A COLLABORATIVE APPROACH TO INTERDEPENDENCY ANALYSIS OF REGIONAL CI Centre risque & Zone performance géographique stratégique A research center dedicated to the analysis of interdependencies between CI and the resiliency of organizational systems Modeling of interdependencies and domino effects Cities of Montréal and Québec 10 industrial and governmental partners / CI operators Development of the Québec governmental approach towards the resiliency of its critical systems 15 government departments 2

Information Sharing and Mapping Technology 4 main barriers to information sharing between organizations Dissemination of information may represent an additional vulnerability for a network. For security reasons, organizations are not willing to share confidential information. Confidentiality Information (Data) Value and property Acquisition and management of information is costly. Organizations are not ready to share their information if they do not receive something in return. Managers of a system are the only ones able to interpret correctly an information regarding their system. Crude data can be misinterpreted and lead to significant errors. Interpretation Update The data of an organization are numerous. The update is complex and must be done continuously. Only the organization itself can perform this task efficiently.
Information Sharing and Mapping Technology
A COLLABORATIVE APPROACH TO INTERDEPENDENCY ANALYSIS OF REGIONAL CI Dependencies towards a resource Consequences-based approach UR CI-1 SR Mitigation Measures Domino Effects Supplier/User Analysis UR CI-3 SR UR CI-2 SR Expertise Database 7
Information Sharing and Mapping Technology Flexible mapping concept 3 ways to map information Precise location 1 km 2 grid Supply sectors Each organization may provide an exact location for one or more infrastructures if the information is not confidential (ex.: head office). All known infrastructures are located precisely (ex.: hospitals, police station, firehouse, etc.) Referential Each organization must locate their infrastructure (or group of infrastructures) in the sector of 1 km 2 (strongly recommended). For each resource uses, each organization must identify the supply sector where they use the resource (obligation). If the information is not highly confidential, an organization can identify the infrastructure (or group of infrastructures) that uses this resource (optional).
Water Telecoms Natural gas 911 Electricity Transportation Electricity Natural Gas Transportation Telecoms Water Highway closure R3 Telecoms outage T8 Water outage W Hours
Each organization has a password protected access to it s own section of the database Public Safety Montreal has a password protected access to its own section of the database which contains only the modules to be able to analyze domino effects.
Consequences curves show the evolution of the state of the infrastructures affected and the domino effects A written report of the situation is generated to explain the consequences curves. A list of priorities (actions to take and people to call) is generated. A list of alternate resources and their quantities (for each infrastructure and cumulative) is generated.
