2 Purpose of the consultation (I) - Impact assessment process/reduction of administrative burden The impact assessment should provide details of the information obligations for businesses, for citizens and national/regional/local administrations that are likely to be added or eliminated if the option were implemented. In those cases in which the change in administrative burden is likely to be significant, the effects should be quantified using the EU Standard Cost Model.
3 Purpose of the consultation (II) Collect readily available data on administrative burdens and costs (costs linked to information obligations) and compliance costs for competent authorities and operators related to current animal health legislation and possible new elements of the Animal Health Law. Data will be used to assess possible impacts of the AHL. Only aggregated data will be presented (without disclosing the source of information)
4 Two questionnaires One addressed to the competent authorities in the Member States (national, regional, local) in charge of implementing animal health rules A second one addressed to business operators active in the animal production/trade field

8 Part I: Current legislation Data on approval and registration of premises: assembly centres, sites for cleaning and desinfection, dealers premises, national markets, semen collection and storage centres, poultry establishments, quarantine facilities or centres for import of birds, aquaculture production and processing. Trade operations/checks at origin and destination/certification/traces. Eradication, control and monitoring programmes, ADNS notifications Contingency plans
9 Part II: Possible new elements of the AHL Biosecurity measures: issuing guidelines, approval of plans, verification of the implementation Surveillance networks: prepare documentation for approval, establishing lists of aproved veterinarians, holding approval.
