2 Project Description VIENTOS DEL SECANO 50 MW Wind Farm 1. PROJECT SIZE AND LOCATION Vientos del Secano is a Wind Farm Project initially designed to have a total capacity of 50 MW. The main idea consists of installing 2.0 to 2.5 MW wind turbines in order to achieve total capacity. There are advanced discussions with manufacturers and there are several preliminary bids from top manufacturers. The location of the project allows a first stage of 12.6 MW, installing seven wind turbines of 1.8 MW, which when connected to the medium voltage line bordering the property prevents the construction of a transformer station. The Wind Farm is situated in Mayor Buratovich, Department of Villarino, Province of Buenos Aires, inside a private field called Los Vallecitos. The selected place is 92 km south of Bahía Blanca and 750 km south west of Buenos Aires and has an available area of 980 ha. The Wind Farm site is located on 772 km of National Road Nr3 that connects the cities of Bahía Blanca, Mayor Buratovich and Pedro Luro. 2. PROJECT COMPANY Parques Eólicos Pampeanos S.A. (PEPSA) holds all the authorizations and agreements related to Vientos del Secano Wind Farm Project. 3. PROJECT DEVELOPER PEPSA was created by ABO WIND Energías Renovables S.A., an Argentinian subsidiary company of the Germany based ABO WIND AG, for the soul purpose of promoting this project. ABO WIND has been developing renewable energy projects for more than 17 years with complete autonomy in choosing the best technical innovations to suit the task at hand. We have a staff of more than 285 professionals located in Germany, France, Spain, Belgium, Ireland, the United Kingdom, Bulgaria, Finland, Sweden, Mexico, Argentina and Uruguay. We also expect a further expansion of our activities to other European and Latin-American countries. With an annual project volume of 200 million Euro, ABO WIND is one of the most successful wind energy project developers in Europe. In addition to the management of its own commissioned projects, ABO WIND takes on the commercial and technical management of wind farms on behalf of other international operators. ABO WIND manages more than 50 wind farms and 4 biogas plants in Europe, and has built over 450 wind turbines with a total capacity of 700 MW (update: October 2013). 3 4. LAND LEASE On October 2007 PEPSA signed a 24 year land lease agreement with private land owners for 1200 ha of fields required to build and operate the Wind Farm. These documents have been authenticated and the certificates were registered in the Provincial Registry of Property of Bahia Blanca. 5. FEASIBILITY ANALYSIS Environmental impact study: Beginning with the careful selection of a location to ensure a limited environmental impact, ABO WIND chose the site for the development of Vientos del Secano to be located a considerable distance from any environmentally protected areas. The OPDS (Provincial Agency for Sustainable Development) has issued the relevant "environmental license" for the construction of the wind farm, at the same time the Environmental Impact Study has been approved by the Secretary of Energy, besides being presented to ENRE TRANSBA SA Preliminary soil study: Preliminary Soil Study was held in December 2008 by a Geotechnical specialist company. The report features specific recommendations for wind turbines foundations, such as: suggested foundation level, bearing capacity, soil aggressiveness, conductivity, etc. Topographic map: The topography of the entire area is portrayed in digital maps, depicting height contour lines each illustrating 2 meter elevation changes. This was carried out by a professional topographer using GPS technology. Electrical connection study: Project 50MW The Grid connection study was prepared by SIEYE SRL in May 2008 and later submitted to the regional electricity grid operator: TRANSBA. The Grid Connection License was obtained after a public audience called by ENRE (National Energy Regulator Entity) in August of 2010, according to CAMMESA s Procedures, allowing the connection of the 50 MW Wind Farm to the national electricity grid (SADI). The study comprises the evaluation of the appropriate operation of the grid with the connection of the 50 MW Wind Farm through a new switchyard which will be built on site. 4 Project 12,6 MW The study of network connection was made in 2013 and subsequently approved by EDES. It is estimated that during the third quarter of 2014 the public audience to obtain the Certificate of Public Convenience and Necessity by ENRE will be performed. 6. WIND STUDY In order to develop a Wind Farm of excellent quality and reliability according to IEC standards, ABO WIND installed in April 2007 a 72 m wind mast with anemometers at three different levels: 30, 50 and 72.5 meters with which wind intensity and direction and atmospheric temperatures and pressure were measured in order to study the wind profile in detail, obtaining accurate forecasts of energy production in the Wind Farm. Additionally, ABO WIND AG appointed CUBE Engineering GmbH in September 2009 to elaborate the wind expertise resource assessment for the project. This report was compiled with registered measures processed according to latest techniques and highest standards of the German Wind Energy Association (BWE). The Wind Energy Expertise is a tool intended to validate the energy yield of a Wind Farm for different purposes, e.g.: submission to authorities and funding institutions. CUBE Engineering GmbH completed the Wind Energy Expertise Report on March AUTHORIZATIONS & APPROVALS Wind Measurement Mast Authorization FAA 1 granted the required authorization to install the wind measurement mast in order to make a reliable assessment for the site. FAA - Expedient nº Environmental License The Environmental Authority of the Province of Buenos Aires (OPDS 2 ) has already issued the required Environmental Permission for a Vientos del Secano 50 MW Wind Farm which entailed the Environmental Impact Assessment and allowed the project to be submitted to the Secretaría de Energía de la Nación 3 (SE). OPDS - Disposition nº 2830/10 National authorization New Agent of the MEM : Parques Eólicos Pampeanos S.A. obtained in November 2008 the title of New agent of the Mercado Eléctrico Mayorista (MEM 4 ) granted by Secretaría de Energía de la Nación (SE). 5 During the first semester of 2014 it is expected to be granted to figure as a New Agent Power Generator MEM for the 12.6 MW project. Access to Available Transport Capacity Request The request for access to the Available Transport Capacity for Vientos del Secano Wind Farm was submitted to TRANSBA S.A. 5 on July 2008, according to CAMMESA 6 s Procedures Requirements 7. Grid Connection Authorization Grid Connection Authorization to connect a 50 MW Wind Farm to the national power grid was granted to Vientos del Secano Wind Farm in August This was the decisive authorization, because it requires and considers previous licenses and permits granted by TRANSBA 5, SE 3 and CAMMESA 6. ENRE - Resolution nº 482/2010 Clean Development Mechanism: On 11 th of August 2008 a No Objection Letter was granted by the Secretaría de Ambiente y Desarrollo Sustentable de la Nación 8.
