Commission on Teacher Credentialing California s state teacher and educator licensing agency Oldest independent standards board in the nation (one of 17 such boards) Commission that reports to the Governor s Office Commissioners appointed by the Governor and represent specific constituencies 5

6 The Commission on Teacher 19 member body Credentialing 15 voting members, 4 non voting members 14 appointed by the Governor, 1 Designee of the Superintendent of Public Instruction, 1 representative each from UC, CSU, Association of Independent California Colleges and Universities (AICCU), and California Community Colleges Chancellor's Office. Has general oversight and policymaking authority over accreditation 6

20 Education Code For these pupils to have access to quality education, their special needs must be met by teachers who have essential skills and knowledge related to English language development, specially designed content instruction delivered in English, and content instruction delivered in the pupils primary languages... 20

21 English Learner Authorizations English Language Development (ELD) Content subject area that provides instruction to promote the acquisition of listening, speaking, reading, and writing skills in English Specially Designed Academic Instruction in English (SDAIE) Instruction in subject matter, such as math or social science, presented in English Content Instruction delivered in student s primary language (L 1 ) 21

27 2013 CTEL Revisions Two authorization routes closely aligned CTEL Knowledge Skills and Abilities (KSAs) are the foundation for the Examination and the Program Standards January 2013, Commission-adopted revisions to CTEL KSAs 2013, examination revision Fall 2013, revised exam fully implemented , CTEL Programs revise coursework to address revisions to CTEL KSAs. 27

37 ELA 1 Broad EL Authorization Scope of the Authorization: SDAIE and ELD in the grade levels, subjects and settings authorized by the prerequisite teaching credential and ELD as a separate departmentalized content area in grades Pre-K-12 and for adults. 37

38 Commission Action Agenda Item 4F - August 8, 2012 Changes to EL Authorization Structure 1. CTEL retains full ELA1 authorization for ELD/SDAIE including departmentalized 2. Authorization provided through teacher preparation (MS/SS/ Ed Sp) will be limited to SDAIE and ELD in the setting and content area of the credential. 3. New basic single subject credential in WL:ELD specifically for departmentalized ELD

43 Important Facts EL authorizations are required when the local level determines EL instructional services are needed. Once an EL authorization is earned, it remains in force as long as the credential is valid. All current CTC-approved teacher preparation programs provide preparation for EL Authorization 43
