5 SAMO CONSULTING SERVICES Network design Our network service intends to provide a customised solution for either building up a new network from scratch or for the expansion of an existing one. The service can also be used to review and re-design an existing network to ensure CAPEX and OPEX saving and a stable growth of traffic revenue. Our network design services portfolio includes: Radio Network Design for GSM, (E)GPRS, UMTS and WiMAX Access and Backbone Transport Network Design Core Network Design for GSM, (E)GPRS and UMTS Operations & Maintenance Network Design Network Audit The objective of the audit service is to provide operators with valuable information regarding the current network parameter configuration, and point out areas where future performance improvements can be achieved. SAMO provides a low cost, remote-based auditing and benchmarking service of network parameters in accordance with the best practices. The benefit for the operator is access to experience gained from optimising other networks in finding optimal settings for network features. The process is done efficiently through our commercial software tool, PAMME, which compares current network settings to recommended ones, creates cell design data to change the parameters, and re-configure the network accordingly. Our network audit services portfolio includes: Access Network Audit Switching System Audit Data Network Audit Quality Benchmarking Performance Improvement SAMO Consulting s performance improvement service analyses the general performance of the network to identify areas where special attention is required. The service provides a flexible on-site service for improving the system performance and subscriberperceived quality of a mobile telephony network. Our network performance improvement service portfolio includes: Access Network Improvement for GSM, (E)GPRS and UMTS Transport Network Improvement System Performance Review Core Network Performance Monitoring and Improvement Project Management The Project Management service involves close inter-working between business and technical workgroups. The service ensures that all workgroups are working in a coherent manner, liaising with the vendors on behalf of the customer to ensure that customer s project objectives are met. The service covers detailed day-to-day planning and scheduling of activities for the project, taking into account project risks, implementing mitigating measures and detailed documentation of project activities and procedures. 6 Operations and Maintenance The outsourcing of Operations and Maintenance of site infrastructure is gradually becoming a viable option in reducing the OPEX needed to run a mobile network. SAMO Consulting s O&M services are aimed at providing day-to-day support activities for network infrastructure and applications cost-effectively. SAMO Consulting oversees the following nodes and related interfaces: Core Network Access Network Transport Network IN & VAS systems Strategy and Advisory service SAMO Consulting s Network Strategy Consulting service supports operators in developing a cost-effective and practical network strategy aligned with their business plan and technology objectives. The service aims to align technical issues related to technologies and architecture, business imperatives such as driving down cost and increasing revenues, and internal processes. SAMO CONSULTING SOFTWARE APPLICATIONS Swarm AFP Swarm AFP is a measurements-based automatic frequency planning tool utilising swarm intelligence algorithm agents in minimising network interference. Swarm AFP supports multiple processor configurations where several CPs can run in parallel, each with its own agents searching the solution space for optimal frequency assignments. Swarm AFP comprises of the following components: Mobile measurements reports recording scheduler to initiate measurements on cells Mobile measurements reports processing to import then convert cell measurements AFP GUI to configure algorithm agents, import input files, view frequency allocations and export frequency plan Reporting module to view traffic distribution reports (network vendor dependent) As Swarm AFP utilises network measurements, outputs that can be obtained through the analysis thereof include: Worst interfering and interfered cells Missing neighbour analysis Timing Advance, Quality and RxLev distribution Allocation of TCH frequencies for transceiver expansions
7 PAMME PAMME (pronounced pah-mee) is a platform that allows the operator to manage all the radio network parameters. PAMME connects to the network planning database to obtain relevant RF planning information, to the live network to import actual network settings, and a database environment where parameter settings are stored for simpler viewing and configuration. The PAMME system comprises of: The network download scheduler to configure the frequency of live network imports The database loader to populate the live network dump into the parameter database The parameter editor to make changes on the relevant network parameter(s). The editor is hierarchically configured, where the sub-cell override settings have the highest priority, and network-wide defaults have the lowest. PAMME automates the generation of cell design data for the following: New site activation Node (BTS, BSC, RNC) re-parenting Frequency plan implementation Feature activation and bulk changes RISC Remote Infrastructure System Controller (RISC) is a solution that allows the operator to remotely monitor and manage network infrastructure on site. RISC integrates seamlessly with operations and maintenance activities, thereby offering the advantage of faster and pro-active response to network abnormalities resulting from infrastructure problems. The system has the capability to control electrical systems at any remote site, measure physical variables such as level, flow, current and the status of equipment, log the measured values, then compute and execute various instructions. The data is transmitted to the Operations and Maintenance Centre (OMC) over the General Packet Radio Service (GPRS) network. This means that while the RISC executes its instructions and logs various measured values, the site data can simultaneously be viewed from anywhere in the world. SAMO CONSULTING

SAMO consultants have a proven track record in the industry within the African continent in deployment of new technologies, finetuning of end-to-end performance of mobile networks, an effective, structured approach to determine how services will impact the network, as well as skills transfer capability. SANDILE DHLOMO Chief Executive Officer Sandile Dhlomo is a founder and Chief Executive Officer of SAMO Consulting (Pty) Ltd. Prior to joining SAMO he headed the Ericsson Network and Technology Consulting delivery group for wireless and wire-line services for all Ericsson customers within Market Unit Southern Africa (MUSA). He has been in the telecoms industry for 10 years, responsible for group strategy development, network consulting services marketing, business development and delivery. Sandile has successfully established and managed two Network Consulting groups in local Ericsson offices in Algeria (Algiers) and Nigeria (Abuja). He joined Ericsson SA as a radio network design and performance consultant where he got involved in a number of GSM projects in Africa, as a project member, project leader and also as project director. His telecommunications career began with Telkom SA working as an access network planning engineer. Sandile holds a Bachelor of Technology degree from the Durban Institute of Technology, and a Management Advancement Programme post-graduate diploma from the University of Witwatersand in Johannesburg. Daniel Marule is responsible for software solutions design and development at SAMO Consulting. He has designed and implemented commercial OSS/BSS solutions for mobile operators and tool vendors around the world. Previously, he worked in various software development roles in African, European and American companies, most notably Ericsson South Africa, Actix-Comopt in Sweden and Gamma Projects in the United Kingdom. He has also consulted to network operators, among them PowerTel and VoiceStream (both United States), V-Mobile in Nigeria and Spacefon-Areeba in Ghana.
