5 General s Established by the Commission (1) Accreditation and Academic Credit. To be granted initial institutional accreditation by the Commission to become eligible to submit programs or to be granted initial program accreditation or continuing accreditation by the Committee on Accreditation, the program(s) must be proposed and operated by an institution that (a) is fully accredited by the Western Association of Schools and Colleges or another of the six regional accrediting associations, and (b) grants baccalaureate academic credit or post-baccalaureate academic credit, or both. (This provision does not apply to professional preparation programs offered by school districts.) For school districts or county offices of education wishing to offer a professional preparation program, the Superintendent of the district shall submit verification of the governing board s approval of sponsorship of the program. (2) Responsibility and Authority. To be granted initial institutional/district accreditation by the Commission or initial program accreditation or continuing accreditation by the Committee on Accreditation, the institution/district shall provide the following information. (a) Identify the position within the organizational structure that is responsible for ongoing oversight of all credential preparation programs offered by the institution/district (including credential programs offered by the extension division, if any). The currently identified position is Administrator, Teacher and Administrator Development Branch, which is currently filled by Gina Smith-De Ville. 1

6 General s Established by the Commission (b) Provide a description of the reporting relationship between the position described in (a) and the individuals who coordinate each credential program offered by the institution/district. If a reporting relationship is indirect, describe the levels of authority and responsibility for each credential program. (3) Personnel Decisions. To be granted initial program accreditation or continuing accreditation by the Committee on Accreditation, a program of professional preparation must be proposed and operated by an institution/district that makes all personnel decisions without considering differences due to gender or other constitutionally or legally prohibited considerations. These decisions include decisions regarding the admission, retention or graduation of students, and decisions regarding the employment, retention or promotion of employees. (4) Demonstration of Need. To be granted initial program accreditation by the Committee on Accreditation, the program proposal must include a demonstration of the need for the program in the region in which it will be operated. Such a demonstration must include, but need not be limited to, assurance by a sample of school administrators that one or more school districts will, during the foreseeable future, hire or assign additional personnel to serve in the credential category. How the Institution Meets the The LAUSD Organizational Chart identifies that the person in the Administrator, Teacher and Administrator Development Branch position (currently Gina Smith-DeVille)has supervision and oversight of the individual(s) that coordinate Los Angeles Unified School District BTSA Induction Program (currently Peggy Taylor Presley) and the LAUSD District Intern Programs (currently Patricia Pernin, Ed.D.) within the framework of the Los Angeles Unified School Teacher and Administrator Development Branch. I verify that the has a process in place to ensure that all personnel decisions are made without consideration of differences due to gender or other constitutionally or legally prohibited considerations. These decisions include decisions regarding the admission, retention, or graduation of candidates, and decisions regarding the employment, retention or promotion of employees. To be granted initial program accreditation by the Committee on Accreditation, the program proposal must include verification that practitioners in the credential category have participated actively in the design and development of the program's philosophical orientation, educational goals, and content emphases. (6) Commission Assurances. To be granted initial program accreditation by the Committee on Accreditation, the program proposal must (a) demonstrate that the program will fulfill all of the applicable standards of program quality and effectiveness that have been adopted by the Commission; (b) assure that the institution/district will cooperate in an evaluation of the program by an external team or a monitoring of the program by a Commission staff member within four years of the initial enrollment of candidates in the program; and (c) assure that the institution/district will participate in focused reviews of one or more aspects of the program when designated by the Commission. To be granted initial or continuing accreditation by the Committee on Accreditation, the institution/district must identify a qualified officer responsible for reporting and respond to all requests from the Commission for data including, but not limited to, program enrollments, program completers, examination results, and state and federal reporting within the time limits specified by the Commission. I understand that as an LEA with approved credential programs (BTSA Induction Program and District Intern Programs), we will participate in the accreditation activities as required by Commission policy. The Teacher and Administrator Development Accreditation Committee (currently Peggy Taylor Presley, Patricia Pernin, Ed.D, Aleeta Powers, Janet Peak,, and Terri Kirkland, Ed.D.) will be responsible for responding to requests for data under the supervision of the Administrator, Teacher and Administrator Development Branch (currently Gina Smith-De Ville) 4

9 General s Established by State Law (8) Faculty Participation. Each postsecondary faculty member who regularly teaches one or more courses relating to instructional methods in a college or university program of professional preparation for teaching credentials, including Specialist Credentials, or one or more courses in administrative methods in an Administrative Services Credential program, shall actively participate in public elementary or secondary schools and classrooms at least once every three academic years. Reference: Education Code Section (a) and (b). (9) California Basic Skills Requirement. In each program of professional preparation, applicants for program admission shall be required to take the California Basic Educational Skills Test (CBEST) or one of the approved alternatives. The institution shall use the test results to ensure that, upon admission, each candidate receives appropriate academic assistance necessary to pass the examination. Reference: Education Code Sections (f) and (a)(1). For Internship Programs: In each internship program of professional preparation, candidates who are admitted shall be required to meet the basic skills requirement prior to assuming intern teaching responsibilities. Reference: Education Code Section (b). How the Institution Meets the School District based LEA not applicable. I confirm that in each of the professional preparation programs applicants for program admission shall be required to meet the basic skills requirement prior to assuming intern teaching responsibilities. District staff shall verify completion prior to assignment of candidates. Reference: Education Code Sections (f) and (a)(1). 5

10 General s Established by State Law (10) Certificate of Clearance. A college or university that operates a program of professional preparation shall not allow a candidate to assume daily student teaching or clinical responsibilities until the candidate obtains a Certificate of Clearance from the Commission that verifies the candidate s personal identification, unless the individual has already completed the fingerprint and character identification process and has been issued a valid document by the Commission. Reference: Education Code Section (d). For Internship Programs: A Certificate of Clearance must be obtained prior to assuming intern teaching responsibilities. How the Institution Meets the I confirm that in each of the professional preparation programs District staff will monitor applicants for program admission to ensure that they shall be required to obtain a Certificate of Clearance from the Commission prior to assuming intern teaching responsibilities. 6

11 s for Internship Programs The following s apply to all institutions applying to the Commission for approval to offer Internship Programs. Institutions must respond to the 10 General s as well as these additional preconditions. For initial program accreditation and continuing accreditation by the Committee on Accreditation, participating districts and universities must adhere to the following requirements of state law or Commission policy. (11) Bachelor's Degree Requirement. Candidates admitted to internship programs must hold baccalaureate degrees or higher from a regionally accredited institution of higher education. Reference: Education Code Sections 44325, 44326, (12) Subject Matter Requirement. Each Multiple Subject intern admitted into the program has passed the Commission-approved subject matter examinations(s) for the subject area(s) in which the intern is authorized to teach. Each Single Subject intern admitted into the program has passed the Commission-approved subject matter examination(s) or completed the subject matter program for the subject areas(s) in which the intern is authorized to teach. Each Education Specialist intern admitted into the program has met the subject matter requirement for the subject area(s) in which the intern is authorized to teach. Reference: Education Code Section 44325(c) (3). How the Institution Meets the I certify that designated staff members verify that each candidate admitted to internship programs holds baccalaureate degrees or higher from a regionally accredited institution of higher education as part of the application and admission process. Reference: Education Code Sections 44325, 44326, I certify that designated staff verify, as part of the admission process, that each Multiple Subject intern admitted into the program has passed the Commission-approved subject matter examinations(s) for the subject area(s) in which the intern is authorized to teach. Each Single Subject intern admitted into the program has passed the Commission-approved subject matter examination(s) or completed the subject matter program for the subject areas(s) in which the intern is authorized to teach. Each Education Specialist intern admitted into the program has met the subject matter requirement for the subject area(s) in which the intern is authorized to teach. Reference: Education Code Section 44325(c) (3). The criteria for program admission are aligned with CTC Common Standard 5: Admission. LAUSD Credential Program Standards Plans are submitted to demonstrate the way in which the verification process for the Los Angeles Unified School District Credential Programs is monitored and documented for each candidate. 7

12 . s for All Professional Preparation Programs s for Internship Programs (13) Pre-Service Requirement. (a) Each Multiple and Single Subject Internship program must include a minimum of 120 clock hour (or the semester or quarter unit equivalent) pre-service component which includes foundational preparation in general pedagogy including classroom management and planning, reading/language arts, subject specific pedagogy, human development, and teaching English learners. (b) Each Education Specialist Internship program includes a minimum of 120 clock hour (or the semester or quarter unit equivalent) pre-service component which includes foundational preparation in pedagogy including classroom management and planning, reading/language arts, specialty specific pedagogy, human development, and teaching English learners. How the Institution Meets the (a) I certify that the teacher preparation staff implement a program such that: Each Multiple and Single Subject Internship program must include a minimum of 120 clock hour (or the semester or quarter unit equivalent) pre-service component which includes foundational preparation in general pedagogy including classroom management and planning, reading/language arts, subject specific pedagogy, human development, and teaching English learners. (b) Each Education Specialist Internship program includes a minimum of 120 clock hour (or the semester or quarter unit equivalent) preservice component which includes foundational preparation in pedagogy including classroom management and planning, reading/language arts, specialty specific pedagogy, human development, and teaching English learners. Participants in the LAUSD CENTSE (Credentialed Educators Now Teaching Special Education) Education Specialist program receive 40 hours of credit towards 120 clock hours in recognition of their prior completion of a teaching credential. The criteria for program admission are aligned with CTC Common Standard 5: Admission. LAUSD Credential Program Standards Plans are submitted to demonstrate the way in which the admission and verification process for the Los Angeles Unified School District Credential Programs is monitored and documented for each candidate. 8

13 s for Internship Programs (14) Professional Development Plan. The employing district has developed and implemented a Professional Development Plan for interns in consultation with a Commission-approved program of teacher preparation. The plan shall include all of the following: (a) Provisions for an annual evaluation of the district intern. (b) A description of the courses to be completed by the intern, if any, and a plan for the completion of pre-service or other clinical training, if any, including student teaching. (d) Additional instruction during the first semester of service, for interns teaching in kindergarten or grades 1 to 6 inclusive, in child development and teaching methods, and special education programs for pupils with mild and moderate disabilities. (e) Instruction, during the first year of service, for interns teaching children in bilingual classes in the culture and methods of teaching bilingual children, and instruction in the etiology and methods of teaching children with mild and moderate disabilities. How the Institution Meets the I certify that the has developed and implemented a Professional Development Plan for interns in consultation with a Commission-approved program of teacher preparation (the District collaborates with several universities which may include, but are not limited to Antioch, CSUDH, CSULA, CSUN, Mt. St. Mary s, UCLA). The plan includes all provisions a-e of intern pre-condition 18. LAUSD Credential Program Standards Plans are submitted to demonstrate the way in which the process for the Los Angeles Unified School District Credential Programs is monitored and documented for each candidate. 9

14 s for Internship Programs (15) Supervision of Interns. (a) In all internship programs, the participating institutions shall provide supervision of all interns. (b) University Intern Programs only: No intern's salary may be reduced by more than 1/8 of its total to pay for supervision, and the salary of the intern shall not be less than the minimum base salary paid to a regularly certificated person. If the intern salary is reduced, no more than eight interns may be advised by one district support person. Reference: Education Code Section Institutions will describe the procedures used in assigning supervisors and, where applicable, the system used to pay for supervision. (16) Assignment and Authorization. To receive program approval, the participating institution authorizes the candidates in an internship program to assume the functions that are authorized by the regular standard credential. Reference: Education Code Section The institution stipulates that the interns' services meet the instructional or service needs of the participating district(s). Reference: Education Code Section How the Institution Meets the I certify that the Credential Programs provide supervision of all interns. LAUSD Credential Program Standards Plans are submitted to demonstrate the way in which the process for the Los Angeles Unified School District Credential Programs provides and monitors supervision for each intern. I certify that the (LAUSD) authorizes the candidates in the internship programs to assume the functions that are authorized by the regular standard credential. Reference: Education Code Section LAUSD stipulates that the interns' services meet the instructional or service needs of the District. Reference: Education Code Section LAUSD Credential Program Standards Plans are submitted to demonstrate the way in which the process for the Credential Programs provide and monitor supervision for each intern. 10

15 s for Internship Programs (17) Participating Districts. Participating districts are public school districts or county offices of education. Submissions for approval must identify the specific districts involved and the specific credential(s) involved. Reference: Education Code Sections and (This may include charter schools and officially designated non-public schools as well) How the Institution Meets the I certify that the participating District is the Los Angeles Unified School District. Participation in the LAUSD Preparation and BTSA Induction Programs may include participants from Charter schools within the LAUSD boundaries that have signed a memorandum of understanding with the District to provide designated credential services to their teachers. Credentials include: California Clear Teaching Credential (Multiple and Single Subject) California Clear Education Specialist Credential (pending) Multiple Subject Internship Credential Multiple Subject BCLAD Emphasis (Spanish) Single Subject Internship Credential Preliminary Education Specialist Credential o Mild to Moderate Disabilities o Moderate to Severe Disabilities Level II Education Specialist Credential o Mild to Moderate Disabilities o Moderate to Severe Disabilities 11

16 s for Internship Programs (18) Early Program Completion Option. (Does not apply to an Education Specialist intern program) Each multiple and single subject intern program must make available to candidates who qualify for the option the opportunity to choose an early program completion option, culminating in a five year preliminary teaching credential. (19) Length of Validity of the Intern Certificate. Each intern certificate will be valid for a period of two years. However, a certificate may be valid for three years if the intern is participating in a program leading to the attainment of a specialist credential to teach students, or for four years if the intern is participating in a district intern program leading to the attainment of both a multiple subject or a single subject teaching credential and a specialist credential to teach students with mild/moderate disabilities. How the Institution Meets the The certifies that the Los Angeles Unified School District Intern Program make available an Early Completion Option for candidates that meet the program s established criteria, and that all candidates are informed as to the availability of this option in accordance with CTC Common Standard 6: Advice and Assistance. Each qualified multiple and single subject intern is provided access to an early completion option culminating in a five year preliminary teaching credential. This option does not apply to Education Specialist intern candidates. LAUSD Credential Program Standards Plans are submitted as evidence to support this certification. (Reference Education Code Section ) I certify that within the length of validity of the Intern Certificate will be valid in accordance with commission guidelines, such that. Each intern certificate will be valid for a period of two years. However, a certificate may be valid for three years if the intern is participating in a program leading to the attainment of a specialist credential to teach students, or for four years if the intern is participating in a district intern program leading to the attainment of both a multiple subject or a single subject teaching credential and a specialist credential to teach students with mild/moderate disabilities. Reference: Education Code Section (b). Credential status of interns is monitored by designated LAUSD Staff within the Human Resources Division and/or credential program staff. LAUSD Credential Program Standards Plans are submitted as evidence to support this certification. (Reference Education Code Section 44325) 12

17 s for Internship Programs (20) Non-Displacement of Certificated Employees. The institution and participating districts must certify that interns do not displace certificated employees in participating districts. (21) Justification of Internship Program. When an institution submits a program for initial or continuing accreditation, the institution must explain why the internship is being implemented. Programs that are developed to meet employment shortages must include a statement from the participating district(s) about the availability of qualified certificated persons holding the credential. The exclusive representative of certificated employees in the credential area (when applicable) is encouraged to submit a written statement to the Committee on Accreditation agreeing or disagreeing with the justification that is submitted. (22) Bilingual Language Proficiency. Each intern who is authorized to teach in bilingual classrooms has passed the language proficiency subtest of the Commission-approved assessment program leading to the Bilingual Cross-cultural Language and Academic Development Certificate. Reference: Education Code Section (c) (4). How the Institution Meets the I certify that within the interns do not displace certificated employees. I certify that the internship program is needed within the Los Angeles Unified School District to meet current and projected employment shortages in specific areas. Should a certified area be deemed to not be a shortage field in any given year the District, may, in accordance with accreditation policy, if feasible, suspend new enrollment in that certification area for that year and resume the program in subsequent years should the shortage in that field reoccur. LAUSD Credential Program Standards Plans are submitted as evidence to support this certification. I certify that within the each intern who is authorized to teach in bilingual classrooms has passed the language proficiency subtest of the Commission-approved assessment program leading to Bilingual Cross-cultural Language and Academic Development Certificate the current Bilingual English learner authorization (i.e. CTEL). Reference: Education Code Section (c)(4). Completion of this requirement is validated by designated District staff prior to authorization. LAUSD Credential Program Standards Plans are submitted as evidence to support this certification. (Reference Education Code Section ) 13

18 s for General Education Induction: Multiple & Single Subject Credential Programs In addition to the Commission s ten General s, each program of professional preparation for the multiple or single subject clear (induction) credential shall adhere continually to the following requirements of California State law or Commission Policy: (11) Program Admission. An institution/district/lea sponsoring a teacher induction program must assess each candidate's standing in relation to the eligibility criteria for enrollment in a teacher induction program, and admit only those candidates who meet the first requirement and the second, if applicable: The candidate holds a valid California Preliminary Multiple and/or Single Subject Teaching Credential (Ryan Credential or SB 2042 Credential) The candidate, if trained out of state, has less than two years of teaching experience. Reference: Education Code Sections , How the Institution Meets the I certify that the shall monitor the program admission process and assure the Commission that only candidates that meet the criteria established by Commission and applicable statute shall be served by the Los Angeles Unified School District BTSA Induction Programs. The criteria for program admission is aligned with CTC Common Standard 5: Admission, and assures that only individuals that meet the requisite criteria for the program they are admitted to and are in a teaching assignment, or have other teaching experiences, that allow the participant to demonstrate the knowledge and skills required by the credential program standards. Program staff assesses the standing of each candidate for the education specialist teacher preparation program in relation to required subject matter preparation during the admissions process. The program admits only those candidates who meet one of the following criteria. Reference: Education Code Sections , The candidate holds a valid California Preliminary Multiple and/or Single Subject Teaching Credential (Ryan Credential or SB 2042 Credential) The candidate, if trained out of state, has less than two years of teaching experience. 19 s for General Education Induction: Multiple & Single Subject Credential Programs (12) Early Completion of Program Requirements. An institution/district/lea sponsoring a professional teacher induction program shall make available and advise candidates of an Early Completion option for experienced and exceptional candidates who meet the program s established criteria. Reference: Education Code Section (13) Program Support Providers. An institution/district/lea sponsoring a teacher induction program shall ensure that the assignment of a support provider for each beginning teacher occurs within the first 30 days of initial teacher participation in the induction program so the candidate and the support provider can begin to develop a professional induction plan for the support and development of each beginning teacher. The support provider must hold a valid California teaching credential, or have equivalent professional background and experience. Reference: Education Code Section How the Institution Meets the The certifies that the Los Angeles Unified School District Intern Program make available an Early Completion Option for candidates that meet the program s established criteria, and that all candidates are informed as to the availability of this option in accordance with CTC Common Standard 6: Advice and Assistance. Each qualified multiple and single subject intern is provided access to an early completion option culminating in a five year preliminary teaching credential. This option does not apply to Education Specialist candidates. LAUSD Credential Program Standards Plans are submitted as evidence to support this certification. (Reference Education Code Section ) I certify that the has established criteria for the selection of all support providers that aligns with the requirements in Induction Program Standard 3. Support providers/or special education teachers shall hold a valid California teaching credential, or have equivalent professional background and experience. Program guidelines and a selection and assignment of support provider process in place to establish that the Support Provider may not be the teacher s supervisor or principal. LAUSD Credential Program Standards Plans are submitted as evidence to support this certification. (Reference: Education Code Section 44279) 15

20 s for Preliminary Education Specialist Teaching Credential Programs In addition to the Commission s ten General s, each program of professional preparation that leads to the issuance of an Education Specialist Teaching Credential shall adhere continually to the following requirements of California State law or Commission Policy. (11) English Language Skills. In each program of professional preparation, the college or university or school district requires candidates to demonstrate knowledge of alternative methods of developing English language skills, including reading, among all pupils, including those for whom English is a second language, in accordance with the Commission's standards. Reference: Education Code Sections 44227, , and How the Institution Meets the I certify that the will assure that each candidate participating in the Los Angeles Unified School District BTSA Induction Program shall demonstrate knowledge of methods of developing English language skills, including reading, among all pupils, including those for whom English is a second language. These requirements are aligned with Category B of the California Induction Program Standards; Standard 5: Pedagogy and Standard 6: Universal Access: Equity for all Students. The BTSA Induction Program shall, upon request, submit evidence that participating teachers have access to opportunities that support their attainment of Induction Program Standard 6a: Teaching English Learners. And Teacher Preparation Program Standard 10: Preparation to Teach English Language Learners (Reference Education Code ) 16

21 s for Preliminary Education Specialist Teaching Credential Programs (12) Program Admission. The sponsor of an education specialist teacher preparation program assesses each candidate s standing in relation to required subject matter preparation during the admissions process. The program admits only those candidates who meet one of the following criteria. Reference: Education Code Sections (a). The candidate provides evidence of having passed the appropriate subject matter examination(s). The candidate provides evidence of having attempted the appropriate subject matter examinations(s). The candidate provides evidence of registration for the next scheduled examination. The candidate provides evidence of having completed an appropriate Commission approved subject matter preparation program. The candidate provides evidence of continuous progress toward meeting the subject matter requirement. The candidate provides evidence of enrollment in an organized subject matter examination preparation program. 17 How the Institution Meets the I certify that the shall monitor the program admission process and assure the Commission that only candidates that meet the criteria established by Commission and applicable statute shall be served by the District Intern Programs. The criteria for program admission is aligned with CTC Common Standard 5: Admission, and assures that only individuals that meet the requisite criteria for the program they are admitted to and are in a teaching assignment, or have other teaching experiences, that allow the participant to demonstrate the knowledge and skills required by the credential program standards. Program staff assesses the standing of each candidate for the education specialist teacher preparation program in relation to required subject matter preparation during the admissions process. The program admits only those candidates who meet one of the following criteria. Reference: Education Code Sections (a). The candidate provides evidence of meeting one of the following criteria: having attempted and/or passed the appropriate subject matter examination(s). registered for the next scheduled examination. having completed an appropriate Commission approved subject matter preparation program. continuous progress toward meeting the subject matter requirement. enrollment in an organized subject matter examination preparation program. The LAUSD Credential Program Standards Plans are submitted as evidence to support this certification. (Reference Education Code Sections , ).

22 s for Preliminary Education Specialist Teaching Credential Programs (13) Subject Matter Proficiency. The approved teacher preparation program sponsor determines that each candidate meets the subject matter requirement prior to student teaching, or, for intern candidates, before being given daily whole class instructional responsibilities in a K-12 school or before becoming the teacher of record in a K-12 school. Reference: Education Code Section Education Specialists must meet the demonstration of subject matter requirements of a Highly Qualified Teacher according to federal Public Law Sections 1401 and 1412 and California Code of Regulations Section a.for those assigned to a setting that is designated as teaching an elementary curriculum per NCLB/IDEA, subject matter competence shall be accomplished by passing the examination approved by the Commission on Teacher Credentialing for Multiple Subject Teaching Credentials (currently the California Subject Examination for Teachers: Multiple Subjects.) b. For those assigned to teach in a setting designated as teaching a middle or high school curriculum per NCLB/IDEA, subject matter competence may be achieved by demonstration of subject matter competence in art, English, mathematics including foundational-level mathematics, music, social science, or science including foundational-level general science and specialized science. Competence may be achieved by: 1) successful passage of the authorized state exam in a single subject listed above authorized by the Commission on Teacher Credentialing (currently California Subject Examination for Teachers: Single Subject) or 2) completion of a Commission approved Single Subject Matter program or the equivalent. c. Those Education Specialists assigned to teach students whose curriculum is based on alternative achievement standards (i.e. alternatives to the California high school exit exam) may demonstrate subject matter competence through the same method as elementary teachers in (a) above. #13 does not apply to Early Childhood Special Education Credential programs. How the Institution Meets the I certify that each of the teacher preparation programs determines that each candidate meets the subject matter requirement before becoming the teacher of record in a K-12 school. Reference: Education Code Section Prior to assignment designated District staff will verify that the candidate, except those for the Early Childhood Special education Credential, has demonstrated one of the following: Pass the Commission-approved Multiple Subject subject matter examination; or Pass a Commission-approved subject matter examination in art, English, mathematics including foundational-level mathematics, music, social science or science including foundational-level general science or specialized science; or Complete a Commission-approved subject matter program in art, English, mathematics including foundational-level mathematics, music, social science or science including foundational-level general science or specialized science; or Hold a California general education teaching credential, in any subject. 18

23 s for Preliminary Education Specialist Teaching Credential Programs (14)Completion of Requirements. A college or university or school district that operates a program for the Education Specialist teaching credential shall determine, prior to recommending a candidate for the credential, that the candidate meets all legal requirements for the credential, including but not limited to: Reference: Education Code Sections 44225(a), 44227,) and (a). Possession of a baccalaureate or higher degree other than in professional education from a regionally accredited institution Satisfaction of the Basic Skills Requirement Completion of an accredited professional preparation program Completion of the subject matter requirement Demonstration of knowledge of the principles and provisions of the Constitution of the United States Passage of the Reading Instruction Competence Assessment (RICA) [Passage of the RICA examination does not apply to Early Childhood Special Education Credential candidates Section (b).] How the Institution Meets the I certify that the as the sponsoring institution for the BTSA Induction Program, understands that, prior to recommending a candidate for the Clear Multiple or Single Subject California Credential, or Education Specialist Programs the program is required to verify that the individual has met all established program completion requirements including but not limited to those required for the commission and the program. Each credential program has a well-defined process in place to assess program completion for each candidate. LAUSD Credential Program Standards Plans are submitted to demonstrate the way in which completion of the Credential Programs are monitored and documented for each candidate. (Reference Education Code Sections 44259, ) 19

24 s for Clear Education Specialist Credential Programs In addition to the Commission s ten General s, pursuant to Education Code Sections 44227(a) and 44265, each program of Education Specialist Clear Credential preparation shall adhere to the following requirements of the Commission. (11) A program sponsor that operates a program for the Clear Education Specialist Credential shall determine, prior to admission to the credential program, that each candidate possesses a valid Preliminary Education Specialist Credential. (12) A program sponsor that operates a program for the Clear Education Specialist Credential shall provide for the development of a written Individual Induction Plan (IIP) which may include a maximum of 12 semester units of coursework, 180 hours of professional development or a combination of coursework and professional development, developed in consultation among the candidate, employer and program sponsor. How the Institution Meets the I certify that the shall monitor the program admission process and assure that only individuals who possess a Preliminary Education Specialist credential with an appropriate authorization and who provide services to students in a special education setting shall be eligible to enroll in the Education Specialist Clear Credential Induction Program. This is also described in the Common Standard 5 Addendum for the Education Specialist Clear Credential Induction Program. I certify that the shall provide for the development of a written Individual Induction Plan (lip) which may include a maximum of 12 semester units of coursework or 180 hours of professional development or a combination of coursework and professional development. Candidates with a Transition Plan from their university preparation program shall use this document in the development of their lip. The lip shall address all credential specialty areas and be developed, implemented, and reviewed in consultation with the participating teacher, support provider, and Los Angeles Unified School District Credential Programs staff. Additional information is detailed in Program Standard 7 for the Education Specialist Clear Credential Induction Program. 20

25 s for Clear Education Specialist Credential Programs (13) A program sponsor that operates a program for the Clear Education Specialist Credential shall ensure that each Clear Education Specialist candidate s teacher support provider holds an appropriate California special education teaching credential or has equivalent professional background and experience. The individual assigned as a support provider must be someone other than the teacher's supervisor or principal. (14) A program sponsor that operates a program for the Clear Education Specialist Credential shall ensure that the assignment of a support provider for each beginning teacher occurs within the first 30 days of initial teacher participation in the induction program so the candidate and the support provider can begin to develop an IIP for the support and development of each beginning teacher. How the Institution Meets the I certify that the has established criteria for the selection of all support providers that aligns with the requirements in Induction Program Standard 3. Support providers/or special education teachers shall hold a California credential authorization in the same competency area as the participating teacher or have equivalent professional background and experience. Should a Support Provider with the appropriate credential be unavailable a Consulting Support Provider with the appropriate credentials will be assigned. Program guidelines and a selection and assignment of support provider process in place to establish that the Support Provider may not be the teacher s supervisor or principal. LAUSD Credential Program Standards Plans are submitted as evidence to support this certification. I certify that the understands and communicates to stakeholders the necessity to assign a support provider to each teacher enrolled in the Education Specialist Clear Credential induction Program within the first 30 days of initial teacher participation in the s Credential Programs so the candidate and the support provider can begin to develop an Individual induction Plan for the support and development of each beginning teacher, as described in Induction Program Standard 3. LAUSD Credential Program Standards Plans are submitted as evidence to support this certification. 21

26 s for Clear Education Specialist Credential Programs (15) A program sponsor that operates a program for the Clear Education Specialist Credential shall ensure that the IIP will be initiated within 60 days of employment. (16) A program sponsor that operates a program for the Clear Education Specialist Credential shall ensure that each candidate admitted is employed in a special education position or in an educational setting that is mutually acceptable to the parties signing the Individual Induction Plan, so that the setting allows demonstration of effective teaching as described in Education Specialist Clear Credential Standards 4 through 7. How the Institution Meets the I certify that the credential programs shall ensure that the participating teacher 's IIP will be initiated within 60 days of employment, as described in Induction Program Standard 7 for the Education Specialist Clear Credential Induction Program. I certify that the Credential Programs shall ensure that as part of the admission process it will be verified that each candidate admitted to an Education Specialist Credential Program is employed in a special education teaching assignment or in an educational setting that is mutually acceptable to the parties signing the IIP, so that the setting allows the participant to demonstrate the knowledge and skills for effective teaching required by the Education Specialist Clear Credential Induction Program Standards 1 through 7. 27 Additional s for all Added Authorization Programs (AASE) In addition to the Commission s ten General s, each program of professional preparation for an Added Authorization shall adhere continually to the following requirements of California State law or Commission Policy: (11) Candidates accepted into an Added Authorization program must currently hold a preliminary education specialist teaching credential or be eligible for a preliminary education specialist teaching credential prior to recommendation for the Added Authorization. (12) The Added Authorization courses may be considered part of coursework for completing the Clear Education Specialist program. How the Institution Meets the I certify that designated staff within the human resources division validates that each candidate accepted into an Added Authorization program holds a preliminary education specialist teaching credential or is eligible for a preliminary education specialist teaching credential prior to recommendation for the Added Authorization. LAUSD Credential Program Standards Plans are submitted as evidence to support this certification. (Reference Education Code Section ) I certify that within the the Added Authorization courses may be considered part of coursework for completing the Clear Education Specialist program. Authorization courses to be considered for this option are to be listed on the candidate s Individual Induction Plan and/or Professional Development Plan.
