4 1. Executive Summary A strong Public Sector practice is important for any balanced consulting, technology, or staffing business. Public Sector is a recession resistant industry: while the demand for goods and services may contract or stagnate during times of economic downturn, the mandate and pressure on the Public Sector to deliver an ever growing portfolio of programs and services is constant, if not growing. Public Sector s spending is also counter cyclical to other industries: when others reduce spend, Public Sector typically increases spending (e.g. stimulus funding). As a group, the 39 Government of Canada Departments and Agencies featured in this report accounted for $24,470,492, in FY contract spending on goods and services of all types. Although this figure is down from $25,648,209, in FY , the bottom line is this: regardless of the economic environment, the Government of Canada continues to spend a lot on goods and services of all types. The following diagram summarizes the key findings on contract spending for the 39 Departments and Agencies researched for this report: Figure 1: Key Government of Canada FY Contract Spending Findings Top 25 CTS Vendor Department / Agency Total Contracts Reported FY Total Top 25 CTS Vendors Contracts Reported FY Departmental Market Share FY Aboriginal Affairs and Northern Development Canada $ 104,712, $ 40,811, % Agriculture and Agri Food Canada $ 135,555, $ 73,072, % Auditor General of Canada, Office of $ 7,528, $ 3,821, % Bank of Canada $ 134,668, $ 36,461, % Canada Border Services Agency $ 201,217, $ 90,076, % Canada Revenue Agency $ 1,014,554, $ 663,137, % Canadian Food Inspection Agency $ 82,511, $ 26,322, % Canadian Heritage $ 19,806, $ 8,973, % Canadian International Development Agency $ 82,356, $ 10,797, % Canadian Space Agency $ 3,217,050, $ 2,755,237, % Citizenship and Immigration Canada See Full Report See Full Report See Full Report Correctional Service of Canada See Full Report See Full Report See Full Report Elections Canada See Full Report See Full Report See Full Report Environment Canada See Full Report See Full Report See Full Report Finance Canada, Department of See Full Report See Full Report See Full Report Fisheries and Oceans Canada See Full Report See Full Report See Full Report Foreign Affairs, Trade and Development Canada See Full Report See Full Report See Full Report Health Canada See Full Report See Full Report See Full Report Human Resources and Skills Development Canada See Full Report See Full Report See Full Report Industry Canada See Full Report See Full Report See Full Report Infrastructure Canada See Full Report See Full Report See Full Report Justice Canada, Department of See Full Report See Full Report See Full Report Library and Archives Canada See Full Report See Full Report See Full Report National Defence and the Canadian Forces See Full Report See Full Report See Full Report National Research Council Canada See Full Report See Full Report See Full Report Natural Resources Canada See Full Report See Full Report See Full Report Parks Canada See Full Report See Full Report See Full Report Passport Canada See Full Report See Full Report See Full Report Privy Council Office See Full Report See Full Report See Full Report Public Health Agency of Canada See Full Report See Full Report See Full Report Public Safety Canada See Full Report See Full Report See Full Report Public Service Commission of Canada See Full Report See Full Report See Full Report Public Works and Government Services Canada See Full Report See Full Report See Full Report Royal Canadian Mounted Police See Full Report See Full Report See Full Report Service Canada See Full Report See Full Report See Full Report Statistics Canada See Full Report See Full Report See Full Report Transport Canada See Full Report See Full Report See Full Report Treasury Board of Canada Secretariat See Full Report See Full Report See Full Report Veterans Affairs Canada See Full Report See Full Report See Full Report Total $ 24,470,492, $ 6,967,562, Summit Proposal Group Inc. 5 As can be seen from the table above, a vibrant market continues to exist for consulting, technology, and staffing (CTS) vendors: the Top 25 CTS Vendors alone from the 39 Departments and Agencies researched accounted for over $6,967,562,615.19, or 28.47% of the total contract spending on goods and services of all types reported by the 39 Departments and Agencies researched. In fact, in many of the 39 Departments and Agencies researched, the Top 25 CTS Vendors dominated a Department or Agency s total contract spending on goods and services of all types. Overall, Canadian Public Sector remains a strong market, both in terms of overall contracts reported on goods and services, but also for consulting, technology, and staffing goods and services specifically. As such, Public Sector continues to be an important component of any balanced consulting, technology, or staffing business. Section 3 Government of Canada Spend Overview outlines FY contract spending research findings for goods and services of all types, and for consulting, technology, and staffing (CTS) goods and services, at the Government of Canada (Cross Departmental) level and for each of the 39 Departments and Agencies researched. Win More Canadian Public Sector Business Growing a Canadian Public Sector business requires thorough and consistent strategic planning. To be thorough, strategic planning should occur at multiple levels, including at the industry (e.g. Canadian Public Sector overall), account (e.g. Federal or Provincial, Department or Agency), and Request for Proposal (RFP) levels. To be consistent, strategic planning should occur regularly, in particular to adjust and align with the ever changing external environment. But regardless of depth, breadth, or frequency, the overall effectiveness of strategy is highly dependent on accurate and timely market research. Superior knowledge delivers wins. When you proactively identify what your clients key issues, trends, and opportunities are, and when you understand what your competitive environment truly looks like, you can better position your company to win more business. Top vendors matter. Knowing who your clients top vendors are is important because existing vendors have established relationships, organizational knowledge and experience, and demonstrated procurement and contracting success within a Department or Agency all advantageous to winning more business. Accurate and current knowledge of a Department or Agency s top vendors is essential for effective industry, account, and RFP strategies. Multi year patterns are even more important: the longer a vendor remains a Department or Agency top vendor, the likelier the vendor has reached trusted advisor status and the more difficult it becomes to unseat this incumbent. Buying patterns matter. Knowing what your clients buying patterns are is important because they are a solid predictor of future purchasing behaviour, and they are an excellent indicator of your clients actual need (not just what is written into plans and priorities documents), brand sensitivity, and preferred vendor value propositions. Knowing your clients buying patterns (e.g. preferences between consulting vs. technology vs. staffing goods and services, or between National CTS Vendors vs. Other CTS Vendors) can help you develop more effective industry, account, and RFP strategies. Executive and leadership, as well as business development and sales teams, can bring significant breadth and depth of market insights. However, critical decisions such as those related to strategic planning should also be supported by actual data. A market research program that incorporates competitive analysis with a focus on identifying clients top vendors and buying patterns is essential. Summit Proposal Group Inc. The research and analysis focused on 39 Departments and Agencies, including: Table 2: Department or Agency Top 25 CTS Vendors Lists Cross Reference Department / Agency Location in Report Department / Agency Location in Report Aboriginal Affairs and Northern Development Canada Section 5.1 Infrastructure Canada Section 5.21 Agriculture and Agri Food Canada Section 5.2 Justice Canada, Department of Section 5.22 Auditor General of Canada, Office of Section 5.3 Library and Archives Canada Section 5.23 Bank of Canada Section 5.4 National Defence and the Canadian Forces Section 5.24 Canada Border Services Agency Section 5.5 National Research Council Canada Section 5.25 Canada Revenue Agency Section 5.6 Natural Resources Canada Section 5.26 Canadian Food Inspection Agency Section 5.7 Parks Canada Section 5.27 Canadian Heritage Section 5.8 Passport Canada Section 5.28 Canadian International Development Agency Section 5.9 Privy Council Office Section 5.29 Canadian Space Agency Section 5.10 Public Health Agency of Canada Section 5.30 Citizenship and Immigration Canada Section 5.11 Public Safety Canada Section 5.31 Correctional Service of Canada Section 5.12 Public Service Commission of Canada Section 5.32 Elections Canada Section 5.13 Public Works and Government Services Canada Section 5.33 Environment Canada Section 5.14 Royal Canadian Mounted Police Section 5.34 Finance Canada, Department of Section 5.15 Service Canada Section 5.35 Fisheries and Oceans Canada Section 5.16 Statistics Canada Section 5.36 Foreign Affairs, Trade and Development Canada Section 5.17 Transport Canada Section 5.37 Health Canada Section 5.18 Treasury Board of Canada Secretariat Section 5.38 Human Resources and Skills Development Canada Section 5.19 Veterans Affairs Canada Section 5.39 Industry Canada Section 5.20 Based on this research, five (5) strategic recommendations arose: 1. In this report, section 3. Government of Canada Spend Overview demonstrated that not only did the market size for each of the 39 Departments and Agencies researched vary significantly from one Department or Agency to the next, the market size for any given Department or Agency also changed from year to year. Thus, to ensure that vendors strategies are based on accurate intelligence, it is recommended that vendors conduct market size analysis on a regular basis, ideally as part of their annual planning cycles. 2. In this report, section 4. Government of Canada s Top 25 Consulting, Technology, and Staffing Vendors, and section 5. Top 25 Consulting, Technology, and Staffing Vendors, by Department or Agency, demonstrated that, all Top 25 CTS Vendors lists, whether for the Government of Canada (Cross Departmental) or the 39 Departments and Agencies researched, changed from year to year from two (2) perspectives: (1) the vendors on the Top 25 CTS Vendors lists changed from year to year; and (2) if a given vendor made the Top 25 CTS Vendor list across multiple years, the total contracts awarded also varied from year to year. Thus, to ensure that vendors market strategies are based on accurate intelligence, it is recommended that vendors refresh its competitive analysis on a regular basis, ideally as part of their annual planning cycles. 3. In this report, section 4. Government of Canada s Top 25 Consulting, Technology, and Staffing Vendors and section 5. Top 25 Consulting, Technology, and Staffing Vendors, by Department or Agency demonstrated that no two Top 25 CTS Vendors list were alike. One Top 25 CTS Vendors list is not universally applicable to industry, account, and RFP levels of strategic planning. Thus, to ensure that vendors strategy is based on accurate intelligence, it is recommended that vendors conduct competitive analysis at the industry, account, and RFP planning levels. 8 4. In this report, section 5. No two Top 25 CTS Vendors list were alike. This suggests that each Department or Agency has a unique buying pattern and need when it comes to vendor core business. To ensure that a vendor s strategy is tailored to a client s core business need, it is recommended that a vendor analyze the target Department and Agency s Top 25 CTS Vendors list in terms of dominant vendor core business type (i.e. consulting, technology, or staffing), and adjust its strategy accordingly. 5. In this report, section 5. Top 25 Consulting, Technology, and Staffing Vendors, by Department or Agency demonstrated that the Top 25 CTS Vendors list for all 39 Departments and Agencies researched varied in terms of vendor type distribution. No two Top 25 CTS Vendors list were alike. This suggests that each Department or Agency has a unique buying pattern and need when it comes to vendor type. These vendors deliver staffing and placement services related to consulting and/or technology, typically on a body shop basis. Those vendors meeting the above guidelines for consulting, technology, or staffing were classified as Other Consulting, Technology, and Staffing Vendors or Other CTS Vendors. 14 If a vendor was classified as a consulting, technology, or staffing vendor, it was either a National CTS Vendor or an Other CTS Vendor. Ranking the Vendors For each of the 39 Departments and Agencies researched, the Top 25 CTS Vendors (based on total contracts reported) were identified. The composition of each Department of Agency s Top 25 CTS Vendors list was further analyzed to calculate the distribution of vendor core business (i.e. consulting, technology, or staffing), vendor type (i.e. National CTS Vendor or Other CTS Vendor), and whether the vendor was ranked on the Department or Agency s Top 25 CTS Vendor list for the previous reporting year, FY These research findings can be found in section 5. Top 25 Consulting, Technology and Staffing Vendors, By Department or Agency herein. The 39 Department and Agency Top 25 CTS Vendor lists were also consolidated to create a Government of Canada (Cross Departmental) Top 25 CTS Vendors list. These research findings can be found in section 4. Government of Canada s Top 25 Consulting, Technology, and Staffing Vendors, herein. Please note that two (2) Departments or Agencies did not report contracts with sufficient in scope vendors for a full Top 25 CTS Vendors list, including: Infrastructure Canada; and Public Health Agency of Canada. Please also note that vendors are listed by company entity as reported by the Government of Canada, regardless of operational changes such as mergers and acquisitions, because vendor brand (specifically, brand recognition) is considered a key buyer selection criterion. Thus, although one or more vendors may belong to the same legal parent company, these vendors are listed individually. Moreover, as the consulting, technology, and staffing sectors are constantly undergoing changes through new entrants, mergers and acquisitions, company entities may change during a report publication year. Thus, it is recommended that vendors conduct regular environmental scans for relevant changes. Summit Proposal Group Inc. ( Summit ) All Rights Reserved. Page 14
