Executive Summary of all the districts report (a) Opening of Schools (both primary and upper primary): Bhopal out of 108 schools were opened on July 1, Rajgarh out of 133 schools were opened on July 1, 2008, 6 in June 23. Vidisha Ashoknagar- Sehore - out of 125 schools 30 opened on June 23 and 89 on July 1 and the rest in June. out of 99 schools 31 opened on June 23 and 62 on July 1 and the rest in June. all the schools have reported July 1 as the school opening day Harda - out of 104 schools 94 opened on June 23 and 3 on July 1 and 7 in June Guna - out of 86 schools 73 opened on June 23, 10 on June 24 and 1 on July 1 and 2 did not mention dates. (b) Civil Works: Bhopal Rajgarh Vidisha Ashoknagar Sehore out of 20 civil work visited very good-2; average- 5; good- 13. In all the civil works a ramp is being constructed. The technical person visited the construction site and guided the construction process quite regularly and at all the stages. There seems to be no convergence with Swajaldhara and Total Sanitation Campaign (TSC) taking place(2 schools). Drinking water facilities constructed by specialized agency (2 schools). - out of 25 civil works visited very good-8; good- 16. there is convergence with TSC and Swajldhara and many schools have mentioned the amount they have got from these schemes. The technical person visited the construction site 2-3 times per month and at all stages. 18 schools have reported that a ramp is not being constructed. - out of 17 civil works visited very good-6; good- 8; average-2; though all have mentioned convergence with Swajaldhara none have mentioned the amount. Except 3 all have mentioned that there is no convergence with TSC. The technical person visited mostly 3-6 times and at the roof stage. 9 schools have reported that a ramp is not being constructed civil works visited all sanctioned in have reported that a ramp is not being constructed. 8 have reported that the technical person is visiting once in a month. 6 have reported the visit at roof stage. Not one has reported convergence with TSC or Swajaldhara. Quality-5 good, 7 avererage and one (PS chhaprai Majji) bad civil works visited all sanctioned in 2008 all model cluster except one KGBV.8 have reported that a ramp is not being constructed the technical person has visited 1-3 times to these civil works. Only one has mentioned convergence with Swajaldhara. 7 have reported convergence with TSC. 5

(c) Textbooks: Bhopal Rajgarh out of 105 schools except 2 schools textbooks were distributed in July(57 schools on July 10). 9 schools reported some delay. textbooks were distributed in the second half of July. Vidisha out of 125 schools 28 schools July 1; 38 schools July 7; 9 schools in June. Rest of the schools in the month of July. Ashoknagar out of 99 schools 54 schools July 1&2; 7 schools in august; Rest of the schools in the month of July.11 schools have reported some kind of delay. Sehore - out of 108 schools 65 schools distributed on July 1 and the rest in other dates of July except 2 schools who distributed in august. Harda - out of 104 schools 89 schools distributed on July 1 and the rest in other dates of July. Guna : out of 86 schools 80 distributed in the month of July and the rest between august- December. (d) School grants: Bhopal out of 101 schools about 10 schools have reported that they have not received school grant till the first week of February (8 Phanda and 2 Barasia block).20 out of 87schools reported that DPO has not circulated guidelines to the school level for utilization of the school grant. Nobody has expressly said that there was delay. Rajgarh school grants received in June 16 schools ; July 93 schools ; August 5 schools ; September 5 schools. 134 schools have reported that DPO circulated guidelines to the school level for utilization of the school grant. Only 2 reported delay in receipts of the grants. 136 schools have given description of uses like flooring, painting, stationary, maintenance construction of room & window, furniture, tat Patti, white wash, stationary, black board, flooring, almira etc. Vidisha 63 schools on June 5; 12 schools on July 2; 11 schools on July 28; rest all in different months from July-november. Ashoknagar 69 in July ; 23 in August; 2 in September; 3 not received grant; 17 out of 98 schools have not utilized the grant at all. Sehore out of 108 schools school grant was received in June- 39 schools; July- 42 schools ; January schools; 6 not received grant; 14 have 6

7 7 reported not receiving any guidelines from DPO. Harda out of 104 schools receiving of school grant - 64 schools - July 14; 19 schools- August 12-15; rest in different dates of July;3 schools not in knowledge(m.s.kumroom M.S.Kayda P.S.kayda (Timari); 1 school (P.S.Unchabarari, TImari) - passbook is not in the school. Apart from these 4 another 6 have reported non-utilization of school grant. All have reported receiving guidelines from DPO regarding school grant. Guna - July out of 83 schools the receipt of the school grant was in the following way- 48 schools ; august- 18 schools; September 11 schools and the rest between October January (e) Teachers and Teachers Training: Bhopal Rajgarh out of 106 schools 60 schools stated the satisfaction level of training as Average. Only 15 schools have expressed desire of training in some subjects except 9, 126 schools mentioned that there is a calendar of training at BC/CRC level. while 134 expressed satisfaction in training (excellent, good, very good etc) 94 out of 131 said that they did not need training in any particular subject. The predominant role of BRC/CRC in teacher training seems to be administrative in the expression making arrangement Vidisha 69 schools have expressed satisfaction in training as average and 53 as good out of 122 schools. But only 33 have reported that they need training in some subjects. 120 schools have reported that there is a calendar of training at BRC/CRC level. The role of BRC/CRC is expressed in the words logistics, needs,arrangement, facilities which are non-academic. Here nobody mentions their role in the classroom while in visit.. In the context of TLM they mentioned that training was for 10 days in June at JSK level and by BMT and master trainers. 40 out of 124 schools have reported that crosssharing of good practices was not done of the training Ashoknagar 70 out of 92 schools have reported taking training in June 10-12; 73 mentioned the duration 10days; all mentioned that training was imparted by master trainers; 8 out of 97 schools said that demonstration of good practice was not cross-shared. Sehore 22 out of 102 schools in the context of training for TLM said that good practices were not cross-shared. Only 1 out of 103 has expressed 7

8 8 dissatisfaction on training. 92 have reported the absence of a calendar for training at BRC/CRC level. 96 have reported that they do not need training in any particular subject. This shows they are unenthusiastic about training. Harda 95 schools have reported good about satisfaction level of training. Only 4 have reported not good. Though it is not possible to say with precision the degree of effectiveness of training teachers have said it in percentage terms. One can estimate that they are benefitting from training as 83 out of 103 schools have reported that training is effective to the extent of more than 60 %. Its authenticity can be verified by the fact that many have also reported less and one has reported out of 102 have reported that they do not need training in any particular subject reflecting their deep engagement with training. But 11 out of 102 have reported the absence of calendar for training at BRC/CRC level. It is a serious matter that 37 out of 103 schools believe that the CRC is supposed to visit only 1 school per week. Guna only 2 schools have reported not satisfied out of 74 schools. 72 out of 86 have reported that the training is imparted by master trainer. 77 have reported the need for training in different subjects predominantly English and mathematics. (f) Teaching Learning Material (TLM) grants: Bhopal Rajgarh Vidisha Ashoknagar - 24 out of 72 schools have reported that they have not received TLM grant till the first week of February. Some of the purposes for which it was used - map, chart, stationary, model, painting of wall calendar, project work chalk photocopies. In 10 out of 34 schools TLM was not used or kept separately during visit. 20 out of 30 schools have reported that children are using the TLM well. it was distributed all over the year like December 14 schools; November 15 schools ; September -47 schools ;October 31 schools ; June- 8 schools. In 55 schools out of 123 schools TLM was found not displayed in the classroom. On the other hand teachers in 51 schools expressed that children are using the TLM well. 11 schools got TLM grant in august or after. The rest out of 124 schools got it in June. 54 have reported that they got it in June 5; but 37 schools have reported that they have not purchased yet anything. In 17 schools teachers have said that they have not got the TLM grant. TLM was found displayed in the classroom in 72 schools. In 79 schools teachers mentioned that children are using the TLM well. The research staff was impressed by only in 4 schools as good example of TLM use. out of 55 schools Most of The schools received TLM grant in July and August - July, - 28 schools; August, 11 schools; October-1 schools; November -2, schools; January, schools. Display of TLM was not found in 31 schools out of 99 schools. There were 4 schools with good examples of TLM use. Only 14 out of 94 mentioned that TLM is not used by children well. 8

9 9 Sehore Harda Guna out of 102 schools TLM was received in January schools ; July schools ; June, schools; 32 schools have reported not receiving TLM grant till january. the rest got it between October- December. Out of 93 schools the research staff found 12 cases of good examples of TLM use out of 103 schools got in December 23 and 12 in other dates of December; 1 in January and 1 in February, schools have reported not in knowledge. These are the same schools who reported the same regarding school grant. in aournd schools TLM was not displayed/not in use. Research staff found only 3 cases of good examples TLM use that is worth mentioned by names. 32 schools have reported not have had any training related to TLM. Those who took training was mostly in april and may and for 10 days. 11 out of 99 have reported that good practices were not cross-shared. - the TLM grant was received in the following way July 1 26 schools; August 1-14 schools; September schools ; November 6 schools ; December- 2 schools ; January schools. date not mentioned 6 schools. 2 have reported not receiving the TLM grant. in 10 schools TLM was not found /used in the classrooms. 78 schools have reported that children use the TLM well. There were 30 cases of good use of TLM during visit. 77 schools have reported that they received TLM related training in June and it was mostly 10 days. In response to whether good practices were cross-shared the response was that the training was done group wise. (g) EGS & AIE: Bhopal educational qualification of the EVs- BA,Ded, MA, MA D.Ed, B.Com. Training - Sevakalin training. Amount of monthly honorarium /-. This is paid though Bank at Sankul Center. No delay in payment of monthly honorarium. EV is regular in his attendance. Honorarium of the last month was received in January mainstreaming was done in Government Schools. Mid-day meal is provided. EGS/AIE centers are using the school textbooks. Rajgarh one EGS was visited. monthly honorarium is 2500/- and paid though bank. All facilities like primary school. It mentions that actually 6 children mainstreamed last year. Ashoknagar 7 EGS visited; acute problem of children attendance; 3 schools EGS Chakk bonora, EGS Chakrapura, EGS Bhiyakhedi have simply reported total enrollment than the actually mainstreamed. One can guess from the very low attendance that mainstreaming is not happening on a significant scale. In 6 EGS the qualification of EVs is 12 th. Honorarium of 2500/- is paid through bank. They received their last honorarium in December MDM is given in the EGS. They use the textbooks and have not reported delay in getting textbooks. Harda 4 EHS visited. Averagely about 20 points gap between enrollment and attendance. Qualification B,A.; honorarium 2500/- paid through bank. The last time they got it in November and December. 2 have reported delay. 10 10 Guna of mainstreaming look like enrollment figure, if it is not then it is very good. MDM is provided. They use school textbooks and no delay in getting books. Andherikhedi has reported that the upgradation has not taken place. 13 EGS visited. Average attendance rate is about 50%. 4 EVs with only HSC. They have received training by DIET. They are receiving academic support in particular subjects. Honorarium 2500/- per month and this is paid though bank but once in 2-3 months. 7 have reported that they receive it from PTA. MDM is provided. 3 EGS have reported delay in getting textbooks. 5 are still EGS and not upgraded to PS. (h) Children with Special Needs (CWSN): Bhopal - 105schools reported that ramp exists. No children have been provided with home based support during the current financial year and no parents have been given counseling during the current financial year ( ). 13 schools have reported that they provided with aids and appliances during the current financial year ( ) to CWSN children. Rajgarh total 45 schools reported some CWSN children. 17 reported 1 each given aid and appliances. While 23 reported 1 enrolled in 22 it was found by the research staff. 25 out of 135 schools reported not having any ramp. No child has been provided with any home based support. But averagely parents in every school have been Vidisha given counseling as reported. 2 schools have reported that aids and appliances have been given to 4 students and the same number have reported home based support to students. But 107 schools have reported counseling to parents. 38 schools have reported the absence of ramp. Total of 48 students were found to be enrolled and 31 found present. Ashoknagar total 5 schools out of 49 reported that aid is given to total of 6 students. 5 have reported home based support. But 89 schools have reported counseling to parents. 7 out of 99 have reported absence of ramp. While a total of 19 students were found enrolled 9 were found present out of 45 schools. Sehore 4 schools in total have reported giving aid to CWSN students. 28 out of 105 schools have reported the absence of ramp. Only 1 school have reported giving home based support but 43 schools have reported giving counseling to parents. In total 45 were found to be enrolled and 36 found present. Harda - 8 schools in total have reported giving aid to 10 CWSN students. 13 out of 104 have reported the absence of ramp. 24 schools have reported counseling to averagely 2-3 parents. Here the counselling seems linked exclusively to CWSN unlike other districts who have 10

11 11 Guna reported huge numbers. Only 1 school has reported home-based support. 74 students found to be enrolled in 43 schools. 62 students found to be present. - a total of 40 schools have reported that they have given aid and appliances to CWSN students. Only 3 schools have reported the absence of ramp. Only 2 schools have reported giving home based support. But 52 schools have reported giving counseling to parents. (i) National Programme for Education of Girls at Elementary Level (NPEGEL): Bhopal Out of 107 schools 62 distributed uniforms in august 14 and 15 distributed on august 15. Model clusters have been provided withgender sensitized teaching learning materials. vocational training- Health & Hygience, Mehendi, Stitching, pottery work, Rangoli, painting, Craft work, Bag making, toy making. bridge courses, are not happening. gender sensitization is done to students rather than teachers. Additional efforts to mobilize community and women s groups in favor of girls education is done through debate Competition in 2 cases out of 10 model clusters. Rajgarh out of 134 schools 10 distributed in August, 3 in July, and the rest in August between August 10 to model clusters were visited. Gender sensitization has happened to students. Maa beti mela is a community mobilization for girls education which have been reported. 5 have reported that there is no bridge course. All reported that gender sensitization material has been provided. Vidisha 6 model clusters were visited. 2 had absence of gender sensitization material. 5 had absence of vocational training and bridge courses. Gender sensitization was done to only students. 74 schools out of 125 schools distributed uniforms between august distributed in July. Rest in October and November. Ashoknagar 8 model clusters were visited. In 4 gender sensitization material were not in use. 4 have reported health and hygiene and pottery work. there was no bridge course. Sehore 13 model clusters visited. Except 1 all reported being provided with gender sensitization material. All are running vocational training. None running bridge courses. Government high school Samarda has mentioned gender orientation of PTA members. out of 108 all schools distributed uniforms between August except 4 schools. Harda 8 model clusters visited. All have reported being provided with gender sensitization material, all are running vocational training. None is running bridge courses. Gender sensitization was done to only students. Meenu-books and mother-daughter fair are two programs related to community mobilization. Out of 104 except 2 boys schools all distributed uniform between August (93 on 11

12 12 August 14). Guna 19 model clusters visited. All have reported gender sensitization materials like meena ki book, rangoli, CD, jeevan khushi etc. vocational training includes computer, sewing machine. No vocational training in MS Govt. school Pagar, MS Girls Kent, MS Magrudh, MS Dehrikala, MS Amlagadhiya, MS Vinotiya, and MS Kotra. One school has reported picture of male and female with regard to gender sensitization. Maa-beti mela and meena are two programs for community mobilization. (j) Katurba Gandhi Balika Vidayalaya (KGBV): Rajgarh 4 KGBVs visited. Averagely points gap between enrollment and presence. Facilities seem to be satisfactory and personnel filled up. Vidisha -4 KGBVs visited. KGBV Udayapur requires urgent attention regarding attendance (13/85). The absence of warden probably is the reason. Udayapur and Mugulsaray do not have warden. Research staff could not find furniture. Ashoknagar - 4 KGBVs visited. Attendance is satisfactory except Kachnar. Malhargarh and Kadvaya do not have warden which is an urgent issue. furniture is not there in Malhargarh, kachnar and phatebade. Sehore 2 KGBV visited. Attendance good. Both do not have problems related to facilities or personnel vacancy. Harda - KGBV Charue in Khirkhiya visited. Attendance 99/100. No post vacant. Facilities- chair, table, bed, utensil, first aids. No post vacant. Guna - 4 KGBV visited. Attendance acute in Rampurtek (31/100). This is probably because the post of warden and asst. warden is vacant. Furniture is very good and it includes mat, bed, almirah, computer etc. (k) District Information System for Education (DISE): Bhopal -99 schools have reported that DISE data capture format have been supplied to all schools latest by August ( ). Training has been imparted to the teacher for filling up DISE data in the data capture format the training for DISE data entry was done as per the following details: September- 25 schools October- 20 schools November 18 schools December 14 schools 87 schools have reported that the training held in JSK and Duration was 1 day (98 schools ) 12

13 13 Rajgarh Vidisha Ashoknagar Sehore Harda Guna all 134 have reported that DISE data capture format has been supplied to all schools by august. All reported that they have taken one day training at JSK level in the month of September. 124 have reported that DISE data capture format has been supplied to all schools by august. But there was no information regarding training related to DISE. all (99 schools )reported that DISE data capture format has been supplied to all schools by august, all took one day training at BRC mostly in the month of November. 29 out of 108 schools have expressly mentioned that the DISE formats was not provided by August. 20 schools have reported the absence of any training related to DISE. - all (103 schools )reported that DISE data capture format has been supplied to all schools by august, all except 2 schools (PS Rathakhurd,Girsl PS Mandla ) took one day training at BRC mostly in the month of November. out of 78 schools DISE format was available for 14 schools in August, 50 schools in September, 13 schools between October- December. 77 have reported that training has been imparted mostly in September at Guna BRC for 1 day. (l) Research and Evaluation: (m) Functioning of the VEC: Guna 2 VEC visited (Mavan and EGS sala Makrudi). They did not have any idea as now Panchayat does the civil work and Sarpach handle this matter. But they reported that the technical person visit to see the civil work. (n) Staffing at State and District Level: 13

14 14 (o) Outreach of primary/upper Primary educational facilities to SC, ST, Minority groups and to girls as well, especially in special focus districts. (p) Any other issues relevant to SSA implementation (q) Mid Day Meal Bhopal Rajgarh Vidisha MDM is going on well except some matters of concern. 23 schools have reported that micronutrients (iron, folic acid, vitamin-a dosage) deworming medicine is not given periodically. Cooking cost is paid predominantly through Bank. 90 schools have reported that SHG is cooking the MDM. 55 schools have reported that cook/helper belong to OBC while 17 schools have reported that cook/helper belong to SC. Monthly remuneration of cook/helper1000/-(33 schools )1200/-(13 schools) 800/-(29 schools). 75 schools have reported that a pucca kitchen shed cum store constructed& in use. out of 123 schools there are problems in 5 schools where MDM is not happening. 13 have reported not receiving food grain regularly, 8 have reported no buffer stock, 38 have reported that food grains not delivered at the school. cooking cost paid by cash or banking channel. There is no gender or caste or community discrimination in cooking or serving or seating arrangement. observe any gender or caste or community discrimination in cooking or serving or seating arrangement. 11 schools not displayed its weekly menu. 61 schools have reported that no micronutrients (iron, folic acid, vitamin-a dosage) deworming medicine is given periodically. 113 schools reported that cook/helper belong to OBC. 6 schools out of 120 have reported disruption of MDM. All have mentioned receiving food grains regularly and maintaining bufferstock, maintaining variet in food. Weekly menu was not found in 37 schools. All have reported that micronutrients are not being given. discrimination found in PS Teelakhedi (Vidisha). In 117 schools SHG runs the MDM and in 6 PTA. There are only 3 schools where the cook is SC. There are 14

15 15 Ashoknagar 24 schools where kitchen shed is constructed and not in use. 47 schools reported gas as fuel. Out of 122 only 72 and not all mentioned that MDM has improved attendance well being of the school etc. out of 108 schools 16 found closed. 10 not receiving grain regularly; in 8 buffer stock is not maintained. Gender/caste discrimination was observed in PS Samerkhedi and MS Manhetee (Eshagarha). 40 out of 95 have not displayed weekly menu and 57 are not able to adhere to weekly menu. 64 have reported variety of food and 92 have reported that menu includes rice/wheat, dal and vegetables. 16 out of 69 have reported that the quantity is not sufficient. 62 out of 97 have reported that micronutrients are not being given. Only in 13 out of 93 schools the cook/helper is SC/ST. no school has reported the monthly remuneration of the cook as more than 1000/- per month. They are underpaid. In majority cases they get less than 600/- Sehore out of 106 only 2 have reported interruption of MDM (Gov.Mskhandaurapur,Gov. M.S.Guradiya Rupchand (Astha). Around 5 schools have reported different problems like not maintaining buffer stock, not receiving grains regularly etc, not adhering to weekly menu, children not happy with quantity/quality. 105 have reported that cooking cost is paid by cash. No discrimination was found in any school. 64 have reported that micronutrients are not being given. Only 25 schools have reported that the cook belong to SC/ST. the monthly remuneration ranges from 400/- to 3642/-. 96 have reported that a pucca kitchen shed is constructed and in use. 3 have reported the lack of drinking water facility. 55 have reported gas as the fuel. Out of 96 only 23 have reported that MDM has not improved the well being, attendance of the school. Harda - out of 103 only 2 have reported interruption of MDM. No discrimination was found in any school. 14 schools- weekly menu not displayed. 9 schools- weekly menu not adhered; 4 schools- children not happy with quantity. 97 schools have reported that children are given micronutrients. This seem to be true as they have mentioned the name of persons also who administer this. All have reported variety of menu. 32 out of 104 have reported that a kitchen shed is not sanctioned. Only in 39 schools a pucca kitchen shed is constructed and in use. 5 schools have reported the problem of drinking water. Fuel in all cases wood. Only 7 have reported that MDM has improved enrollment wellbeing etc. Guna - out of 84 schools about 10 have reported irregularity of MDM and this includes children not happy with quantity, not receiving food grains, not maintaining buffer stock etc. Discrimination was felt in 7 schools.
