2 WMO Executive Council called to develop Capacity Development Strategy Resolution 49, Cg-16 Congress requested the Executive Council to establish a Capacity Development Strategy to ensure, in a holistic approach, all actors in Met/Hydro/Climate work towards the same overall objective : Facilitating sustainable development of NMHSs EC-64 Approval of the Capacity Development Strategy (CDS) EC-65 Approval of CDS Implementation Plan (CDSIP) 2

5 Capacity Development Strategy (CDS) and its Implementation Plan ECWG-CD developed the draft CDS and draft Implementation Plan based on the outcomes of its first two meetings. (PTCs and PRAs also had an opportunity to comment on the CDS.) Capacity Development Strategy Implementation builds on Capacity Development Framework Implementation Plan WMO EC Working Group on Capacity Development 5

8 Areas of on-going focus: Build holistic view of WMO programme activities to implement Capacity Development Strategic Objectives Continue focus on services, risk mitigation and soc/econ benefit to build national and partner support Continue and expand direct country assistance (advocacy, assessments, project formulation, strategic planning) Continue and expand education and fellowships opportunities especially in priority areas Continue assistance in establishing appropriate national legal and policy frameworks Capacity Development Strategy 8
9 New areas of focus: Clarify technical standards, guidelines, practices Cultivate culture of compliance Focus assistance on compliance (esp priority areas for LDCs/SIDS) Establish mechanisms for gathering and monitoring NMHS development (Categories, CPDB, Survey) Establish consolidated baseline information Consolidate list of gaps at national, regional, global levels Use new information in seeking National and partner support as well as in the development of new priorities/goals for Clarify roles of WMO bodies and regional centers in Capacity Development Build strong project oversight (Project Coordordination Unit & Project Management Board) Strengthen regional offices: more staff in regions, regional economic groupings Engagement at regional level with ministers responsible for Meteorology and Climate Services Capacity Development Strategy 9

21 CPDB Recap Mandate by Cg 15: Gather the information collected by individual WMO Programmes and Departments Optimize the number of questionnaires sent to the Members Track the needs for assistance and development of the NMHSs to better target development resources and in applying for additional resources Ensure Members have access to the information contained in the database, especially with regard to their own country and NMHS Cg 16 added the need to find a sustainable updating mechanism.
