1 Engineer s Project Number: Section Page 1 SECTION PART 1 GENERAL 01 SUMMARY A. This Section covers fire alarm systems, including initiating devices, notification appliances, controls, and supervisory devices. B. Work covered by this section includes the furnishing of labor, equipment, and materials for the complete design, including drawings, calculations and material submittals, O&M manuals and installation and testing of the fire alarm system as indicated on the drawings and specifications. C. The Fire Detection and Alarm System shall consist of all necessary hardware equipment and software programming to perform the following functions: Fire alarm and detection operations in the building: a. King County Youth Service Center 02 PROJECT DESCRIPTION A. The FAC (Fire Alarm Contractor) shall totally design and install the system as described below. B. This project consists of design and installation of fire alarm system modifications in the Youth Detention Facility as described on the drawings and these specifications. All equipment and hardware to be vandalproof and be suitable for installation in a detention area. Included in the scope is the following: Replace existing duct smoke detectors with new addressable duct smoke detectors and bases which can be connected to the existing FACP via the existing wiring. Replace existing relays with new relays while retaining the same functions and connections to existing cell lights retaining the same function. 2. Replace existing ceiling smoke detectors with new addressable ceiling smoke detectors and bases which can be connected to the existing FACP via the existing wiring. Provide installation in vandalproof enclosures when located less than 10-0 AFF. 3. Replace existing ceiling heat detectors with new addressable ceiling heat detectors and bases which can be connected to the existing FACP via the existing wiring. Provide installation in vandalproof enclosures when located less than 10-0 AFF. Smoke detectors may be provided in lieu of heat detectors when installation meets code and is acceptable to the AHJ. 4. Replace existing horns, strobes and pull stations with new addressable horns, strobes and pull stations and bases which can be connected to the existing FACP via the existing wiring. 5. Provide new horns, strobes and bases as required to meet audibility and visual requirements of the AHJ. C. The project drawings do not show all alarm sensing devices, all alarm indication devices, or all alarm notification devices. The main fire alarm panel FACP and the remote annunciator are shown on the drawings as well as portions of the required devices. It is the FAC responsibility to determine the number of devices and alarm horns, strobes and pull stations and other devices to meet all codes NFPA72 and other codes and manufacturers requirements for a complete fire detection system.

Drawings and general provisions of the Contract, including General and Supplementary Conditions and all Specification Sections, apply to this section. B. The work covered by this section is to be coordinated with related work as specified elsewhere in the specifications. Requirements of the following sections apply: Requirements for Electronic Safety and Security Installations Requirements for Electrical Installations C. The system and all associated operations shall be designed and installed in accordance with the following, current editions of: Guidelines of the following Building Code: IBC 2. NFPA 72, National Fire Alarm Code 3. NFPA 70, National Electrical Code 4. NFPA 101, Life Safety Code 5. NFPA 90A, Standard for the Installation of Air Conditioning and Ventilating Systems 6. Other applicable NFPA standards 7. Local Jurisdictional Adopted Codes and Standards including City of Seattle Fire Code, Building Code and Electrical Code. 8. ADA Accessibility Guidelines 04 COUNTY FURNISHED PROPERTY A. The project floor plans in AutoCAD format on CD-ROM will be available to use in making the Fire alarm system submittal drawings. 05 INITIAL SUBMITTALS A. Submit shop drawings and equipment catalog data, calculations, and manufacturer's installation operating and maintenance instructions for approval of the following items in accordance with the below. The following are in addition to requirements elsewhere in the specifications: Submit four hard copies of all submittals and one CD-ROM s with electronic files of all submittals. a. Submit all equipment cut sheets, drawings; calculations, materials list in 3 ring binders. b. Accordion fold 11 x17 drawings to fit in binder. c. All material submittals shall be in electronic PDF and hard copy format. 2. All submittals shall be in hard copy and in electronic format as follows: a. Drawings shall be in AutoCAD format and printed 11x17 size. b. All material and equipment cut sheets shall be in Adobe Acrobat format PDF format, and hard copy 8-1/2 x11 c. Calculations and materials lists shall be in hard copy and excel format XLS. 3. All calculations shall be in Excel spreadsheet format and in hard copy. 4. Provide a Materials list spreadsheet (XLS) showing all equipment descriptions, quantities, model numbers and ratings in hard copy and xls format. a. Show on a separate tab in materials list show all spare devices specified below. 5. Product data sheets for system components shall be highlighted to indicate the specific products, features, or functions required to meet this specification. 6. Wiring diagrams from manufacturer. a. Prepare AutoCAD drawings of the building floor plan with shop drawings showing system details including location of FACP, all devices, circuiting, wire numbers and details of remote annunciator. b. The County will furnish contract AutoCAD floor plans to modify.

3 Engineer s Project Number: Section Page 3 c. See Drawings Requirements below for specific details. 7. Power supply and Battery Calculations a. System Power and battery charts with performance graphs and voltage drop calculations to assure that the system will operate per the prescribed backup time periods and under all voltage conditions per all applicable standards. 8. System operation description a. Provide a written system operation description including method of operation and supervision of each type of circuit and sequence of operations for all manually and automatically initiated system inputs and outputs. b. A list of all input and output points in the system shall be provided with a label indicating location or use of SLC, NAC, RAC, Sensor, and auxiliary control circuits. c. All written instructions to be in MS word format. 9. Operating instructions for FACP. a. Provide operation and maintenance data for inclusion in Operating and Maintenance Manual. b. Include data for each type product, including all features and operating sequences, both automatic and manual. c. Provide O&M instructions in MS Word format and hard copy. d. Provide the names, addresses, and telephone numbers of service organizations. 10. Product certification signed by the manufacturer of the fire alarm system components certifying that their products comply with indicated requirements. 1 Certification that system has been designed by NICET Level IV Person(s) and will be installed by NICET certified personnel Level II or above. 12. Listing of specific field tests of system to be performed. 13. Provide a copy of all system program required to make entire system operate. 06 SUBMISSION TO AUTHORITY HAVING JURISDICTION: A. In addition to routine submission of the above material, make an identical submission to the authority having jurisdiction. B. Include copies of shop drawings and all items above under initial submittals as required to depict component locations to facilitate review. C. Upon receipt of comments from the Authority, make resubmissions if required to make clarifications or revisions to obtain approval from the AHJ. 07 DESIGN REQUIREMENTS A. Total system design shall meet all standards listed above under Related Documents, NFPA 72 and all others listed. B. All system design shall be by NICT Level IV certified personnel. C. Design of system shall be total responsibility of installing fire alarm system contractor (FAC). Drawings do not indicate all of the number and locations of detectors, pull stations, strobes, horns, other initiating devices and interconnections to emergency shut off system and other building systems. D. The locations and quantities of initiating and alarm devices shall be as required by standards references above under References: NFPA standards and manufactures requirements and by building physical construction. E. FAC shall physically inspect the building construction and any drawings to determine the physical construction to ensure that all detectors, and alarm devices will cover all areas in the correct locations and numbers of devices.

It is the responsibility of the FAC to determine the extent of all interconnections to other building systems such as fire sprinkler system, HVAC system for shutdown and smoke control, door hold openers, elevator recalls, etc. G. All wiring shall be concealed in walls and ceilings to the extent possible. H. All wiring shall be in raceways. No wiring shall be exposed. 08 SYSTEM PROGRAMMING A. FAC is responsible for all system programming and testing of all devices wiring and panels. B. FACP shall be programmed using an IBM compatible laptop computer. C. Provide in final submittal both hard copy and electronic copy of final as-built FACP program and any documentation to clarify programming. 09 FIRE ALARM SYSTEM DRAWING REQUIREMENTS A. All drawings shall be in AutoCAD format on full size 24 x36 project floor plan drawings. All plots shall be 11 x17. Lettering shall be high minimum on 24x36 sheet size. 2. Roman S font only shall be used. No non standard AutoCAD fonts are to be used. 3. Provide a legend for all symbols. B. Provide a Riser Diagram showing all circuits and main FACP and auxiliary control panels. On riser diagram show the following: Main FACP (fire alarm control panel) showing internal terminal blocks for connection to external sensors and notification devices. 2. Each detector circuit and all devices and identification by room number for location. 3. Each Notification circuit showing the following in a tabular format. a. All notification devices by room number or location. b. Plan circuit c. Number of devices on each circuit d. Total current on each device circuit. 4. Battery calculations showing standby and alarm current required for all devices. Show calculation for 24 hours standby and 5 minutes in alarm. a. Show all device draws in calculation battery sized both standby an in alarm. C. Provide a Symbol Key legend showing device symbol, description, part number and mounting information for all devices used. D. Wire schedule identifying all wiring to be used including number of conductors and wire type and size. E. Scaled floor plan, including room names, gridlines, key plan, north arrow, and location designation. F. Floor plans to show all device locations including: Room numbers and names for all rooms to match contract drawings. 2. Device symbol for all pull station, horns, strobes, FACP, remote annunciator, monitoring devices and all other system components. 3. Circuiting information with point ID name and number. 4. Connections to all supervised devices such as water flow devices, air pressure switches, tamper switches etc. and all others. G. FACP Panel layouts showing position of all boards and termination points for all circuits. Show on the drawings the following: a. Notification appliance circuit schedule. b. Voltage drop calculation for each external circuit.

5 Engineer s Project Number: Section Page 5 c. Battery calculations for battery sizing. d. Physical inner panel construction showing main circuit boards all external terminal blocks. e. All external wiring with wire numbers. f. Power wiring to external circuits. g. Remote annunciator connections. h. Connections to phone line for digital dialer to central station. i. Any external relays for connection to shut down devices such as HVAC and IT room shut downs, elevator recalls, door hold open devices and all other system interlocks. j. All other connections not listed but required for complete operation. H. Alarm notification appliance drawings showing: Internal connections and external wiring and junction box sizes required. 2. Strobe candela rating vs voltage for volts applied vs multi output candela rating. 3. Horn sound output at 10ft., dba vs voltage for 16 24VDC 4. Current draws for horn and strobe vs voltage 16-24VDC I. Provide alarm system matrix for all devices showing the following: Alarm cause / vs. effect: a. Alarm, trouble, supervision, misc, interlocks with other equipment. J. All wiring shall have wire numbers on each end of each conductor. Show on system wiring diagrams. K. Battery calculations for all panels, including manufacturers recommendation for spare capacity due to battery discharge. Also provide any calculations in Excel format, XLS. L. Voltage drop calculations for all notification appliance circuits lump sum method, or distributed load method with a safety factor. Voltage drop calculation to include minimum acceptable voltage drop value and wire specifications. M. Circuit schedules showing all addresses/zones/circuits used. Show equipment ID number, type of detector, location by floor and room number. N. Address list identifying all points on the addressable loop, including device type and location O. Wiring typical showing wiring terminations for all devices used including wire numbers. P. Drawing title block to include drawing number, identification of project designer and drafter, identification of company and contact information, revision notes, and project location information. Q. Wire numbers shall be shown of all wiring from FACP to all devices. All wire numbers shall show on drawings. R. All circuit board termination terminal blocks connections shall be shown for all devices and panels. 10 QUALITY ASSURANCE A. System designer qualifications: Certification that system has been designed by NICET certified personnel Level IV. Designer shall sign all drawings. B. Installer Qualifications: A factory-authorized installer is to perform the work of this section: Installation personnel shall be by persons who are qualified and experienced in the installation, inspection, and testing of fire alarm systems as follows. a. Qualified personnel shall include the following: 1) Factory trained and certified personnel and National Institute of Certification in Engineering Technologies (NICET) fire alarm level II or above certified. 2) In addition to NICET certification all installing personnel shall be licensed or certified by state or local authority.

Each and all items of the Fire Alarm System shall be listed as a product of a single fire alarm system manufacturer under the appropriate category by Underwriters Laboratories, Inc. (UL), and shall bear the "UL" label. 11 MAINTENANCE SERVICE A. Maintenance Service Contract: Provide maintenance of fire alarm systems and equipment for a period of 12 months, using factory-authorized service representatives. Maintenance supplier shall be located within 20 miles of project site. B. Basic Services: Systematic, routine maintenance visits on a annual basis at times scheduled with the Owner. In addition, respond to service calls within 24 hours of notification of system trouble. Adjust and replace defective parts and components with original manufacturer's replacement parts, components, and supplies. C. Other Services: Perform services within the above 12-month period not classified as routine maintenance or as warranty work when authorized in writing. Compensation for additional services must be agreed upon in writing prior to performing services. 12 ACCEPTABLE MANUFACTURERS A. Manufacturers: The existing building has a Siemens fire alarm control panel. The equipment and service described in this specification are those supplied and supported by Siemens and Siemens equipment is to be provided. No exceptions or substitutions allowed. B. The fire alarm organizations on this project shall be a nationally recognized company specializing in Siemens fire alarm and detection systems. This organization shall employ factory trained and NICET certified technicians, and shall maintain a service organization within 20 miles of this project location. 2. The Manufacturer and service organization shall have a minimum of 10 years experience in the fire protective signaling systems industry. C. FAC shall have a service organization within 20 miles of project site with factory-trained technicians. 13 SYSTEM DESCRIPTION A. General: Provide a complete, non-coded, addressable, microprocessor-based fire alarm system with initiating devices, notification appliances, and monitoring and control devices as indicated on the drawings and as specified herein. B. Software: The fire alarm system shall allow for loading and editing instructions and operating sequences as necessary by an IBM format PC. The system shall be capable of 100% on-site programming to accommodate system expansion and facilitate changes in operation. All programming shall be capable of being accomplished via the front panel and via a laptop computer. All software operations shall be stored in a non-volatile programmable memory within the FACP. Loss of primary and secondary power shall not erase the instructions stored in memory. C. History Logs: The system shall provide a means to recall alarms and trouble conditions in chronological order for the purpose of recreating an event history. Separate alarm, supervisory and trouble logs shall be provided. D. Recording of Events: Record all alarm, supervisory, and trouble events by means of system printer. The printout shall include the type of signal (alarm, supervisory, or trouble) the device identification, date and time of the occurrence. The printout differentiates alarm signals from all other printed indications. E. Wiring/Signal Transmission: Transmission shall be addressable signal transmission, dedicated to fire alarm service only. 2. System connections for initiating (signaling) circuits and notification appliance circuits shall be Class B.

7 Engineer s Project Number: Section Page 7 3. Circuit Supervision: Circuit faults shall be indicated by a trouble signal at the FACP. Provide a distinctive indicating audible tone and alphanumeric annunciation. F. Remote Access: FACP shall have the capability to provide Remote Access through a Dial-Up Service Modem using the public switched telephone system of a private switched telephone system. 2. A personal computer or technician's laptop, configured with terminal emulation software shall have the ability to access the FACP for diagnostics, maintenance reporting, and information gathering. G. Required Functions: The following are required system functions and operating features: a. Priority of Signals: 1) Alarm events have highest priority. Subsequent alarm events are queued in the order received and do not affect existing alarm conditions. Supervisory and Trouble events have second-, and third-level priority respectively. Signals of a higher-level priority take precedence over signals of lower priority even though the lower-priority condition occurred first. Annunciate all events regardless of priority or order received. b. Noninterfering: 1) The activation of an addressable device does not prevent the receipt of signals from subsequent activations. 2) DACT Transmission to Remote Central Station: Provide fire alarm control panel equipment to automatically route alarm, supervisory, and trouble signals to a remote central station service transmitter provided under another contract. a) The DACT shall be an integral part of the fire alarm control panel. The Digital Alarm Receiver shall be located at a UL approved central station for digital alarm reporting. c. Annunciation: 1) Operation of alarm and supervisory initiating devices shall be annunciated at the FACP and any required remote annunciators, indicating the location and type of device. d. General Alarm: 1) A system general alarm shall include: a) Indication of alarm condition at the FACP and the facilities remote annunciator(s). b) Identification of the device that is the source of the alarm at the FACP and any required remote annunciator(s). c) Operation of audible and visible notification appliances throughout the building until silenced at FACP. Audible Alarm Notification shall meet local AHJ requirements. d) Closing doors normally held open by magnetic door holders. e) Unlocking designated doors. f) Shutting down supply and return fans serving zone where alarm is initiated or per AHJ. g) Closing smoke dampers on system serving zone where alarm is initiated or per AHJ. h) Initiation of smoke control sequence. i) Notifying the local fire department. j) Initiation of elevator recall in accordance with ASME/ANSI A17.1, when specified sensors are activated. 2. Supervisory Operations: a. Upon activation of a supervisory device such as fire pump power failure, low air pressure switch, and tamper switch, the system shall operate as follows: 1) Activate the system supervisory service audible signal and illuminate the LED at the FACP and the graphic annunciator.

8 Engineer s Project Number: Section Page 8 2) Pressing the Supervisory Acknowledge key will silence the supervisory audible signal while maintaining the Supervisory LED "on" indicating off-normal condition. 3) Record the event in the FACP historical log. 4) Transmission of supervisory signal to remote central station. 3. Alarm Silencing: a. If the "Alarm Silence" button is pressed, all audible alarm signals shall cease operation. 4. System Reset a. The "System Reset" button shall be used to return the system to its normal state. Display messages shall provide operator assurance of the sequential steps ("IN PROGRESS", "RESET COMPLETED") as they occur. The system shall verify all circuits or devices are restored prior to resetting the system to avoid the potential for re-alarming the system. The display message shall indicate "ALARM PRESENT, SYSTEM RESET ABORTED." b. Should an alarm condition continue, the system will remain in an alarmed state. 5. Drill: a. A manual evacuation (drill) switch shall be provided to initiate an alarm on the FACP. 6. Manual Control: a. Manual controls shall be supervised so that an "off normal" position of any switch shall cause an "off normal" system trouble. The "off normal" status shall be clearly identified in plain-language on the FACP alphanumeric display. b. Manual Bypass Control: The ability to perform a manual bypass of selected automatic functions shall be provided. c. Circuit Enable/Disable Control: The system shall have provisions for disabling and enabling each circuit individually for maintenance or testing purposes. 7. Single person WALKTEST: a. The system shall have a one-person test feature. Enabling the one person test feature at the FACP shall activate the "One Person Testing" mode of the system as follows: b. The city circuit connection and suppression release circuits shall be bypassed for the testing group. c. Control relay functions associated to the testing group shall be bypassed. d. The FACP shall indicate a trouble condition. e. The alarm activation of any initiation device in the testing group shall cause the audible notification appliances to sound a code to identify the device. f. The control panel shall automatically reset itself after signaling is complete. g. Any momentary opening of an initiating or notification appliance circuit wiring shall cause the audible signals to sound for 4 seconds indicating the trouble condition. H. Analog Smoke Sensors: Monitoring: FACP shall individually monitor sensors for calibration, sensitivity, and alarm condition, and shall individually adjust for sensitivity. The FACP shall determine the condition of each sensor by comparing the sensor value to the stored values. 2. Environmental Compensation: The FACP shall maintain a moving average of the sensor's smoke chamber value to automatically compensate for dust, dirt, and other conditions that could affect detection operations. 3. Programmable Sensitivity: Photoelectric Smoke Sensors shall have 8 sensitivity levels ranging from 0.2% to 3.7%, programmed and monitored from the FACP. 4. Sensitivity Testing Reports: The FACP shall provide sensor reports that meet NFPA 72 calibrated test method requirements. The reports shall be viewed on a Maintenance Terminal CRT Display or printed for annual recording and logging of the calibration maintenance schedule.

Peak Value Logging: The FACP shall log the Peak Value of smoke obscuration or degree of temperature for each individual sensor to allow system calibration for maximum response time performance without nuisance alarms based on "actual ambient conditions". 6. The FACP shall automatically indicate when an individual sensor needs cleaning. The system shall provide a means to indicate that a sensor requires cleaning. When a sensor's average value reaches a predetermined value, (3) progressive levels of reporting are provided. a. The first level shall indicate that a sensor is close to a trouble reporting condition and will be indicated on the FACP as "ALMOST DIRTY." This condition provides a means to alert maintenance staff of a dirty sensor without creating a trouble in the system. b. If this indicator is ignored, a second level "DIRTY SENSOR" condition shall be indicated at the FACP.. The sensor base LED shall glow steady giving a visible indication at the sensor location. The "DIRTY SENSOR" condition shall not affect the sensitivity level required to alarm the sensor. c. If a "DIRTY SENSOR" is left unattended, and its average value increases to a third predetermined value, an "EXCESSIVELY DIRTY SENSOR" trouble condition shall be indicated at the control panel. 7. The FACP shall continuously perform an automatic self-test on each sensor which will check sensor electronics and ensure the accuracy of the values being transmitted. Any sensor that fails this test shall indicate a "SELF TEST ABNORMAL" trouble condition. I. Fire Suppression Monitoring: Water flow: Activation of a water flow switch shall initiate general alarm operations. Water flow switches are existing and are to be monitored and wired under this section. 2. Sprinkler valve tamper switch: The activation of any valve tamper switch shall activate system supervisory operations. Tamper switches are existing and are to be monitored and wired under this section. 3. Water flow switch and sprinkler valve tamper switch shall be capable of existing on the same initiating zone. Activation of either device shall distinctly report which device is in alarm on the initiating zone. 4. Fire sprinkler Air compressor low pressure and loss of pressure shall activate system supervisory operations. These are existing and are to be monitored and wired under this section. J. Audible Alarm Notification: By horns in areas as indicated on drawings. For this project not all horns are shown on drawings. Contractor shall design all locations for horns to meet all codes and regulations in accordance with NFPA An additional circuit (16/2 shielded cable) will mirror the horn/strobe circuit for future use for voice communication (speakers). Wiring for future speaker circuits will be terminated between the control panel through each junction box to an end of line device. K. Power Requirements The control panel is existing. Upgrade as required. 2. The system shall be provided with sufficient battery capacity to operate the entire system upon loss of normal AC power in a normal supervisory mode for a period of 24 hours with 5 minutes of alarm operation at the end of this period. The system shall automatically transfer to battery standby upon power failure. All battery charging and recharging operations shall be automatic. 3. All circuits requiring system-operating power shall be 24 VDC and shall be individually fused at the control panel. 4. The incoming power to the system shall be supervised so that any power failure will be indicated at the control panel. A green "power on" LED shall be displayed continuously while incoming power is present. 5. The system batteries shall be supervised so that a low battery condition or disconnection of the battery shall be indicated at the control panel.

The system shall support 100% of addressable devices in alarm operated at the same time, under both primary (AC) and secondary (battery) power conditions. 7. Loss of primary power shall sound a trouble signal at the FACP. FACP shall indicate when the system is operating on an alternate power supply. A. General: Furnish extra materials, packaged with protective covering for storage, and identified with labels clearly describing contents as follows: 15 ALTERNATES Show description and models, and quantities of extra materials in main materials list spreadsheet in a separate tab. Provide this list of extra materials in initial submittal. 2. Strobe Units: Furnish quantity equal to 2 percent of the number of units installed, but not less than one. 3. Smoke Sensors, Fire Detectors, and Flame Detectors: Furnish quantity equal to 2 percent of the number of units of each type installed but not less than one of each type. 4. Sensor Bases: Furnish quantity equal to 2 percent of the number of units of each type installed but not less than one of each type. A. Refer to Section ALTERNATES for possible effect on work of this Section. PART 2 PRODUCTS 2.01 FIRE ALARM CONTROL PANEL EXISTING SIEMENS A. General: Comply with UL 864, "Control Panels for Fire-Protective Signaling Systems." B. The following FACP control panel modifications shall be provided as required: Upgrade the existing Siemens FACP as required to meet Seattle Fire Code for the devices installed. 2. Provide all network interface connections between system components required. 3. FACP shall allow remote devices to be monitored up to 2000 from main fire alarm panel via an addressable network. 4. Addressable points capacity as required inclusive of inputs and outputs in any combination. 5. Class B/Style Y Notification Appliance Circuits (NAC; rated 24VDC, resistive); 6. Form "C" Auxiliary Output Circuits (rated 24VDC, resistive), operation is programmable for trouble, alarm, supervisory or other selective control operations. Provide capability for switching up to ½ 120VAC, inductive loads. 7. Supervised serial communication channel for control and monitoring of remotely located LCD annunciators and I/O panels. 8. Provide additional output contracts for interface to any HVAC shut down system and others as specified elsewhere is this specifications or required. 9. Fire alarm system panel point capacity shall be a minimum of 2,000 points. 10. FACP shall be UL cross listed with the fire alarm system components installed. C. Cabinet: Lockable steel enclosure. Arrange panel so all operations required for testing or for normal care and maintenance of the system are performed from the front of the enclosure. If more than a single panel is required to form a complete control panel, provide exactly matching modular panel enclosures. D. Alphanumeric Display and System Controls: Panel shall include an 80 character LCD display to indicate alarm, supervisory, and component status messages and shall include a keypad for use in entering and executing control commands.

Fire Alarm Control Panel shall be capable of operating a remote maintenance terminal and/or printers; output shall be ASCII from an RS-232-C connection with an adjustable baud rate. B. No printers are required for this project, but system must have these capabilities REMOTE LCD ANNUNCIATORS A. Provide new or updated Remote Annunciator(s) as required by AHJ. B. Under normal conditions the Remote Annunciator(s) shall display a "SYSTEM IS NORMAL" message and the current time and date. C. Should an abnormal condition be detected the appropriate LED (Alarm, Supervisory or Trouble) shall flash. The unit audible signal shall pulse for alarm conditions and sound steady for trouble and supervisory conditions. D. Operator keys shall be key switch enabled to prevent unauthorized use. The key shall only be removable in the disabled position. Acknowledge, Silence and Reset operation shall be the same as the FACP EMERGENCY POWER SUPPLY A. General: Components include battery, charger, and an automatic transfer switch. B. Battery: Sealed lead-acid type. Provide sufficient capacity to operate the complete alarm system in normal or supervisory (non-alarm) mode for a period of 24 hours. Following this period of operation on battery power, the battery shall have sufficient capacity to operate all components of the system, including all notification appliances in alarm or supervisory mode for a period of 5 minutes ADDRESSABLE MANUAL PULL STATIONS A. Description: Addressable double-action type, red LEXAN, with molded, raised-letter operating instructions of contrasting color. Station will mechanically latch upon operation and remain so until manually reset by opening with a key common with the control units. B. Pull Station Protective Shield: Provide a tamperproof, clear LEXAN shield and red frame that easily fits over all manual pull stations. C. Addressable pull stations and bases shall be the type that can be connected to the existing wiring. Provide any accessory components required to accomplish the operation on existing wiring ADDRESSABLE SMOKE SENSORS A. General: Comply with UL 268, "Smoke Detectors for Fire Protective Signaling Systems." Include the following features: Factory Nameplate: Serial number and type identification. 2. Operating Voltage: 24 VDC, nominal. 3. Self-Restoring: Detectors do not require resetting or readjustment after actuation to restore normal operation. 4. Plug-In Arrangement: Sensor and associated electronic components are mounted in a module that connects to a fixed base with a twist-locking plug connection. Base shall provide break-off plastic tab that can be removed to engage the head/base locking mechanism. No special tools shall be required to remove head once it has been locked. Removal of the detector head shall interrupt the supervisory circuit of the fire alarm detection loop and cause a trouble signal at the control unit.

12 Engineer s Project Number: Section Page Each sensor base shall contain an LED that will flash each time it is scanned by the Control Unit (once every 4 seconds). In alarm condition, the sensor base LED shall be on steady. 6. Each sensor base shall contain a magnetically actuated test switch to provide for easy alarm testing at the sensor location. 7. Each sensor shall be scanned by the Control Unit for its type identification to prevent inadvertent substitution of another sensor type. Upon detection of a "wrong device", the control unit shall operate with the installed device at the default alarm settings for that sensor; 2.5% obscuration for photoelectric sensor, 135-deg F and 15-deg F rate-of-rise for the heat sensor, but shall indicate a "Wrong Device" trouble condition. 8. The sensor's electronics shall be immune from false alarms caused by EMI and RFI. 9. Sensors include a communication transmitter and receiver in the mounting base having a unique identification and capability for status reporting to the FACP. Sensor address shall be located in base to eliminate false addressing when replacing sensors. 10. Removal of the sensor head for cleaning shall not require the setting of addresses. B. Detector Type: Smoke sensors shall be of the photoelectric or combination photoelectric / heat type. Where required ionization type sensors may be used with AHJ approval. C. Detector Bases: Relay output, sounder and isolator bases shall be supported alternatives to the standard base. D. Duct Smoke Sensor: Provide duct detectors as required by Code for system being installed under this contract. 2. Photoelectric type, with sampling tube of design and dimensions as recommended by the manufacturer for the specific duct size and installation conditions where applied. Sensor includes relay as required for fan shutdown. 3. Environmental compensation, programmable sensitivity settings, status testing, and monitoring of sensor dirt accumulation for the duct sensor shall be provided by the FACP. 4. The Duct Housing shall provide a supervised relay driver circuit for driving up to 15 relays with a single "Form C" contact rated at 7A@ 28VDC or 10A@ 120VAC. This auxiliary relay output shall be fully programmable. Relay shall be mounted within 3 feet of HVAC control circuit. 5. Duct Housing shall provide a relay control trouble indicator Yellow LED. 6. Compact Duct Housing shall have a transparent cover to monitor for the presence of smoke. Cover shall secure to housing by means of four (4) captive fastening screws. 7. Duct Housing shall provide two (2) Test Ports for measuring airflow and for testing. These ports will allow aerosol injection in order to test the activation of the duct smoke sensor. 8. Duct Housing shall provide a magnetic test area and Red sensor status LED. 9. For maintenance purposes, it shall be possible to clean the duct housing sampling tubes by accessing them through the duct housing front cover. 10. Each duct sensor shall have a Remote Test Station with an alarm LED and test switch. 1 A NEMA 4X weatherproof duct housing enclosure shall provide for the circulation of conditioned air around the internally mounted addressable duct sensor housing to maintain the sensor housing at its rated temperature range. The housing shall be UL Listed to Standard 268A. E. Addressable smoke sensors and bases shall be the type that can be connected to the existing wiring. Provide any accessory components required to accomplish the operation on existing wiring.

Thermal Sensor: Combination fixed-temperature and rate-of-rise unit with plug-in base and alarm indication lamp; 135-deg F fixed-temperature setting except as indicated. B. Thermal sensor shall be of the epoxy encapsulated electronic design. It shall be thermistor-based, rate-compensated, self-restoring and shall not be affected by thermal lag. C. Sensor fixed temperature sensing shall be independent of rate-of-rise sensing and] programmable to operate at 135-deg F or 155-deg F. Sensor rate-of-rise temperature detection shall be selectable at the FACP for either 15-deg F or 20-deg F per minute. D. Sensor shall have the capability to be programmed as a utility monitoring device to monitor for temperature extremes in the range from 32-deg F to 155-deg F. E. Addressable heat sensors and bases shall be the type that can be connected to the existing wiring. Provide any accessory components required to accomplish the operation on existing wiring ADDRESSABLE CIRCUIT INTERFACE MODULES A. Addressable Circuit Interface Modules: Provide addressable circuit interface modules to monitor one or more system components that are not otherwise equipped for addressable communication. 2. Modules shall be used for monitoring of water flow, valve tamper, non-addressable devices, and for control of evacuation indicating appliances and AHU systems. 3. The addressable output control modules for control of HVAC and similar shut downs, smoke dampers, fire door releases shall be equipped with a auxiliary relays with 10A resistive rating at 120VAC. B. Addressable Circuit Interface Modules will be capable of mounting in a standard electric outlet box. Modules will include cover plates to allow surface or flush mounting. Modules will receive their operating power from the signaling line or a separate two wire pair running from an appropriate power supply as required. C. There shall be the following types of addressable modules: Type 2: Signal Line Communications Powered Monitor Circuit Interface Module: a. This type of module is an individually addressable module that has both its power and its communications supplied by the two wire multiplexing signaling line circuit. It provides location specific addressability to an initiating device by monitoring normally open dry contacts. This module shall have the capability of communicating four zone status conditions (normal, alarm, current limited, trouble) to the FACP. b. Each initiating device shall be by monitored via a separate addressable module for normally closed or normally open dry contact. 1) This module shall provide location specific addressability. The module shall communicate four zone status conditions (open, normal, abnormal, and short). The two-wire signaling line circuit shall supply power and communications to the module. 2. Type 3: Signal Line Communications Powered Monitor Circuit Interface output Module a. This module shall provide control of a Form "C" contact. The two-wire signaling line circuit shall supply power and communications to the module. b. The addressable output control modules for control of HVAC and similar shut downs, smoke dampers, fire door releases shall be equipped with a auxiliary relays with 10A resistive rating at 120VAC. D. All Circuit Interface Modules shall be supervised and uniquely identified by the control unit. Module identification shall be transmitted to the control unit for processing according to the program instructions.

14 Engineer s Project Number: Section Page Modules shall have an on-board LED to provide an indication that the module is powered and communicating with the FACP. 3. The LEDs shall provide a troubleshooting aid since the LED blinks on poll whenever the peripheral is powered and communicating. 2.9 ADDRESSABLE ALARM NOTIFICATION APPLIANCES A. Addressable Notification Appliances: The Contractor shall furnish and install Multicandela Addressable Notification Appliances and accessories to operate on compatible signaling line circuits (SLC). Conventional notification appliance devices will not be accepted. 2. Addressable Notification appliance operation shall provide power, supervision and separate control of horns and strobes over a single pair of wires. The controlling channel (SLC) digitally communicates with each appliance and receives a response to verify the appliance's presence on the channel. The channel provides a digital command to control appliance operation. SLC channel wiring shall be unshielded twisted pair (UTP), with a capacitance rating of less than 60pf/ft and a minimum 3 twists (turns) per foot. 3. Class B (Style 4) notification appliances shall be wired without requiring traditional in/out wiring methods; addressable "T" Tapping shall be permitted. Up to 63 appliances can be supported on a single channel. 4. Each Addressable notification appliance shall contain an electronic module and a selectable address setting to allow it to occupy a unique location on the channel. a. This on-board module shall also allow the channel to perform appliance diagnostics that assist with installation and subsequent test operations. b. A visible LED on each appliance shall provide verification of communications and shall flash with the appliances address setting when locally requested using a magnetic test tool. B. Addressable Controller: Addressable Controller shall supervise Channel (SLC) wiring, communicate with and control addressable notification appliances. It shall be possible to program the High/Lo setting of the audible (horn) appliances by channel from the addressable controller. C. Addressable Horn: Addressable horn shall be listed to UL 464. Horn appliances shall have a High/Lo Setting, programmable by channel from the addressable controller or by appliance from the host FACP. The horn shall have a minimum sound pressure level of 83 or 89 24VDC. The horn shall mount directly to a standard single gang, double gang or 4" square electrical box, without the use of special adapter or trim rings. D. Addressable Visible/Only: Addressable strobe shall be listed to UL 197 The V/O shall consist of a xenon flash tube and associated lens/reflector system. The V/O enclosure shall mount directly to standard single gang, double gang or 4" square electrical box, without the use of special adapters or trim rings. V/O appliances shall be provided with different minimum flash intensities of 15cd, 75cd and 110cd, selectable settings via the fire alarm control panel. Provide a label inside the strobe lens to indicate the listed candela rating of the specific Visible/Only appliance. Strobes shall be synchronized. E. Addressable Audible/Visible: Addressable combination Audible/Visible (A/V) Notification Appliances similar to Wheelock multi-tone, mutli-candela horn strobes Model AMT-24MCW. Shall be listed to UL 1971 and UL 464. The strobe light shall consist of a xenon flash tube and associated lens/reflector system. Provide a label inside the strobe lens to indicate the listed candela rating of the specific strobe. The horn shall have a minimum sound pressure level of 83 or 89 24VDC. The audible/visible enclosure shall mount directly to standard single gang, double gang or 4" square

Addressable interface module Fire Alarm supervisory Analog Monitor Zone Adapter modules will be provided to interface linear analog sensors from critical analog alarm output and levels G. Isolator Module: Isolator module provides short circuit isolation for addressable notification appliance SLC wiring. Isolator shall be listed to UL 864. The Isolator shall mount directly to a minimum 2 1/8" deep, standard 4" square electrical box, without the use of special adapter or trim rings. Power and communications shall be supplied by the Addressable Controller channel SLC; dual port design shall accept communications and power from either port and shall automatically isolate one port from the other when a short circuit occurs. The following functionality shall be included in the Isolator module: 2. Report faults to the host FACP. 3. On-board Yellow LED provides module status. 4. After the wiring fault is repaired, the Isolator modules shall test the lines and automatically restore the connection. 5. Provide a minimum isolator module per floor isolating ground faults per floor and one for any remote buildings. H. Accessories: The contractor shall furnish the necessary accessories to make a complete operational system. I. Addressable alarm notification appliances that replace existing and bases shall be the type that can be connected to the existing wiring. Provide any accessory components required to accomplish the operation on existing wiring WATER FLOW OR PRESSURE SWITCH CONNECTIONS A. Water flow switch or pressure switches are existing to be monitored and wired by fire alarm contractor with a separate addressable module. B. Shall be addressable and be of the type that can be connected to the existing wiring FIRE SPRINKLER AIR COMPRESSOR LOW PRESSURE SWITCH A. Fire sprinkler system air compressor switch if existing to be monitored and wired by fire alarm contractor with a separate addressable module. B. Shall be addressable and be of the type that can be connected to the existing wiring FIRE SPRINKLER TAMPER SWITCH A. Fire sprinkler tamper switches are existing to be monitored and wired by fire alarm contractor with a separate addressable module. B. Shall be addressable and be of the type that can be connected to the existing wiring MAGNETIC DOOR HOLDERS A. Magnetic door holders if existing are to be monitored and wired by fire alarm contractor with a separate addressable module. B. Shall be addressable and be of the type that can be connected to the existing wiring FIRE ALARM SYSTEM CONDUCTORS A. Utilize existing conductors unless new are required. All new wiring shall conform to NEC Article 760 for fire alarm detection.

16 Engineer s Project Number: Section Page FIRE ALARM SYSTEM CONDUCTORS SIZING A. FAC shall size all new fire alarm signal and power conductors for all loads to meet loads on each circuit to minimize voltage drop so all devices will function at maximum load conditions, and when on battery backup with 10% spare voltage drop. The FACP shall be capable of performing self NAC load calculations PART 3 EXECUTION 3.01 INSTALLATION, GENERAL A. Installation is in a secure detention facility. All Contractor employees shall have security clearance prior to construction start and be on an approved visitor list. Contractor employees must be escorted at all times unless they are locked in behind secure doors. The allowed Contractor hours of work are Monday Friday 8AM to 5PM. B. Contractor will have access to only two Halls at any one time. (Note: Hall has been completed.) Only when work on one pair of Halls is complete, tested and fully operational will more Halls be vacated of inmates and be assigned for Contractor work. Work will proceed in this manner until all 16 halls have been completed. (Note: Hall Q has been completed.) C. Work in other areas (besides the Halls) is to be scheduled with the owner. D. Contractor shall complete work each day such that the system is fully operational at the end of the day. A fully operational system shall include but not be limited to above systems or a fire watch, plumbing and electrical systems. E. Contractor shall be responsible for declaring needs for a fire watch, at which times shall request to the Owners Project Representative that the County provide such personnel as needed. Contractor shall provide fire watch personnel as required by the AHJ and code for the Siemens equipment needing fire watch. F. Install and test system components and all associated devices in accordance with applicable codes, NFPA Standards and manufacturer's recommendations. G. Installer Qualifications: A factory-authorized installer is to perform the work of this section: Installation personnel shall be by persons who are qualified and experienced in the installation, inspection, and testing of fire alarm systems as follows. a. Qualified personnel shall include the following: 1) Factory trained and certified personnel and National Institute of Certification in Engineering Technologies (NICET) fire alarm level II or above certified. 2) In addition to NICET certification all installing personnel shall be licensed or certified by state or local authority EQUIPMENT INSTALLATION A. Furnish and install a complete Fire Alarm System as described herein and as shown on the drawings. B. Include sufficient control unit(s), annunciator(s), manual stations, automatic fire detectors, smoke detectors, audible and visible notification appliances, wiring, terminations, conduit, electrical boxes, and all other necessary material for a complete operating system. C. Water-Flow and Valve Supervisory Switches: Connect for each sprinkler valve required to be supervised. D. Device Location-Indicating Lights: Locate in the public space immediately adjacent to the device they monitor and make fully operational WIRING INSTALLATION A. System Wiring: New wire and cable shall be a type listed for its intended use by an approval agency acceptable to the Authority Having Jurisdiction (AHJ) and shall be installed in accordance with the

Contractor shall obtain from the Fire Alarm System Manufacturer written instruction regarding the appropriate wire/cable to be used for this installation. No deviation from the written instruction shall be made by the Contractor without the prior written approval of the Fire Alarm System Manufacturer. C. Color Coding for new conductors: 3.04 WIRING METHODS Color-code fire alarm conductors differently from the normal building power wiring. Use one color code for alarm initiating device circuits wiring and a different color code for supervisory circuits. 2. Color-code notification appliance circuits differently from alarm-initiating circuits. 3. Paint all fire alarm system junction boxes and covers red. A. All wiring shall be in steel raceways, EMT or flexible steel conduit as a minimum, see for allowable raceway types. B. New devices boxes shall be finish quality type suitable for the device installed, see for allowable boxes. C. Only fire alarm cables and conductors shall occupy fire alarm conduits and junction boxes FIELD QUALITY CONTROL A. Manufacturer's Field Services: Provide services of a factory-authorized service representative to supervise the field assembly and connection of components and the pretesting, testing, and adjustment of the system. B. Provide factory trained and qualified personnel employed by an organization listed by a national testing laboratory for the servicing of fire alarm systems. C. Installer Qualifications: A factory-authorized installer is to perform the work of this section: Installation personnel shall be by persons who are qualified and experienced in the installation, inspection, and testing of fire alarm systems as follows. a. Qualified personnel shall include the following: 1) Factory trained and certified personnel and National Institute of Certification in Engineering Technologies (NICET) fire alarm level II or above certified. 2) In addition to NICET certification all installing personnel shall be licensed or certified by state or local authority TESTING A. Pretesting: Determine, through pretesting, the conformance of the system to the requirements of the Drawings and Specifications. 2. Test all wiring for shorts and grounds before connection to equipment. 3. Correct deficiencies observed in pretesting. 4. Replace malfunctioning or damaged items with new and retest until satisfactory performance and conditions are achieved. B. Final Test Notice: Provide a 10-day minimum notice in writing when the system is ready for final acceptance testing. C. Minimum Final System Tests: Test the system according to the procedures outlined in NFPA 72.

D. Retesting: Correct deficiencies indicated by tests and completely retest work affected by such deficiencies. Verify by the system test that the total system meets the Specifications and complies with applicable standards. E. Report of Tests and Inspections: Provide a written record of inspections, tests, and detailed test results in the form of a test log. F. Final Test, Certificate of Completion, and Certificate of Occupancy: Test the system as required by the Authority Having Jurisdiction in order to obtain a certificate of occupancy. G. Phasing: Above testing shall be after each two halls of the project and each phase of the project CLEANING AND ADJUSTING A. Cleaning: Remove paint splatters and other spots, dirt, and debris. 2. Clean unit internally using methods and materials recommended by manufacturer. B. Occupancy Adjustments: When requested within one year of date of Substantial Completion, provide on-site assistance in adjusting sound levels and adjusting controls and sensitivities to suit actual occupied conditions. a. Provide up to three visits to the site for this purpose TRAINING A. Provide the services of a factory-authorized service representative to demonstrate the system and train Owner's maintenance personnel as specified below. Train Owner's maintenance personnel in the procedures and schedules involved in operating, troubleshooting, servicing, and preventive maintaining of the system. 2. Provide a minimum of 8 hours of onsite training. 3. Schedule training with the County at least seven days in advance FINAL SUBMITTALS AND O&M MANUALS A. Provide the following information in the final operation and maintenance manual. Provide O&M manuals in 3 ring binders with project name, date, contractors name, phone number and contact information. Provide four copies of all items in each O&M manual from initial submittal above including the following in both hard copy and electronic format on CD-ROM: a.
