2 BACKGROUND The setting up of that task force has also been reinforced at the National Conference on Girls education held in December The establishment of a Task Force Girls Education arose out of an analysis of several goals set by the government of Rwanda- and the progress that has been made so far to achieve them. The NGETF was set up to lay out the strategies for improving Girls Education in Rwanda. The Gender desk at MINEDUC established in 2005 serves as the focal point to coordinate activities of the Girls Education task force.

3 BACKGROUND In the same line, Districts Girls Education Task Forces were created to build up capacities at the local levels for improved service delivery within the education sector. The GETF complies with: Rwanda Vision 2020 (disadvantaged children, marginalized groups and girls) MDGs EFA Rwanda ESSP (affirmative actions beyond enrolment)

5 Summary of the NGETF ToRs cont d To have improved planning and M&E to achieve 9YBE and the MDG3 on Eliminating Gender Disparity in the entire education system. Tasks: To disseminate the girls education policy in partnership with MINEDUC. To validate, implement and monitor and evaluate the strategic plan for girls education in partnership with MINEDUC.

6 Summary of the NGETF ToRs cont d To provide technical support to the MINEDUC and all other actors working in girls education in improving access and quality of girls education. To facilitate the coordination between all actors working on improving access and quality of girls education. To support and conduct baseline studies and all other relevant studies on issues of girls education or gender within the education sector to support evidence based interventions within the sector.

7 Summary of the NGETF ToRs cont d To develop a 1 year annual work plan with a evidence based approach Technical support to MINEDUC to mainstream gender within the annual action plan and to implement the GRB initiative To establish, promote and nurture the partnership of stakeholders for girls education. To ensure monitoring and evaluation of girls education development and propose related recommendations;

8 Summary of the NGETF ToRs cont d To advise MINEDUC and all partners in girls education on any matter related to girls education and gender within the education sector. Working procedures Meetings will be organized by the MINEDUC unit in charge for girls education in collaboration with FAWE Rwanda. The minutes of the GETF meetings will be sent by the secretariat (FAWE) to all GETF members within 2 weeks;

9 Summary of the NGETF ToRs cont d The meetings should be organized every 2 months on the last Thursday of the month by the chair; A annual retreat will be organized at the beginning of the year to evaluate the progress of the previous year; The chair and all member institutions are requested to be very pro-active in making sure all members are attending the meetings and send official invitation letters to all members;

10 Summary of the NGETF ToRs cont d MINEDUC will write official letters to ask for all member institutions to identify a permanent focal point for the NGETF who will be attending all meetings. The members should inform the chair if focal points change or if the mandate is terminated.

13 NGETF objectives To develop a 1 year annual work plan with a evidence based approach To facilitate the finalization of the strategic plan for girls education and ensure its harmonization and integration within the MTEF, ESSP, EFA and existing plans of the other key actors Technical support to MINEDUC to mainstream gender within the annual action plan and to implement the GRB initiative To establish, promote and nurture the partnership of stakeholders for girls education.

15 NGETF ANNUAL WORK PLAN Include activities in MINEDUC s annual plan and in the plans of the various organizations Institutions clarify their activities by including indicators and budget to implement agreed common results. The AWP is mainstreamed in MINEDUC s budget for fiscal years.

16 Achievements cont d Organized annual Girls Education School campaign Sensitization campaigns at district level Held quarterly meetings of NGETF and annual retreat Translated the girls education policy into two languages Through FAWE Rwanda, conducted gender analysis of the TVET policy and disseminated the findings A draft concept paper on Tuseme was developed FAWE Rwanda in collaboration with Unicef developed a MoU/PCA to strengthen the Tuseme Clubs in 54 CFSs

17 Achievements cont d GEAR/NYAGE initiative in progress (Concept paper developed, study tour, draft budget and work plan) Monitoring and advocacy activities to promote gender equality by identifying challenges in gender issues and suggesting way forwards to address them.

18 Priorities for NGETF 2011/ ANNUAL WORK PLAN Based on NGETF 2009, MINEDUC action plan 2011/2012 and UNGEI country plan, the NGETF action plan 2011/2012 was established. 9 key priorities were identified: Pregnancy and gender based violence in school Reinforcement of gender teaching methodology in primary school GBS : conduct a refresher courses on GBS

19 Priorities for NGETF 2011/2012 Reinforcement of NGET and DGETF Develop ToRs for the DGETF and discuss with key district officials (Vice mayor social affairs, DEO and The official in charge of Planning) for improvement. Organize a meeting with key staff members of the district in order to establish strong DGETFs.

20 Priorities for NGETF 2011/2012 cont d School campaign ( impact assessment; organization of annual school competition) Empowerment clubs (strengthening) Girls Education policy dissemination (resume) Promotion of the participation of girls in science, technology and TVET Strengthen health and sanitation initiative in 9yBE schools

21 Challenges Despite many efforts in term of access in primary and secondary, the NGETF has still a lot to do in terms of promoting the girls education and especially in increasing the number of women in higher learning institutions/ tertiary education. Efforts must be combined through different partnerships in order to achieve the NGETF mission. Turn over among focal points No strong commitment from some NGETF members

22 Recommendations (last retreat: April 2011) Member institutions should show commitment by attending meetings regularly Member institutions must appoint focal point An organization should notify to the NGETF when they withdraw DGETF ToRs must be re-developed in collaboration with the districts Sector representation is needed in the DGETF

23 Recommendations cont d The Director General of Education in MINEDUC should chair the NGETF The Director of planning in MINEDUC should participate in the NGETF meetings MINEDUC and MIGEPROF should have gender disaggregated data in all education sub sectors Dissemination of the GE policy should be resumed
