set up in 2001 with a vision to help create an improved environment and economy by engaging companies in sustainable business practices. Our internationally recognised, award-winning work has made us a leading authority on environmental business issues and the transition to a low carbon economy. We help businesses to become more resource efficient, to reduce their carbon impact and increase their productivity; helping them to convert environmental pressures into competitive advantages and, in so doing, saving companies millions of pounds each year. To date, ENWORKS has helped business to achieve the following: 211 million cost savings 8,153 jobs created or safeguarded 355 million sales won or retained 930,000 tonnes of CO 2 e emissions saved 25.1 million tonnes of materials saved 10.6 million m 3 tonnes of water saved 720,000 tonnes of waste diverted from landfill Further information about ENWORKS is available online at: ENWORKS is part of GM Business Support Ltd (GMBS), which is part of the Economic Solutions Group, a not-for-profit group of companies delivering a range of business support, skills, training and recruitment services to individuals and employers across North West England and the UK Growing the Green Economy ENWORKS have launched its latest project Growing the Green Economy (GGE), supporting businesses in Greater Manchester and Cumbria to reduce their exposure to environmental risk and to improve their resource efficiency. In Greater Manchester, the project is also working to develop the Low Carbon & Environmental Goods and Services (LCEGS) sector and supporting the work of the Greater Manchester Low Carbon Hub (LCH). The GGE project is funded by the European Regional Development Fund (ERDF) and the Regional Growth Fund (RGF) through Greater Manchester Investment Fund (GMIF). Page 2

3 The ENWORKS Online Resource Efficiency Toolkit The ENWORKS Online Resource Efficiency Toolkit ( the Toolkit ) is a bespoke piece of webbased software, developed to capture and report the economic and environmental outcomes of our business support activity. The Toolkit has been in use since 2004, enabling users to log, manage, quantify and report, in real-time, the cost savings and resource savings associated with the resource efficiency support provided. The Toolkit is used by both business users, to prioritise and track improvements, and programme management, for collating cost savings and environmental benefits and allowing good practice to be identified and shared. Currently, there are over 9,000 businesses registered on the Toolkit, with over 35,000 individual resource efficiency improvements being tracked for multiple programmes in multiple regions. There are two main uses of the system: the recording of resource efficiency opportunities, of which there are several types defined with certain parameters, which are linked to specific businesses, which in turn are linked to specific programmes that deliver the support; and, the reporting of opportunity or business data through 5 types of reports, each with filters. Upon recording a resource efficiency opportunity on The Toolkit, the system automatically applies the latest available Defra conversion factor(s) to calculate the carbon dioxide equivalent (CO 2 e) savings. The Toolkit is kept up-to-date with the latest available conversion factors including notes for each factor indicating whether it is used for direct or indirect emissions and is further categorised into three broad scopes, based on the GHG Protocol definition. A full set of time-bound historical CO 2 e conversion factors is available to view within the Toolkit. Objectives The key objectives of the commission are: Support ENWORKS in updating the Efficiency Toolkit with Defra 2014 GHG Conversion factors for Company Reporting Review of developments in greenhouse gas emissions reporting for businesses in the UK. It is anticipated that the time allocated to this commission will not exceed 3 days. Brief Part 1 Support ENWORKS in updating the Efficiency Toolkit with Defra 2014 GHG Conversion factors for Company Reporting Provide recommendations to ENWORKS on how the Defra 2014 GHG Conversion factors for Company Reporting could be applied to the ENWORKS Efficiency Toolkit to ensure that the Toolkit aligns to national company reporting requirements and current and emerging best practice CO 2 e reporting (e.g. the WRI/WBCSD GHG Protocol Scope 3 Standard.) 4 As part of this requirement, the following resources will need to be reviewed: Environmental Reporting Guidelines: Including mandatory greenhouse gas emissions reporting guidance 2014 Government GHG Conversion Factors for Company Reporting: Methodology Paper for Emission Factors Defra 2014 Greenhouse Gas Conversion Factors A review of the Defra factors should include each of the resources, and their associated factors, included in the 2014 release (electricity, gas, wood, textiles etc.) against those included in the Toolkit. This includes the use and method of each resource and whether it is subject to reduction, substitution or waste diverted from landfill. Alongside this, the following information should be captured: 1. What changes have been made from previous publications 2. The scope of the emissions covered by the new factors 3. How the factors could be applied to the ENWORKS Efficiency Toolkit 4. The units associated with each resource 5. The source of the data 6. The notes associated with each reduction, substitution and waste diverted factor (which will appear on the Help page of the Toolkit). It is noted that the outcome of the review may recommend that new resource types are added, existing resources are removed, or changes to the names of existing resource types need to be made. Where changes such as these need to made, a written explanation is required. A template used in previous years will be provided to aid this work. The findings of the review are to be presented back to the ENWORKS Central Team in the agreed template. Part 2 Review of developments in greenhouse gas emissions reporting for businesses in the UK Conduct a review into the future direction of calculating and reporting greenhouse gas emissions for businesses in the UK, and evaluate how such developments might affect the business support model and the functionality of the Toolkit. The outcome of the research will enable the model of business support and development plans for the Toolkit to be managed appropriately in order to ensure conversion factors and calculation methods remain aligned with national and global protocols. It is required that this activity provides a forecast of the possible changes in how reporting might evolve in the future via means such as: Government dialogue on the topic Changes to legislation and company reporting requirements (e.g. mandatory reporting requirements) Current trends in data collection/analysis Developments in calculating CO 2 e emissions from different materials Page 4

5 An evaluation of how the Toolkit might need to evolve in order to align its functionality with the expected changes in carbon reporting, and ensuring full flexibility in reporting whilst maximising the carbon benefits captured for companies, is also expected. It is required that the findings of the review are presented back to the ENWORKS Central Team. Application Please complete the attached Quotation Form including any appendices. Skills and ability of the proposed personnel to carry out the requirements set out in the objectives and brief above (30%). 6 Terms and conditions The contracts will be governed by GM Business Support Limited Contract Conditions. Where possible, invoices will be settled within 30 days of being received by ENWORKS if the contractor has successfully met the requirements of the project and their contract. The successful contractor may be required to attend meetings and provide progress and activity reports in a format to be agreed by ENWORKS. Confidentiality All information gathered from ENWORKS and from third party organisations and companies in the course of this project must be held as confidential by the contractor and not disclosed to any third party without prior permission from ENWORKS.
