1 BP (a) Personnel - Certificated Certification The Governing Board recognizes that the district s ability to provide a high-quality educational program is dependent upon the employment of certificated staff who are adequately prepared and have demonstrated proficiency in basic skills and in the subject matter to be taught. The Superintendent or designee shall ensure that persons employed in positions requiring certification qualifications possess the appropriate credential or permit from the Commission on Teacher Credentialing (CTC) authorizing their employment in such positions. No Child Left Behind Act As necessary, all teachers of core academic subjects shall meet the requirements of the No Child Left Behind Act by the end of the school year. (20 USC 6319, 7801; 5 CCR ) Emergency and Provisional Credentials When fully credentialed teachers are not available, the district may employ a person with a shortterm staff permit issued by the CTC, or provisional internship permit (PIP), Visiting Faculty Permit, Emergency Permit, or Credential Waiver under the conditions and limitations provided in state and federal law. When requesting a PIP, the Board shall approve, as an action item at a public Board meeting, a notice of intent to employ the applicant in the identified position. (5CCR ) Before requesting a visiting faculty permit or emergency permit, the Board shall annually approve a Declaration of Need for Fully Qualified Educators as an action item at a regularly scheduled public Board meeting. (Education Code ;5 CCR 80026) The Superintendent or designee shall provide support and guidance to non-credentialed teachers in accordance with law to ensure the quality of the instructional program. He/she also may provide assistance and support to staff holding preliminary credentials to help them meet the qualifications required for the clear credential. (cf Staff Development), (cf Beginning Teacher Support / Induction), ( 4138 Mentor Teachers) National Board for Professional Teaching Standards (NBPTS) The Board encourages district teachers to voluntarily seek, from the National Board for Professional Teaching Standards, additional certification which demonstrates advanced knowledge and teaching skills. The Superintendent or designee shall inform district teachers about the program and how to acquire the necessary application and information materials. The Superintendent or designee may provide release time, fee support, a stipend upon completion and other support to teachers participating in the program contingent upon funding.

2 Personnel - Certificated BP4112.2(b) Responsibility for Renewal All certificated personnel are personally responsible for the renewing of their credentials and for keeping them valid. No Pay for Invalid Credential A teacher whose credential is not valid cannot be paid for the time service is rendered under such conditions. Responsibility for Registration Each credential actively used by the teacher must be registered with the office of the county superintendent of schools. This is the teacher's responsibility. Certification and Registration Required A teacher whose credential is not on file with the county office as required by law will be subject to automatic suspension. No warrant will be drawn in favor of any person requiring certification until he/she is properly credentialed and registered with the county. Proficiency in Reading, Writing and Mathematics The Governing Board will not initially employ any certificated person on a permanent, temporary or substitute basis unless that person has demonstrated basic skills proficiency as required under Education Code Exemptions from this requirement shall be governed by provisions of Section The basic skills proficiency test (CBEST) shall not be required of certificated persons who have been employed by another school district in California in a position requiring certification within 39 months prior to employment in this district. Adult education designated subject credential holders are exempt from this requirement if employed in a non-academic instructional setting for twenty (20) hours or less per week. Persons holding a designated subject special subjects credential or vocational designated subject credential shall not be required to take the state basic skills proficiency test (CBEST) as a condition of employment unless the specific credential requires the possession of a baccalaureate degree.
