4 INTRODUCTION Richmond County is located in the geographic area of Virginia known as the Northern Neck, which is a peninsula of land situated between the Rappahannock River and the Potomac River and bordered by the Chesapeake Bay. Richmond County, having an area of 204 square miles, is one of the smaller counties in the Northern Neck, and has a population of approximately 8,900. Its county seat, Warsaw, was established in 1748 and derives its name from the capital of Poland. Warsaw, a community of 1100, is the center for county government and business and is also the location of the administrative offices of the Richmond County School System.

5 SCHOOLS AND PERSONNEL The school population is approximately 1,200 students in grades K-12. The population has been constant over the past several years and is expected to remain at this level for the next few years. Following are the Richmond County Schools and their respective grade organizations: Richmond County Elementary School: K-5 Richmond County Intermediate School: 6-8 Rappahannock High School: 9-12 The Richmond County School division s professional staff consists of the Superintendent, Assistant Superintendent, Director of Federal Programs and Special Programs, Director and Assistant Director of Finance, Director of Maintenance, three Principals, four Assistant Principals, ninety-five teachers, three Guidance Counselors, Director of Transportation, three nurses, 3 Media Specialists, Director of Special Education & Speech Pathologist, Director of Technology, Data Manager, Technology Technician, Instructional Technology Resource Teacher, Director of Food Service/Cafeterias, seven Administrative Support Staff. Richmond County Public Schools is a member of regional consortia to provide a continuum of services and classes for students with disabilities, career and technical education, alternative education and adult education.

6 Statement of Purpose The purpose of the Long Range Six-Year Plan is to provide a complete and systematic approach to educational planning. The Long Range Six-Year Plan has been developed in coordination with Richmond County Public Schools Administrators, community members, and the Richmond County School Board through public hearing and administrative meetings. The plan shall be approved by the Richmond County School Board.

8 Dear Citizen/Community Member, Richmond County Public Schools is in the process of developing a Long Range Plan for Input from citizens and community members are an important part of Long Range Plan development. I would like to extend a special invitation to you to participate in the development of the Richmond County Public Schools Long Range Plan. You are invited to attend a special meeting of the Richmond County School Board on Tuesday, October 6, 2009 at 6:30 p.m. at the Richmond County Public Meeting Room, 101 Court Street, Warsaw, VA. The meeting will consist of a brief presentation and an opportunity for discussion of goals for Richmond County Public Schools. 9 MISSION STATEMENT The mission of the Richmond County Public Schools is to collaborate with parents and the community to provide a healthy environment in which children can develop academically, socially, physically and emotionally in order to become life-long learners, independent thinkers and responsible citizens.

We Believe: Every child can learn and we can teach every child. We Believe: Every child is unique and can make a valuable contribution to society. We Believe: Given knowledge and opportunity, students can shape their own futures.

11 Objectives for Richmond County Public Schools Long Range Plan To provide students with a rigorous and challenging curriculum to prepare them for post graduate educational opportunities and global job market. To maintain and recruit highly qualified staff and provide ongoing training and support for all staff. To continue, improve and facilitate open communication with respect throughout the school division and community. To ensure a safe healthy learning environment and positive school climate by providing and maintaining appropriate facilities to support all educational programs, academic and extracurricular. To integrate technology into all areas of instruction, operations and administration.

12 RCPS Long Range Capital Improvement Plan Mulch playground at RCES and remove old playground equipment. 2. Provide a classroom at RCES for prekindergarten class and early childhood special education class. 3. Investigate renovation or different facilities for RCI to address the poor condition of the portable classrooms, Quonset hut and aging buildings. Provide, if necessary, learning cottages to replace the aging buildings. 4. Investigate new facilities for RHS to provide for more classroom space: health class, personal finance class, graphic design classroom, electronic classroom, conference room, resource/therapy/related service rooms, auditorium and larger gymnasium. Provide, if necessary, learning cottages for the additional classrooms. 5. Investigate and develop a different facility for school board office. 6. Improve baseball facility to include dugouts and track at RHS and develop an auxiliary football field on field near RCES and RHS. 7. Pave the parking lots at each school. 8. Plan and develop storage space. 9. Install window air conditioners in RCI cafeteria and kitchen. 10. Increase the number of bathroom facilities at RCES. 11. Investigate additions for conference room, guidance counselor, special education support services at RCES.

13 REGIONAL SERVICES In order for a small school division to provide a full array of services to students with special needs and/or interests, it is both necessary and appropriate to join in regional programs and consortia with other small divisions and neighboring school systems. The Richmond County School System participates in the following regional programs: 1. Northern Neck Regional Technical Center 2. Northern Neck Regional Special Education Program 3. Project PERT (Post-secondary Education Rehabilitation Training) at Woodrow Wilson Rehabilitation Center 4. Northern Neck Regional Governor s School for the Talented and Gifted 5. Tech Prep Consortium 6. Regional Alternative Education Program 7. Individual Student Alternative Education Program 8. Chesapeake Bay Governor s School 9. Regional Educational Consortium with RCC 10. SURN School University Research Network
